lena kumasi. >> we know this inspection is expected to last for a few days to even a few weeks, because officials say they want to do a deep dive on this refinery. health officials were joined by the bay area air quality management district for the surprise inspection. they looked at maintenance records and reviewed staff training and procedures. authorities say they're concerned about the frequency of flaring incidents and hazardous material spills at the refinery, and they also accuse the refinery of not being transparent with some of the flaring. >> we can say that the frequency of incidents at pbf is not normal. pbf has experienced multiple serious incidents that affected the surrounding community in the last three weeks, has just been crazy. >> so. and you can smell it. we smelled it all the time. it's so bad we had to close the windows. >> county health officials say the refinery has used the community warning system to report flaring at a rate of nearly once a week throughout the year. a spokesperson for the refinery, owned and operated by pbf energy, says we have been cooperatin

lena kumasi, good morning to you. >> we are just outside of the pacifica pier right now, where we have been hearing the waves roaring for even just the past 15 minutes. and overnight, the national weather service is warning folks that the ocean is not your friend today. here's a look at some new video just into our newsroom, showing what conditions looked like right around 3:00 this morning here at the pacifica pier. video shows the high tides to be almost as big as the pier. officials say a high surf warning is in effect until 3 a.m. tomorrow. for these extreme, dangerous waves expected to reach between 28 to 40ft in some places today. this has also shut down beach boulevard at santa rosa because of these dangerous conditions. despite the warning, pro surfers have traveled in from all over the world to chase these storms and northern california's legendary mavericks tanner white and a group of surfers came in from portugal to half moon bay for the big wave surfing competition, which is well underway. >> if the buoy readings are true and it's not affected by the local wind swell, then

. >> and lena, what have you learned? >> hey, kumasi. well, we are at the port of oakland right now, and this is as about as close to the scene as police will let us get at this hour. police moved us several blocks away from where we were originally set up. as they work to extend the perimeter of the scene to continue their investigation location. now police have not said what's going on here just yet, but we do have some new video just into our newsroom showing lots of uniformed officers from the oakland police department staging outside of the highland hospital. some were seen standing right outside of the emergency room, others in their patrol cars and some guarding the door. this is only about six minutes from the scene right now. we are still trying to learn if an officer or anyone else was hurt. and here's a look at the scene taken near ninth avenue and embarcadero. you can see a white truck and almost all of the windows shattered that truck also appears to have crashed into another truck with the hood visibly crunched in evidence.

lena, what are you seeing out there? >> well, kumasilready this morning, we are seeing a very slick go around for drivers trying to make their way out the door. this morning with a lot of rain and quite a few problem areas. take a look. this video taken over night shows some of the rain hitting san mateo hard. it gives us a good picture of just how slick the roads were. driving northbound on highway 101, and it also shows a wet mall parking lot showing a bit of pooling near hillside boulevard and el camino real. it was a similar story over in oakland overnight, with reports of more flooding and yet drivers were still speeding right through it. we also saw some flooding on fifth and adeline street with water spilling over the westbound 880 freeway overpass onto fifth street. it was like part of some construction site, so i didn't mind it at all. >> the water coming down, down to the to the gate. yeah down to the gate. to the garage in san francisco. >> we caught up with a few people filling up sandbag bags proactively yesterday, south of
