i want to thank donna levitt and her staff and many others. it has been a great process. my hope in my office as we continue to support workers' rights. i know thousands have supported -- pledged already that workers have the right to be paid for the hours they work, to be treated fairly of the job, and to provide with their families with dignity. a key point in the land use and economic development committee where this was heard about a month ago is that wage that hurts everyone from the employers that follows the labor laws, because it gives them the impression they're not following the loss. if we increase the enforcement and really use it as a tool to enforce our labor laws, hopefully we can reduce it. as the chronicle article mentioned by supervisor campos from monday, it shows that wage that is not just an issue in chinatown for example where a great study was done with the voices of workers with great key policy suggestions, but it really impacts neighborhoods like the excel serve mission district and the southeast part of the city and throughout the city. it is no

i'm joined now by richard, an expert of culture and president and ceo of levitt communications and howardurtz, bureau chief for "newsweek." first, richard, to you, you literally wrote the book on leadership in a time of crisis. rupert murdoch and son james saying today they had no idea this was happening on their watch. when you're the boss, is that even possible? >> you know, it's possible but it's not leadership. rupert murdoch missed an extraordinary opportunity today to show leadership. while his son james was doing a good job in talking about the facts and showing himself to be an executive, rupert murdoch was periodically stumbling, didn't answer questions particularly well. when asked the question do you take responsibility? he flat out answered, no. he should have taken the opportunity to say i do not take legal responsibility but i am the leader and talk about leadership. >> is ignorance enough, do you think, to get you off the hook, or to get him off the hook, or might he see -- might the murdochs see some jail time here? is that possible? >> it certainly seems unlikely based on

levitt pointed out, the debt level has gone up dramatically in the past few years in the united states mostly because of the recession caused by the excessive leverage in the financial system. it makes no sense to have a tax code that encourages debt leverage at the same time as you try to pull it back rather and effectively with regulation. at the minimum, the tax code should be neutral between debt and equity. i strongly advise you to follow the lead from other countries in taxing excessive leverage. in the u.k. they have a tax of 7.5 basis points on what they define as excessive leverage. that tax, i think, is rather low if you consider the imf and other organizations assess the value of too big to fail. we should be taxing away the advantage. i would suggest speaking to the points made by mr. hatch. if you want a pro-growth system, you should tax excessive leverage and use the revenue that generates to reduce corporate taxation for the non- financial sector. the non-financial sector is what got hit hard. that is what the jobs are not coming back. that is why this is been such a pai
