this is one of several levee breaks that we talked to you about in the area and then there is a new levee break that is around the wilton area. in terms of this one, this is a big one and it is a high one. there are a lot of homes in this area that are concerned about what will happen when that weather comes. this is video, just in from the reclamation district 800. it was shot by one of their leaders , showing the bulldozer, showing the riffraff and the gravel being put into place to keep that levee from being damaged. they said since thursday, this district alone has spent $2.5 million on levee protection and repairs. they only have a $500,000 per your budget coming in from taxpayers. they are frustrated because they say that the state and the feds are not typing in to help and yet, this is an issue that is impacting tens of thousands of people in and around the south sacramento area. >> if we are not done by tomorrow and the big rains come, we are above the 10 foot level, going to be out by thursday, 10 foot. going to meetings them 24 hours a day. >> a contractor bringing in all of thi

well, david, here in wilton county, california, this is one of several breaks in the levee. it will take around 4,000 dumptruck loads of material like that to ultimately fill this roughly 40-foot wide break in this levee. and it is very much a race against time, as there is another rain system moving in later this week, david. >> yeah, these levees and the saturated earth already. mola, thank you. let's get to ginger zee tonight, in the bay area, as well. timing out this next dangerous new storm, but ginger, i know, you were reporting in, you wanted to start with the most immediate threat tonight, which comes from the first system to hit the west, now moving across the south and the east. and this tornado warning tonight? >> reporter: yes. that imminent tornado threat in parts of alabama and georgia, david. and then the new severe thunderstorm warning in southern mississippi that goes until midnight. but look at that satellite image. that is the monster that will start to impact california tomorrow. that classic comma will come onshore with two rounds of rain. that's why we'

strong video of a levee break , and the levee breaks and floodwaters across 99, the main artery for the central valley from sacramento through bakersfield. people got stuck along 99, even a servpro truck responding to disasters could not get through. people were pulled from the water and the roofs of their cars sitting in that on 99. one person died after being pulled from the water, rescue crews could not reach the other driver in time. which reese spoke to one woman trapped in the floodwater for hours. >> previously at the elko fire department for 21 years, this is the most significant flooding that i have seen in those areas . >> reporter: after the report of a missing person last seen driving in the area last night, crews launched a search this morning. >> with water levels as high as they are, and the unique nature of the fast-moving water that we have right now going over roadways, it is pretty risky for personnel and civilians. >> reporter: the fire department says they found the department -- the car they were looking for but it was underwater d to be rescued like danielle habit

what we're finding is that mike's digging into it right now is that there's levee breaks down there, and that's a big story because in the central valleys, same thing when you hit saturation with this much rain that i'm shooting over seven days and more rain to come, the levee infrastructures hundreds of years old in their old they're just old and so they break easy. so the salinas thing if you do some deep, deep, deeper digging, you're going to find that there's some levees involved there and i think levies trees down and mudslides are going to be a story in the next coming days. as you see this parade of storms, right, so we're managing the big rivers because we're getting the breaks, but when you're not, it's hard to manage is saturation ground saturation, and that's just a slow beast. they just kind of just does what it does. every half inch of rain adds up. and that's where we are. so just just these are some of the things that we're going to start noticing levies, trees down branches down mudslides, and that's um in potentially some some rivers and small streams. but we do have

that storm compromising levees near sacramento. crews trying to shore them up before the rain from this newest storm now arrives. and by the way, that first storm to hit there, that's now hammering the south and the east as it moves eastward. a possible tornado striking montgomery, alabama. severe weather into the carolinas. ginger zee is standing by, she's tracking it all for us. mola lenghi also in sacramento county tonight. >> reporter: tonight, california's governor declaring a state of emergency, and the warnings couldn't be more dire. >> this may be one of the most challenging and impactful series of storms to touch down in california in the last five years. >> reporter: the storm promising to be even stronger than the one that inundated neighborhoods, flooded businesses, and washed out roads over the weekends. high winds now more likely to bring down trees. or ginger zee is south of san francisco. >> the winds will gust 50 to 70 miles per hour, these waves could climb as high as 30 feet, but you'll taalso have training rain.

the levee breakage that led to the flooding of 99. >> and a timely follow-up to that story. the way this storm is coming together on monday, there has been an update in where the plume of this atmospheric river is going to make landfall and it shifted a little further south. and that does have a hugely important impact in terms of who need to be the most aware of what monday is bringing and monday is the biggest part of this whole series of storms. we are not there yet obviously. so let's go and order. here's the rest of your saturday night. widespread showers are going to stay with us overnight. they will pick up in intensify a bit as we get to midnight. a little bit of an organized line that comes together. kind of like the grand finale of this around midnight to 2:00 a.m. so rainfall rates will pick up and the wind will get stronger when that comes through. by sunrise, it is done and you will get a break on sunday. there is no rain. the wind will have calmed down. most of sunday we are in the clear. but the next storm actually gets here sunday night. here is how much rain

a shopping match will go on for a little while and as long as it does, those levees will have to holdis going to rain for the next three days. that is where we are at right now . >> with the water below its original forecast and the sun out at times, there is some cautious optimism along the salinas . >> wilson has been out there all week long . >> let's sift out some of the unknowns. especially if you have an evacuation warning . >> santa clara county, it means be ready to evacuate . i think their concern is with more rain and the forecast they may have to issue evacuation orders. that is what we will keep an eye on. this evening but we have out there is lingering shower activity. even heavier rain that we had today and stronger winds are in the forecast for the first half of saturday. more rain will move in after a daylight timeframe . let's take a look at first alert doppler. showers are falling in the vicinity around morgan hill . this is light to moderate rain but it does inundate the ground and helps to set the stage for potential flooding issues once the heavier rain moves in.

you believe that california should should move levees back.back from our rivers to allow more room for them to flood into the surrounding land. how do we stand to benefit from that? i do think that's one of the things we need to do. you know, we've spent a lot of time and money building big reservoirs for flood control that provide a lot of protection for us. we build levees along our rivers to protect the land adjacent to them in the floodplains. but the reality is that big floods are inevitable for california, especially with climate change. but we know there's a long history of possible floods in california. and if we were to set the levees back a little bit move some of those developments away from those risky areas. we can reduce flood risks, but we also have the possibility of recharging more of the groundwater that we're also using letting that water that was floodwaters soak into the ground and refill our over tapped aquifers. refilling those aquifers is the key here. how much more usable water do you believe we could capture? if we to

there have been several reports of levees failing. some of the areas being actively monitored are the horror river in santa cruz and monterey counties and salinas river. the salinas river in monterey county. it's currently above flood stage at spreckels. and is forecast to peak this evening. it will remain about flood stage through sunday. forecasters say the russian river and sonoma and mendocino counties is expected to reach flood stage at auckland today and further downstream in gardnerville on sunday, sierra could see more than four ft of snow this weekend. the heavy snowfall connect driving on the mountain passes difficult saturday through monday. whiteout conditions are expected on highways 50 and 80. forecasters say the snow should be less in intense on sunday, but people staying in homes and cabins during the long mlk holiday weekend will need to be prepared to dig out. it's a little bit of a break on sunday, but more rain coming in sunday night into monday as well, as you know for the sierra on monday, finally, beginning to d
