tokelis lgbt club. this is an important legislation until the federal government recognizes same-sex couples and marriage equality. on a personal note as a city employee whose same-sex spouse was covered by my health benefits for the past nine years, i paid this for nine years. what that meant is my income was reported as -- my income a little bit over $300 every pay period was increased and it's not reported as null income and social security. or medicare or for the retirement board. so it's not actually reported. i am proud of my 27-year relationship with my spouse. and i have always presented it publicly, whether it was registering as a domestic partner or getting married in a civil ceremony. yet because i sought to insure her i was punished and forced to pay higher taxes than i should v. we urge full support of this legislation it's gos forward to the board. thank you very much for doing this. >> thank you. >> thank you supervisor farrell for coming to our meeting and presenting to the pac. the pac

and we have done, we have been able to do a lot more work in the lgbt context. ruslyn is correct, if you look under title 9 you won't see the words sexual orientation or gender identity but you will see sexual discrimination. there is a pretty robust body of case law that states that gender nonconformity, in other words, you're acting gay, you're a boy, you need to dress like a boy, that harassment is a form of sex harassment that if it happened in the workplace you could file a case under sexual discrimination. we've been able to use those tools to make a lot of progress. the seth walsh case in tehachipe is an example of that. so those are the tools we have. we have a lot of discussion, senator franken and others have introduced bills in the united states senate to address precisely the questions that you are asking, governor, and we have supported them and we continue to look forward -- as a prosecutor i always want more tools. you know, i see a problem out there and i want to have the tools to fix it. we passed a hate crimes law in 2009 that enables us to wor

this is our lgbt movement moment. but if we are to be truly transformational as movement, we must use this moment not only to benefit lgbt people, but to benefit the country as a whole. that is our leadership challenge as a movement. [applause] this year, i have seen hundreds of ways we stand with each other, hold each other as family how we expand our hearts, love and commitment and compassion for each other. i have seen activists risk deportation by being out about being gay and an immigrant dare to tell the story of their whole identity. you'll get to meet them tomorrow. [applause] i have been with reproductive rights and justice leaders we work to make the connection between our two movements with this movement of the 0th anniversary roe v.wade. [applause] we have to overcome a hurnlgd to be who we are to survive. to survive another day. we at the task force have been inspired and have inspired for forty years. and part behalf keeps us going for four decades is that we're an organization that is obsessively focuse

another sector of society that also suffers tremendously is the gay and lesbian, the lgbt, community and in particular now with some of the incidents that we have seen on television or violence against them. how do we handle, i mean, are there particular efforts in place to really address those issues? we have a program at community connections specifically for lesbian and transgendered folks. and it focuses in on the additional feeling of disaffiliation, of stigma that people experienced when they tried to come out to family members. there are very few communities, regrettably, where you are easily embraced when you reveal an alternate lifestyle, so that you may have been traumatized physically or sexually as a child but then, as you come to identify yourself more fully as a person, you're traumatized all over again for your honesty. and we get into also, i mean the whole bullying aspect within the schools, you know, not only against lgbt youth that are experimenting and really haven't made up their minds as to their sexuality, and so on and so forth. but on top of that, then you la

san francisco has always been a leader in supporting our lgbt community. following the example of other municipalities such as cambridge, massachusetts, private employers such as google, who have already shown leadership on this issue and stood with our lgbt community, today we're asking to do the same. this legislation will ensure same sex domestic partners who work for the city and county of san francisco will not be burdened with these taxes. this ultimately is an issue of equality and is one of the many unfortunate results of the defense of marriage act or doma. this initial tax on married same sex spouses and domestic partners adds another sting to the injustice of doma. this year we are very hopeful with a number of decisions that are going to be coming before the u.s. supreme court when they will hear the proposition 8 case, perry case and various sdoma cases in late march 2013. however we should not and cannot stand still in san francisco while this discrimination continues. i'm proud this legislation is supported again by my co-sponsor, supervisor

and indeed, he has figured out a way to strengthen the lgbt community by reaching out to the world onrce, compassion, concern, rainbow world fund helps others by promoting philanthropy on cross the world and they have distributed 4 million dollars in humanitarian aid to communities in need around the world. let's hear it. ♪ i know that he thinks big, but i wonder if he thought that big that they would be going to cuba and helping one person at a time and tonight, helping kick off the holiday season in san francisco, welcome, founder and executive director of the rainbow world fund, jeff cauter. >> thanks donna and that great introduction and i must say that you look particularly fabulous tonight. >> if you are not familiar with the rainbow world fund we are an international service agency based in the gay and lesbian and transgender and friends community. so we are gay and straight people coming together. and what we do is we work within our community to educate people about issues of humanitarian aid and world need. and as we raise our community's consciousness, we fund and we raise

actually we do have data on bullying in san francisco high schools, particularly bullying among lgbt girls. so for the first time this year we've incorporated data that kevin coggin and ilsa (inaudible) provided and their suicide rates are off the charts, lesbian girls in our district. it's actually from the cdy youth risk survey. i want to offer that as a resource to folks in this room and encourage you in this pursuit of data. >> thank you. >> my question centers around the point of view of a parent. four years ago my son shot himself at school. he was a victim of bullying in sacramento, california. these kinds of summits are interesting it me because i'm boots on the ground. i am in the trenches every single day and i live in sacramento so i'm at the capitol and we use the word bullying which softens the behavior. this is abuse. it is peer abuse. and our children are crying for help. and the adults who are charged with their well-being turn a blind and deaf ear to it and here's my comment. there are no consequences for failure to comply. nothing with teeth. and i have a dead child

[cheers and applause] again and again, we show up for each other, add new people to her family and unfortunately at times these members of our family. we've had an unusual number of deaths this year. our staff and board members lost parents, grandparents, key task force volunteers and tragically a child every lassie dear friend and coworker in seeing the green who has many of you know was an extraordinary woman who worked for the task force for a decade and greeted people creating change at the registration desk every year. sandy was not afraid to say that if a black, straight woman, she was part of the family working for civil rights for all. for example, the senate bill supports lgbt victims in the senate bill, but the house bill strikes lgbt women as underserved communities and it also strikes the language that would have them as a protected group to not be discriminated against. so i think that the distinguished floor leader has asked us to find ways -- find areas in the legislation that are wanting, and i would submit that is one area that is wanting. the distinguished floor leader has asked us to find ways that are the substitute is wanting and the senate bill is superior. and i would say with respect to supporting tribal victims, you know, we say that we give lip service to wanting to support tribal women, but when you stop and think about it, in 1978 the supreme court in the case olephant decided that policies divest tribes over nonindians and the substitute seeks to affirm that even though that was modified and overturned in the u.s. supreme court in u.s. vs. laura which said that in fact if this body voted we could in fact confer upon native americans the authority to give them plenary power to enact legislation to
