[applause] i am so proud of our mission and to be here today as we bring attention to the effort to end homelessness. she has covered the important role our community plays in the effort. as a career va employee, i have had the privilege of serving america's veterans. it is a particular honor to serve in the mission to eliminate homelessness. sadly, veterans lead the nation in homelessness, depression, substance abuse, and suicide. these are daunting facts. something must be done about it. with the cooperation and partnership of those of you here today, we will work together to decisively end homelessness. we've heard the list of the formal forces that have gathered. together, i think we can do it. is our honor, duty, and mission to help those in need. the va has set a goal of ending homelessness among veterans by 2015. some may find this a difficult if not impos

[applause] >> good morning, bayview. it does not get much better. i want to join mayor lee in welcoming everybody here and thanking our city librarian and his hard-working staff, the devoted and committed library commissioners, friends of the library folks to raise additional moneys to finish each of these projects. of course, supervisor cohen and weener -- weiner, leland yee as well. i have been not to over 20 of these ribbon cuttings. it is not often we get to say your tax dollars are at work with a smile on our faces, but we can do so today. voters knew what they were doing in 2000 when we passed proposition a, which provided $106 million for 24 renovations and a few new constructions. this being one of them. yes, this will be a 9000 square foot educational resource center bridging the digital divide with 21st century technology. bu

senator leno is here with us this morning.been here all morning with malia cohen looking at the projects that we have in this area. she is part of that young talent and i get to work with, as well as scott wiener. the board of supervisors have been working with me these past seven months, and we are trying to get a lot of things delivered. not a lot of political stance. getting stuff done. fulfiling old promises. promises that you heard decades ago. you saw me smiling this morning as i embraced this man, freddie carter. he is part of the construction team here. freddie was certified when i was the director of the human rights commission. he had a joint venture. it was a small firm, and they had to get some beer projects, and i remember, you went out and bought yourself a red truck. do you still have that truck? freddie is part of the kck general contractors team that formed the property bid on the dpw and library bid process. they ultimately won the right to build this. and guess what, he is local, right here in the bayview. t

provided us with his support of the activitying that we do -- of the acts that we do, and senator leno has his eye and support for small businesses and recognized one of our programs and one of our small businesses who works on the doyle drive construction contract. during one of our ground-breakings, we were lucky to have julie berry, who is also present here, who does concrete work. cam-con is the small businesses she operates. she came to us with three employees after she did get a contract. i believe she has raised up to 10, and she has brought at least one, maybe more, concrete pump trucks. six now. well, that is even better. so we have good examples of those who really want the contract, work at it. we provide the opportunity, and the rest of it is with those who have the skills to come forward. as i mentioned, paul, julie, and michael sitting next to julie, is also part of the business that is run. julie was -- and her company, was actually featured on the white house website and the federal highways d.o.t. site for a number of weeks because of work she did. she played a trip to

legislation i am introducing is legislation that follows the lead of assembly member ammiano, senator leno, senator ye i am calling upon the federal government to reconsider its policy and simply do with the president indicated you would do, which is to protect the rights of states like california to provide access to medical cannabis to california patients. this is truly about the rights of patients, so we are asking that the federal government comply with the principles that until recently were the principles that have been articulated by the president. i know that sometimes the issues can be sensitive and complicated, but this is simply about medical cannabis and the right of patients to access medication they need. i believe it is important for us in this time for the city and county of san francisco for the board of supervisors to be clear that we do support the rights of patients to have access to medication. with that, i ask for your support. the rest, i submit. supervisor avalos: just a couple of items for introduction. one, at long last, the advisory committee for the balboa park

we're also calling upon the federal government to follow the lead and take leave from people like mark leno, leland yee, and others who have called for the protection of the rule of law as enacted by the voters of the state of california. we also encourage the president of the united states to enact legislation requiring federal law enforcement to respect state law when it comes to medical cannabis. i think in these times, it is very important for us in the city and county of san francisco to take a clear stand in supporting patient rights, and i urge support of this resolution. i also want to take this opportunity to thank the medical canada's community and all the activists that have rallied behind this very important plot -- cause. i also want to think my colleagues for their co- sponsorship. >supervisor avalos: very good. i am a co-sponsoring this resolution as well. and i believe supervisor mar is as well. i am co-sponsor because i believe in and access to medical cannabis, as our state law has allowed. i think the changes that are coming down from the gut -- from the federal governmen
