i'm lester holt in tonht for brian williams. less than two months ago there was a virtual deathwatch over general motors. but billions of government dollars later after what amounts to a pit stop in bankruptcy, gm is tonight free from court supervision. a new gm, if you will, tried to move back into the fast lane with a slimmer look and new ways of selling cars. the reinvigorated company is even talking about repaying the massive government loans ahead of the 2015 deadline. but no matter what road gm travels going forward, it will be looking out of the same rocky economic landscape. so, what's the strategy? phil lebeau covers the auto industry for cnbc, he joins us from detroit with more. phil, good evening. >> reporter: good evening, lester. strange as it sounds, going through bankruptcy may have been the easy part of fixing gm. now comes the tough part. winning over skeptical american car buyers. >> an exciting day for general motors. >> reporter: 40 days after declaring bankruptcy, general motors emerges from court protection

nbc's lester holt spoke with governor schwarzenegger on tuesday. >> good morning to you. along with those big cuts, california is actually going to be borrowing money from cities and towns which critics say only drops the crisis squarely into the laps of local governments. the governor admits the choices were hard but says the new deal gives california a chance to move forward. >> well i think that everyone will recognize that it was a very difficult budget, and a lot of decisions to be made in this budget we're not excited about, because whenever you have a shortfall of $26 billion you have to make some severe cuts, and no one wants to make cuts to some of the programs, especially when it comes to education. but at the same time, we've also got some great reforms because of the difficult times. so i think it is a great victory for everybody in california to really streamline government. >> but los angeles, among others, are contemplating legal action. because again they're say you're taking money that was going to go their way. so if we see cities eventually have to rais

and today government schwarzenegger talked to lester holt about the deal as a whole. >> nobody wants to make cuts to some of the programs, especially when it comes to education. and at the same time, we have great re-forms because of the difficult times, reforms that we tried in 2004, and 2005, 2006, and all of those years we could not get them. now we got those reforms. i think it's a great victory for everybody in california to really streamline government. >> well, governor schwarzenegger says the real culprit in the whole big mess is the economy. the economy is the culprit. >> yeah, that's a company -- not a company, that's a state that only makes money when the economy is working. they have no property taxes. any way, they did the oil thing. i wonder if they will do the marijuana thing? two out of two. you think they will drill instead of legalizing marijuana? >> they will not go all the way. >> the interesting thing, they will drill for the first time in decades. the budget office in california did the math on marijuana legalization, and came up with a billion dollar tax struct
