leyla santiago, cnn. >>> now to west texas where cnn was granted access to see inside a new detention facility built for migrants trying to enter the united states. but journalists were not able to film the detainees or to interview them. >> immigration officials in the u.s. have faced heavy criticism for squalid and overcrowded conditions. natasha chen reports on what's being done. >> reporter: we have giant tent facilities here. one for adult men separating from adult women. now this place can hold up to 2,000 migrants, but when our photo journalists went in there on the tour thursday, he saw only about two dozen people. this place right now holds just adults as opposed to the thousands of children being held in a tent city here in the vicinity up until january. that's a separate thing. this facility here was built within a matter of 45 days thanks to emergency funding approved by congress in late june. mcaleenan did not take questions. it was to show media there were resources here for food, water, hygiene products. there's been a significant drop in illegal border crossings which

let's go to leyla santiago joining us from a busy costco in north miami.ituation there? >> reporter: so i'm standing where earlier today there was a line for water. but check it out. signs saying they are currently out of water. they even have a gentleman -- this is my friend guy who has his sign that said we are currently out of water to let folks know. they've in the last three days sold more than 25,000 -- go ahead, 25,000 packs of water here. and the foot traffic has gone up by 60%. so you see people are still here loading up on those nonperishable goods. the food this gentleman has sparkling water down here as well. getting ready for hurricane dorian. but i see none of the carts have water because they are out. now the manager tells me he does have a truck that is on its way. they expect to turn that out for tomorrow. but earlier when we were here, they were distributing water or selling water and that lasted for about an hour. most of it was gone within the hour. a lot of folks here telling me, when i say are you ready, they often say we remember hur

cnn's leyla santiago is live in san juan, puerto rico. expected to officially be out of office? >> reporter: that is the key question, jake. here in front of the governor's mansion, there is a lot of celebration in hopes that he will step down. this is a crowd that is saying pack your bags rosello, and they are celebrating and counting down the 2:20 that still remain until he said he will step down. but let's talk about the possibilities here. because there is a lot of uncertainty as to whether or not that will actually happen. so here are the options. one, they could go to a gentleman names pedro pierluisi, the person who the governor appointed and was sworn in. but he has not been confirmed by the senate and the senate said they won't consider until at least next week. then there is the next in line. that is the secretary of justice wanda vasquez and she doesn't want the position but she will fulfill her duties if that is the case. you could see the crowd getting pumped up and excited as we get to 5:00. the other option and i don't thin

. >> leyla santiago, thank you very much. joining me now is storm chaser aaron jayjack. aaron, so good to have you on. thank you so much. as a storm chaser, dorian has got to be a challenge for you. it's getting stronger. all of florida is in the cone here. it's unpredictable what . what is the biggest charge right now? >> like you said, don, i think the biggest challenge right now, everybody is having problems honing in on what location it's going to make landfall. it's looking like it's going to be somewhere in florida, but that doesn't mean the carolinas and georgia and maybe down to the keys -- you know, it could hit up in there in those areas. those areas aren't out of the cone potentially of danger as well. but right now the national hurricane center, they do have that cone of the most predictable area of where that hurricane is going to go coming right into central florida. that's where i'm currently located right now, in orlando. i've been here since last night, getting supplies and being prepared for a potentially major hurricane coming to shore in the next few

cnn's leyla santiago has more for us from san juan. >> reporter: protests are continuing here in old san juan as that forteleza, the governor's mansion here in puerto rico says that pedro pierluigi will step down. a lot of people here are saying they're not happy with that selection, and more so they're questioning the constitutionality of that decision. why is that? they say pierluisi was confirmed by the house, but he was not confirmed by the senate in his appointment as secretary of state. the next in line should the governor resign. and the senate here says they won't even consider the issue until next week. so it is far from over. and whether these protesters are questioning their constitutionality of this decision or they're just unhappy with this selection, they say that is enough for them to stay on the streets and not go home, continuing to call for an island that can rid, can get rid of corruption. very much a lot of uncertainty still on the island of puerto rico as they figure out what's next for the island. in san juan, puerto rico, leyla santiago, cnn. >> and pierluisi t

let's go to leyla santiago in san juan for an update. what is the latest?olf, this crowd is cheering. or was cheering a second ago because a protester just announced that the now former governor will be sworn in as governor. he has just arrived and this crowd will not back down. that is why they are listening, paying attention to see what is happening at the governor's mansion. and promising not to back down because they don't want him as their leader either. i had an interesting conversation with one protester and he said, we don't want peer lucy or vasquez. so we'll continue to protest despite rosello stepping down. there are questions about the legality of whether or not rosello, having sworn in peerluisi could be valid. whether or not he's legally allowed to be the governor of puerto rico given that the senate has not confirmed him yet and said that they will not consider even taking up the issue until next week. >> leyla santiago in san juan. stay in touch. we'll keep viewers updated. very important story. >>> just ahead, the united states is slapping
