our leyla santiago is live on the island with the very latest. >> reporter: folks are waking up thisaving not slept at all given the sangt they're feeling on this island. puerto rico's governor with a state of emergency. president trump signing an emergency declaration late tuesday night. >> translator: we're talking about a situation that puerto rico hasn't been exposed to in a hundred years. >> reporter: several aftershocks rocked the island tuesday. including this powerful one that rattled television anchors at cnn affiliate. a 5.8 magnitude quake left houses in ruins and destroyed countless structures on the island. this house with bricks strewn about. also here, a popular rock formation and arch on the coast collapsed. and residents evacuating a shelter in the southern town after inspectors deemed the structure unsafe. the extensive damage from all these earthquakes come as puerto rico is still struggling to rebuilt from hurricane maria more than two years ago. he's saying after hurricane maria he still had hope. but not with this. and the mayor here, i spoke with him they have

leyla santiago showed us a tour of the hardest hit area. >> reporter: earthquake after earthquake inco. a historic church reduced to rubble. a hospital evacuate and beds lining the streets. homes rocked off of their foundation, and widespread power outages. >> translator: the church in the town is destroyed. the homes, the cars underneath homes. it is chaos. >> reporter: the governor declaring a state of emergency with hundreds of thousands of customers without drinking water on an island struggling in the more than two years since hurricanes irma and maria. the damaging earthquake hit while most were asleep. one man died in a wall collapse and others were hurt, and then a powerful aftershock forcing the news anchors at the cnn affiliate to leave the set. [ speaking foreign language ] >> reporter: the usgs estimates more than 400,000 people felt strong to very strong shaking amid a flurry of seismic activity in recent days including another damaging 5.8 quake yesterday, and now they are dealing with more terrifying aftershocks. many still have not recovered from the hurricanes, and m

leyla santiago joins us live from san juan with all of the breaking details. tell us about the situation there. >> reporter: this is day two of puerto ricans waking up to the ground shaking beneath them. it is being reported as a 6.4 magnitude earthquake and i did just check in with the power company here and they say that there was some damage to one of the power plants in the southern part of the island. of course, that's where power is generated on this island so that could be an issue. they are currently assessing some of the substations but in the meantime, power is out in most of the island right now. now, the good news is that a lot of folks after hurricane maria made sure to have generators so it's almost hard to tell who is on generator and who isn't. some folks are getting electricity through that form. but lots of damage being reported on the southern part of the island. the mayor on the southern part of the island telling wapa tv in a live interview this morning that there were a lot of homes injured there, a catholic church has been damaged there
