let's bring in leyland vitter live in washington. what more can you tell us? >> i'm standing just about 300 yards from the front steps the west steps of the capitol. that copter is only about 100 or so yards. you can see the bomb squad guys walking away from it. interestingly enough on the tail of that gyrocopter is a usps logo. i'm not sure the post office would call it one of their own. the employee is identified as doug hugh, 61 years old. that is according to the "tampa bay times" identifying this man. "tampa bay times" has known about him a long time. he talked to them about this plot, doing these things and said he knew that he risked his life doing this. the entire area we are in here from the capitol steps to the white house, which is just about 1 1/2 miles from where we are is restricted air space. typically planes flying in here are intercepted and possible write run the risk of being shot down. why that didn't happen in this case is obviously something people are going to spend a lot of time investigating. did radar pick up this gyro copter? why was

leyland? >> reporter: this is coming from a very senior law enforcement official with direct knowledge of the orders that were given by the mayor and by her police commanders down to the very core of the police riot control units and what i am quoting now from him is quoting the mayor, let them loot it's only property. very clear that on monday night when this liquor store here that liquor store there, the store over there, and the convenience store were looted that the police were told effectively to stand down and watch it. i was standing right here on monday night. the police were about 75 yards up there just before those traffic lights. that's what we saw happen. now, listen to what the mayor told bill hemmer. >> so there was no order to hold back. >> no. >> or was there? >> no. but you have to understand it's not holding back. it's responding appropriately. >> to those who would suggest that you screwed this up, what would you say? >> people have a right to their opinion. >> reporter: and
