change it. >> as you point out it's not just chuck hagel, you say before hagel bill gates and leon panettalso complained of micromanagement? >> that's right, secretary gates and panetta both wrote books that talked about the difficulties in dealing with the white house on doing their jobs at the pentagon. it differs from president to president and of course the pentagon would like full autonomy to do whatever they want, everybody knows that, but in this case it's really serious, and it's a problem. for example, obama had several other folks he was considering and would like to have tapped for defense secretary. they pulled their names out of the running, the reason being they feared they wouldn't be able to carry out the job. so there's two years left to the administration and ashton carter will be filling that role for a couple years. i don't think there are real high expectations that much is going to change. i think they thought secretary hagel would work more with the administration, and kind of do what they said, but even he became frustrated, thus his very quick ouster. >> it's not c

leon panetta said the agency really was following what they thought were directives from the white house and george bush, and you know dick cheney defended them. but, again, bush did not, according to the report, did not know the specifics. in fact, when he was briefed by a man at the cia when he was briefed for the first time in 2006, under orders from the cia inspector general who had questioned two cia directors hayden and george tenant and both told they had not briefed george bush in 2004. the ig, the inspector general from the cia said you've got to brief the president on the details of these interrogation techniques. there's no paper trail indicating whether he was told verbally. according to the evidence at least in this report based on no interviews just on documents. the cia documents say they briefed the president for the first time in 2006. according to the memo he was uncomfortable with what he saw. >> diane feinstein now on the senate floor. andrea, thank you so much. straight to diane feinstein. >> if necessary at the later time. the report released today examines the cia'

director leon panetta, another obama administration director said this was wrong, this was torture, but don't say that we didn't get anything. so it's a very sort of delicate dance that brennan and the administration as a whole are trying to do right now between these various sides. gwen: as a result, doyle, it lends itself to what washington does best which is break down among partisan lines over policy agreements. >> over policy agreements, over the timing of the report, over the quality of the report, over whether they did it right. there was a lot of process involved here, but mark is right. the key question here wasn't just was some useful intelligence gotten from torture sessions. it was. could it have been gotten some other way and is there any way of knowing that. that is what john brennan was saying was unknowable, that's what the report says is knowable. now here is the problem. after a big national crisis or a scandal, we have a reflex of putting together a bipartisan commission and in the ideal world, that by partisan commission, whoever it is, it could have been the church
