[applause] >> good morning. i have to tell you that there are a lot of things that are left unfinished. it's important, coming from the labor movement where miners and long shore men were murdered in this city for standing together. wow, is it a sign of the times that our workers were able to stand together from electricians to teachers, airport workers, everybody stood shoulder to shoulder to make sure this important legislation was realized. i want to take a moment to recognize the leadership of our labor council. without their leadership and mentorship of this council, we wouldn't have been able to do this. we're used to be attacked, or used to being the resistance in a moment of resistance. it's okay to celebrate these wins. we have a lot of thing that we disagree on policy wise, but this is a statement of value, and a time to celebrate because the lowest paid people in our city are getting the attention and commitment of this fine government, and

the mayor is the sponsor of this lemgislation, and mr. rohrer, welcome. >> thank you. there are actually three different state initiatives that i'm going to present to you today that hopefully -- will require action that hopefully you approve, but they're all changes that occurred through the state budget or the state grant-making process. the first is a very significant shift -- significant change to calfresh eligibility for s.s.i. recipients. s.s.i. recipients are individuals who are receiving federal disability payments, so they're either disabled, blind, or over age 65 and low-income. since 1974, individuals who are on s.s.i. are not eligible or were not eligible for food stamps. food stamps is now called calfresh. in june late in the legislative session, through the legislative process, the legislature changed that state law and as a result, s.s.i. recipients beginning this coming summer, june through august, will become eligible for cal fre-- calfresh benefit. formerly, they were only eligible for $10. it was called a cash out. now instead of the $10, they're goi

functionally, what that means is if you are an owner, if you have an ownership interest, which in the lemgislation is defined as a 20% interest in two store fronts, and you have applications before the office of cannabis, those additional applications would be put on hold. they would not be denied, just put on hold pending other applications in the cue. my understanding is the applications are heard on a first applied first processed basis, so if you're the possessor of a storefront cannabis retail permit, that third application that you've submitted would be moved back to the cue pending consideration of other applicants. >> supervisor safai: i'm sorry. can you clarify that, so it doesn't outright deny you, it just puts you in the back of the cue until when? >> that's correct. they are put on hold pending consideration of other applicants in the cue who ostensibly would not have two other retail cannabis storefronts? >> supervisor safai: for how long? >> pending consideration of the others. at some point, i assume there is sort of a max number of dispensaries that are allowed in the city just by
