libby casey is on capitol hill. is this the republican version of the bill, and if so is it dead on arrival in the democratically-controlled senate? >> reporter: the senators are voting to bring the bill to the floor and open up debate. it seems that we've been hearing debate on this bill already, especially if your name is senator ted craz cruz. this is the house version. it is to keep the government running, and it defunds obamacare. the bill will change as it goes through the amendment process in the senate. this essentially will be dead on arrival by the time it gets out of here. a lot of members of congress are supporting this vote, including senator ted cruz even though he spent the last 20-some areas staging a bill of a filibuster in spirit a talk-athon, he voted to end the debate and get this bill to the senate floor. both parties move the bill forward. >> ted cruz now being attacked by members of his own party. who is lining up to say that they thought it was a waste of time. >> senator john mccain is one o

libby casey is in washington right now.ibby what kind of changes will the senate make to the house bill? >> the big one is whether or not defunding for obamacare. senate democrats pulled that out of there. we're all watching what happens as they negotiate funding the government past october 1st. democrats say it's time to roll through implementation of obamacare. and we're seeing key landmarks of that bill in the next couple of months. that's where the real fight is going to come down to in the next couple of days. >> do we have a time able to, libby? >> right now. we're just running down the clock. tomorrow early afternoon is when we'll see the closure vote in the senate. expect to watch some big speeches today from members like ted cruz from texas, he is one of the conservative republicans who are siting with any house republicans and saying we have to defund the federal healthcare law. but even if we see a lot of fireworks the clock will keep running. >> some of the conservative senor tos is saying what is happening in t

libby casey joins us live. libby what did they do today? >> we're hearing speeches from the senate.nd we're hearing two very different terms coming from republicans and democrats, and talking past each other. here is what democrats are trying to do. they are warning that a shutdown of the government could have very dire financial circumstances. senator harry reid, the top democratic, head of the senate, he said this could cost $30 billion a week if the government shut down starting next week. we also heard senator durbin, say this is essentially playing high stake's poker with other people's money. republicans are talking all about obamacare because the house has linked funding the government with defunding the federal health care law, known as obamacare. one senator of texas gives us a sense of what arguments republicans are trying to make. let's take a listen to him today. >> not a day passes that we don't read stories about doctors who are dropping patients because of obamacare or employers that are ending the existing health care coverage please have because of obamacare or busi

libby casey joining us live from capitol hill. >> we're losing the signal a little bit here. >> libby can you hear me. >> reporter: i can hear you now. we're seeing floor speeches now that are all leading up to a series of votes. what we expect to vote from that is a clean bill, that is one that takes out that stripping of obamacare funding. now despite that predicted outcome, it is not stopping some republicans like senator john cornyn of texas from making a last-minute effort. >> i hope that we have five democrats, perhaps those who hoped 2010, that obamacare would actually work, but in light of subsequent experience will we consider and say maybe we ought to start over again because obamacare has not worked. >> now despite republican unity in that dislike over obamacare, or the health care law, there has been a lot of contention debate about the tactics the gop used and many republicans upset about how senator ted cruz used this spending bill as a way to fight obamacare. >> there seems to be a sense, mr. president, among some members across the aisle here, and certainly among a blo

for a closer look, we're joined bier libby casey live in washington, d.c. good morning, libby. which way do we expect the vote to swing? >> we expect it to move forward, and this is really a vote to bring the bill to the floor, and the bill would fund the federal government and defund obamacare. so republicans, not the ted cruz variety, but those like senator mitch, the top republican in the senate are saying let's get this to the floor, that way they can say i voted for this bill that would refund obamacare. what is going to happen later on in the week, is we'll see democrats strip out that obamacare defunding. but at this point the bill is expected to get to the floor, move forward, and we'll see more drama unfold. >> what does the gop think of cruz? what is the party reaction to what he is doing? >> there's a real split here. it's also between the new guys and the old guys. ted cruz is a freshman, marco rubio has only been in the senate for a couple of years. they need to appeal to the tea party fraction of the republican party. the old guard of the republican party remember

libby have they indicated how long they will go?> well the clock is going to run out on them eventually, dell. they have until noon when a new day starts in congress. we'll see some procedural items, and then senator cruz can get back on the floor and keep talking until 1:00. that's when everything changes. that's when they are take what is called a cloweture vote. what we would see at 1:00 is a vote to move forward on bringing the bill to the floor, and that's when the action continues. senator will then start the actual debating process of whether or not this legislation should go forward as it is, or if they should do some expected tweaks to it and send it back to the house in a different form. >> libby is this purely symbolic, and if so, then why are they doing it? >> this is definitely fodder for future campaigns for individuals like senator cruz and senator rubio. this is all over twitter. they want this to go down as a moment where they took a stand. democrats may also use this, though. we are seeing them use the, quote unquo

