lester? >> anne, where do things stand in terms of bp's plans to drill there again? >> reporter: bp wants to continue drilling in deep water here in the gulf of mexico. bp is the largest leaseholder here in the gulf of mexico, and it's a very important part of bp's business. and, in fact, bp has filed one application for deep water drilling under the new rules established by the department of interior. that include, among other things, that oil companies drilling in deep water must have real plans to stop a blowout like we saw with the macondo well. and those blowout preventers which are supposed to be the emergency brakes, they have to be inspected by an independent third party. because you'll remember that the batteries on the blowout preventer over the mocondo well were dead, and that was one of the problems, one of the many problems during the oil spill. lester? >> those tar balls you mentioned notwithstanding, are things in general getting back to normal in terms of people's livelihoods

lester? >>> thanks. this morning, an nbc news investigation on health care in america and how difficult it is for many americans to get approval for medical tests from their insurance companies. nbc senior investigative correspondent lisa myers has more. >>> a little over a year ago, 46-year-old mike fields went to the doctor, complaining of pressure in his chest, extreme fatigue, shortness of breath. >> i had a bad feeling that there was something wrong. something bad. >> reporter: the doctors sent him to get a cardiac stress test. radioactive material is injected to the heart to assess blood flow. but his insurance company, blue cross/blue shield of delaware denied approval of the test -- three times. what were you told? >> i was told the letter stated they didn't deem it necessary. >> reporter: recorded calls showed fields' doctor's staff pleaded for approval. >> i'm at a total loss. this guy needs a stress test or he's going to drop dead. >> reporter: exasperated doctors sent him to the hospital wher

mike, good morning. >> reporter: lester, good morning to you. when you take a look at the devastation, it's hard to believe that there were people in this neighborhood that actually survived. luckily for this home, this used to be a two-story home, it's collapsed and the family was not home at the time, as it was lifted from its foundation and thrown back into the woods in the back yard. there's debris strewn all over the front yard, some from this home, others from the home across the street or down through the neighborhood. i thought one thing that was very interesting about this home that's been pretty much completely destroyed. if you look in the driveway, there's a vehicle right there nearly untouched. the family happened to have been home at the time and gotten in this vehicle, they would have been safe. they don't have a basement. so it's good to know they weren't home at the time. we know now at least 105 tornado reports across the carolinas yesterday, at least 24 people have lost their lives. damage like this indicative of ef-2, ef-3 da
