which brings us to the lewinsky mess. it is not a scandal that came out of nowhere.is a story that came to light through kenneth star. loud republican demands for an investigation to bill and hillary's business dealings back in arkansas. whitewater scandal was called. ways not called much of a scandal. that's the point. resistance on the right when bill clinton became president was just as immediate, just as over the top and just as unrelenting as the rights res t resistance to barack obama has been. i remember seeing a car in the spring a month after bill clinton took office, red bumper sticker declared impeach clinton. that was the mentality that animated and defined the right in the 1990s. an assumption the democratic president had to be a crook, determination to prove it. absolute conviction that the giant watergate like scandal that would finish him off was just around the corner. so the world learned about lewinsky, conservatives did not pause the gauge the public's reaction. they assumed the country saw the president the same way they had seen him for six year

and republicans have been known, remember the lewinsky case, have been known to kind of take this too far and the public could rebel against in a as well. we'll have to see. >>here's a way this i.r.s. scandal bleeds over into other things. 73% of the country doesn't trust government and a small group of people who still trusted their government. the argument from conservatives for ages has been even if there's no wrongdoing, this is what happens when you have a big government. so let's leave aside the question of whether these people were politically motivated at the i.r.s. big golvet -- big government gets in the way of your life. there's a battle in the senate where they want to have a immigration in migration bill, little pieces. and the argument is do things in little pieces. tiny little pieces because if you do it too big it's going to have these unintended consequences. that's one way in which the i.r.s. foul-up affects current legislation they're trying to put together. and another thing, which is the affordable care act. obamacare. the president's health care plan. gwen: the s

we saw it with monica lewinsky, you had a lot ofrobes, and house republicans ended up losing two seats in 1998. they've been telling us, listen, we learned our lesson. i agree with melissa on the obamacare angle, they're nervous. we're going to see the bulk implemented on january 1, and you have this trust in government not just one agency like the gsa scandal. now you've got the justice department, the state department, a member of congress says they didn't follow the proper procedure. and, of course, you have this ongoing irs scandal. so this is, this is something that the democrats are very nervous about. i also think it could hurt immigration because, remember, the department of homeland security's going to get a lot more power if immigration reform is signed into law neil: that's a very good point. i'd almost forgott about that one. that's a good point about whether it's on the administration's agenda, at least shorterm it does. if you're pushing for expansion of health care, you'll still get iti guess, but it's not going to happen rapidly and maybe not fall out the way you wanted

the biggest comparison is what happened during the lewinsky scandal, the republicans focused too much on it. things were a little different there, and it was only one situation. here you have several. and the fact that you have bipartisan concern about this also suggests that, if republicans try to get ahead of it, democrats are just going to react very angrily and say you're now just trying to turn this into a partisan situation. there are two more hearings this week, one of them in the senate, one of them in the house. the other thing to keep in mind to talk to lawmakers this week, we can do more than one thing at once. we can legislate. we can work on immigration. we can work on a budget deal while also doing our constitutional obligation to oversee what's going on in the executive branch. it looks like there's an eagerness to do both. >> congress' approval, their ratings in the basement. they have the nickname do nothing. one-third of republican controlled committees in the house are spending their time investigating some facet of the obama administration. what is the potential ri
