commissioner levitan: i think personally, what i would hope to see out of this effort is some kind of a uniformity, frankly, a consistent road back, depending on what the need is, that we just sort of plugging in. we know it is good. we know it is reliable. you could argue or say publicly this is a reasonable amount of our reach, so, yes, some folks are going to say they did not know, but we can rely on that consistency. to my colleague's point, something as simple as putting notices in the recreation centers, i appreciate you saying that is arguably where we have not been good because our view of the, it's the easiest thing for us to be doing. we have not done it in the past, but it is good for us to do it going forward. when we anticipate, when we think something is a controversial issue or event and we need to do more outreach, half the time, we do not anticipate the reactions that are coming out. i do not think it is a matter of doing more out -- because you think we need to. i think if we do our jobs right every time, we will get the turnout that needs to be turned out. and the o
