it has been almost two years since leyland high school grad sean ranari was killed in a drunk driving accident behind me in south san jose. it is one of those tragic stories of drinking and partying that just turned tragic for him and his teenage friends. robari was passenger. his 16-year-old driver had a blood alcohol level twice the legal limb white he crashed his suv. he died at the scene. the driver made it out alive. a couple of months later, 2010, san jose city councilwoman nancy pyle began pushing for the social host ordinance and now it is officially on the books. here's what it does. it makes homeowners liable for gatherings of four or more underaged drinkers on their property. regardless of whether the party creates a disturbance, also regardless of whether a homeowner is home at the time or are even aware of the party. until now, homeowners could be fined important having underaged drinkers on their property but only if it causes some sort of a disturbance. so, again, this -- social host law wipes out that loophole. the san jose city council voted unanimously to pass this t
