"ambition must be made to counteract ambition."majority leader in the senate during the carter years, i worked hard to help president carter to enact his programs. but i publicly stated that i was not the "president's man"; i was a senate man. for example, in july 1977, i opposed president carter's plan to sell the awacs, airborne warning and control system, to iran. iran was then a military ally of the united states, but i was troubled over the potential security risks involved and the possibility of compromising highly sophisticated technology in that volatile region. i was concerned that the sale ran contrary to our national interests in maintaining a stable military balance and limited arms proliferation in the middle east. both houses of congress had to vote disapproval resolutions to stop the sale. i enlisted the support of the then-republican minority leader, howard baker. senator baker was someone who could rise above political party when he believed that the national interests required it just as he did during the panama c

let us now take a look more closely at france. france does have the largest muslim population in europe and it has, as you mentioned seen islamist violence in the past. let's take a brief look at some of those incidents. >> it is not first time that france has faced severe terror attacks. in the 1990's a group struck repeatedly including at a jewish school. in 1995 alone, the group killed eight people and injured 200. in march 2012, mohammed mara went on a murder spree. a frenchman with algerian roots he struck victims in southern france over several days. she shot dead three french soldiers then attacked a school. a rabbi and three children were killed. a may 2014 attacks on a brussels jewish museum was also traced back to france. an armed french algerian had stormed the museum lobby and opened fire. four people were killed. >> geraldine schwarz, last week in his address at the end of the year, the end of 2014, president francois hollande said he is very concerned about the rising threat of terrorist attacks. 80% of french people

from adversity, let us seize opportunity. revenues of some $30 billion from higher energy taxes designed to encourage conservation must be refunded to the american people in a manner which corrects distortions in our tax system wrought by inflation. people have been pushed into higher tax brackets with inflation with consequent reduction. business taxes are similarly distorted because inflation exaggerated reported profits resulting in excessive taxes. accordingly, i propose future individual income taxes be reduced by $16.5 billion. this will be done by raising the low income allowance and reducing tax rates. this continuing tax cut will primarily benefit lower and middle income tax payers. for example, a typical family of four with a gross income of $5,600 now pays $185 in federal income taxes. under this tax cut plan, they would pay nothing. a family of four with a gross income of $12,000 now pays $1,260 in federal taxes. my proposal reduces that total by $300. families grossing $20,000 would receive a reduction of $210. t

let us not go back on it. let's stick with it implement it. we've got four more hard years of work to do to do that. i don't want to destroy the good atmosphere in the room or in the country tonight, but i have to mention one issue that divided this body greatly last year. the last congress also passed the brady bill, and in the crime bill the ban on 19 assault weapons. i don't think it is a secret to anybody in this room that several members of the last congress who voted for that aren't here tonight because they voted for it. and i know therefore that some of you who are here because they voted for it are under enormous pressure to repeal it. i just have to tell you how i feel about it. the members of congress who voted for that bill and i, would never do anything to infringe on the right to keep and bear arms to hunt and to engage in other appropriate sporting activities. i've done it since i was a boy and i'm going to keep right on doing it until i can't do it anymore. but a lot of people laid down their seats in congress so that police of

they called it a steelgram from the american iron and steel institute, letting us know very, very clearly in no uncertain terms that they support keystone x.l. in fact, the words they used are it is essential that congress act to assure the approval of the keystone x.l. pipeline without further delay. so again i would agree. we need to get -- we need to get moving on it. we need to do it without delay. now, i do think it is -- it is interesting to note that the amendment does allow for the president to waive the requirements for american materials based on certain findings that it can make, and i appreciate that that is in there. i think that that's good. but think about where we are. it's been 2,300-some odd days now where we have been waiting for the president to act to make a decision on -- on the keystone x.l. pipeline itself, so i don't have any real confidence that he would move to act equally quick on any kind of a waiver requirement. so i wanted to just put that out there before we moved to take up the amendments that we have pending before us this afternoon and note that we will
