i'm here on behalf of the levin center.e're part of wayne state but my views are on behalf of the center itself. we've just heard from the first two witnesses about how the executive branch has expanded in numbers, in funding, in activities, at the same time congress has lost staff, lost funding, and it is struggling to keep up. the particular thing i was asked to look at was oversight because that's what senator levin championed. it's a key power of congress because if you want good government, you've simply got to have good oversight. yet when we look at the quality of oversight over time, it is really varied from committee to committee and at cross issues. and part of the reason we've just heard is a staffing problem. we have staff that is under paid, that is few in number, that doesn't have the expertise that you need. so that's a real problem. but there's a bigger problem ands that bipartisanship. i was an investigator for 30 years. if you investigated with somebody whose views matched your own it was like an echo cham
