and senator lemieux came to me with an interesting idea.e's pretty concerned about waste and fraud if florida. -- in florida and in the country generally. and i remember a couple three months ago we were looking at home healthcare outlier percentage in florida and some of these counties are way, way above the cap of the seniors in those same counties. what his idea is this. maybe we could take a page from credit card companies. as we know, if the credit card companies have put together these very sophisticated mathematical algorithms, about their credit card holders, just like google does. google knows what books you buy and wants you to buy similar books based upon your purchasing matter. but the thought that senator lemieux had, just as a credit card company will notify you as a credit card holder, if there's some charge that's an outlier, you know, you say some charge made down in brazil, and you're not in brazil. >> and i was here. >> and you were here. and they call you up. did you make this charge? is this something you bought. it's a

but the thought senator lemieux had is this. just in the credit card company will notify you at the credit card holder is there some charge in this outlier. you save some charge made down in brazil. but they call you up, did you make this charge? is this what you bought? and me ask you first and you can either authorize or not authorize. but they know because they've got really sophisticated computer systems. the thought is maybe we can do some of this in medicare and medicaid and from other programs. now that gets into payment as a provider, how long does it take to be reimbursed. but on the surface, i think it has some appeal. senator lemieux told me that he called the credit card company and talk to the head of something astringency to what degree that might work here. and often it is a private sector that comes up with pretty efficient ways of doing things. they've got the bottom line to worry about. they've got to compete. like another credit card company, for example. i doubt she'd given a lot of thought to that, maybe you

lemieux: mr.president, i had the opportunity to go on a congressional visit to haiti a couple of weeks ago. actually it would be two weeks from tomorrow. we were there on the one-month anniversary of the tragic earthquake that killed more than 200,000 people. 200,000 people died in haiti. myself and the other members of the senate and the house who went there were able to see some of the tragedy. we visited the cathedral in haiti. you often hear president clinton talk about this wonderful catholic cathedral in haiti that stood the test of time but could not stand the test of this earthquake. in fact, really the only prominent part of this cathedral that still stood, unbelievably, was the cross. and we talked to the people who were there, and they are a wonderful and resilient people, and it is amazing that they could go on with the tragedy that they had experienced. i had the great honor to visit the operating hospital staffed mostly by american doctors and nurses, some from miami, some from older
