. >> reporter: lenox hill's hospital's dr. daniel baker demonstrates the two-week-old digital system on a nameless test patient. >> it's a new process. we have to get a new piece of information from each patient which is preferred pharmacy. >> reporter: once chosen, the physician enters the prescription into the system and >> my handwriting isn't tremendous. >> reporter: it frees pharmacies from decoding scribble. when new york becomes the first state to impose penalties for not writing digitally, the software might reduce opioid abuse statewide. the health department reported 27 million opioid prescriptions written for 20 million residents in 2013. lenox hill's system will be installed by every doctor in the state makes it easier to view past prescriptions before writing a new one. the system slows down when patients don't have a preferred pharmacy or want to change their pharmacy or the pharmacy doesn't carry their drug. >> that becomes a little bit more labor intensive on both because prescriptions can't be sent to another

kerri peterson from lenox hill hospital. this is all about when you would get it taken, right? >> a new study showed if you get your blood pressure checked in it on your own, it can be a better predictor of your likelihood of getting stroke and heart disease. they followed 21,000 people. 125 had a stroke and 125 had a heart attack over a two-year period. when they looked at the people's blood pressures in the morning, which is not when you are at the doctor's, if it was greater than 145, they were more likely to have the events than if it was less than -- steve: it means when you wake up, it would be lower than normal. so if you have an elevated blood pressure in the morning, you'd be more at risk of -- >> exactly. exactly. and if you don't know what your blood pressure is that time of day, you're not going to have any idea if you're at higher risk. sometimes when you go to the doctor, it can be falsely elevated because you get nervous. i have patients -- steve: stressed out from waiting. >> some people have white coat hypertension. what we recommend for people that have that o

. >> reporter: this doctor specializes in pain management and rehabilitation at lenox hill hospital. she supports the cdc's recommendations which include prescribing painkillers like ibuprofen from opiates for pain. and give a low dosage, enough to last a few days, not weeks and months. aren't an effective treatment for most chronic pain. >> the majority of chronic pain patients, i think they -- not only do they not help treat the pain, but patients can go down a spiral where they become addicted. >> reporter: many doctors have been prescribing the addictive opioids for routine ailments like back and knee pain. the doctor says they should be reserved for more serious illnesses. >> i find that they can -- opioids are appropriate in certain patients, particularly post-operative who are acute pain. i mean pain that's been going on for a short period of time. or patients who are in active cancer treatment. that's a different scenario. >> reporter: the new guidelines are a recommendation. they are not mandatory. the doctor, who you just saw in my report, says most doctors value the cdc an