al jazeera's libby casey joining us now from washington. good morning, libby. any progress? >> not really. i mean, we're not seeing any movement. both sides are firmly entrenched. the only slight change we're seeing vocalization from moderate republicans who say, whoa, we don't know if this is worth shutting the government down over the federal healthcare law. while they're opposed to boom care, they would like to splice that issue out at a later date and move forward on the budget bill but that is not the prevailing voice in the house. john boehner is hearing vocal outcry from that tea party group, and their message to hold back on obamacare is prevailing. >> senate decided not to work yet. well, my goodness, there is such an emergency where are they? it's time for the senate to listen to the american people just like the house has listened to the american people and pass an one-year delay of obamacare and permanent repeal of the medical device tax. >> he's blaming the senate, which was not serving in washington yesterday. the senate will come in today but they're not going

libby joins us from washington, is so libby, john boehner just addressed the media and what did he say? >> reporter: he's still talking negatively about the healthcast law, but the republicans are talking about the debt ceiling. the date that the u.s. will hit its limit on debt. and this is going to be a big fight. even bigger than the fight over the potential government shutdown next week. let's take a listen to what john boehner is saying. >> the american people don't want the president's healthcare bill, and they don't want the government to shut down. the republicans are listening. we passed the bill last week to do what the american people have asked. it's time for the senate to listen and pass the bill we sent over there. on the debt limit, we're going to pass a bill that ties spending cuts and pro reforms to a debt limit increase. the president says, i'm not going to negotiate. i'm sorry, but it doesn't work that way. we're not going to ignore washington's spending problem, and we're not going to accept the new normal of shrinking wages. >> he said that president obama will not

>> has the president said what he would do libby? >> he really hasn't. he said that he wanted to see what the caucus decided once they actually got the senate bill in their hands which they have now. we are hearing these floor speeches. the republicans will go behind closed doors at noon to talk over their options. this is the time to hear what they decide. >> the president came out and basically tried to lower the hammer on republicans, lower the boom and say do not do this. do not shut the government down. how is that message being received glm let's take a listen -- >> let's take a listen to the president in how he's talking to congress. >> in the next couple of days these republicans will have to decide whether to union the senate and to join the senate and keep the government open, or for the sole purpose of forwarding their agenda.

and libby casey, live on capitol hill. i have to ask you - i'm wondering after a second day of testimony from secretary kerry are the members getting the answers they are looking for? >> well, they are certainly getting a chance to ask questions. you'll notice in a lot of these hearing exchanges members of congress start by giving a bit of a speech before getting to the heart of their question. it made twitter when liberal democrat allan grayson gave a speech, a preamble. they are asking questions from everything as to how much it will cost, how much of a

libby has extensive experience with members on the hill. what are you hearing and where do you think it goes? the president is talking and speaker boehner is saying september 9th. >> we have two bodies in place the house and senate. we are hearing from leadership in the senate that they will be take a vote no later than the week of september 9th which means action has to starred next week. it likes the senate foreign relations committee chaired by senator bob menendez of new jersey will hold a hearing on tuesday this, process will be starting everybody if members are in disparate places and there is some time that it takes to get everybody in washington. the process is going to start to move forward to have this debate that the president is asking for. >> but what would they be voting on? >> on this authorization of power that the president put forth. we saw the white house send this draft resolution to authorize force, they have turned it to congress, lease it had publicly and said here is what we are asking for: the president made it quit

. >> al jazeera libby casey has more from capitol hill >> reporter: the house of representatives passed a spending bill largely along party lines that would keep the if he hadral government funding and operating through mid december. however, it has some very big strings attached. first of all, is it would delay implementation of the federal healthcare law known as obamacare by one year. it would also repeal a medical device sales tax, and while that tax is controversial, some say it's necessary to help pay for the healthcare law. another bill passed unanimously, and this one would ensure that members of the military get their paychecks even if the if he hadral government shuts down. the action now goes back to the senate in this game of legislative ping pong. the senate is unlikely to pass or express any interest in the bill to fund the government because of the strings attached related to the federal healthcare law. the senate may have more of an interest in the legislation that would epsure members of the military get their pay but even if they do, that doesn't take

libby casey joining us now from washington. has there been any progress on capitol hill and could a compromise take place before midnight? >> we're not seeing any movement forward. as you mention the countdown clock is really on. we heard speaker baner ticking to that same line. and it's the republican call to make compromises. they're not going to do that, so that brings us much closer to a shutdown. it could be a legislative way forward, but with this very short window now, almost 12 hours at this point it's really unlikely and we are facing that government shutdown. >> there is a lot on the table here. what is at stake if a shutdown goes into affect? >> at 12:01 the partial shutdown would commence. it's not everything that shuts down. basic things will still function. and people deemed essential will go to work. let's talk about things that keep rolling. things like entitlement benefits will continue to get paid. that means medicare, medicare, social security. however there is concern getting new people enrolled in in those

libby casey joining us live with the latest from the capitol. libby what does the vote do? >> reporter: we just saw this mass age of cloture, so we needed 60 votes to really move the vote forward. it is not a done deal yet, but it passed well above the 60-vote threshold. we saw democrats and republicans unit to move the bill forward. it is actually still the house version. what we'll see happen next is harry reid will take out the obamacare defunding. the key here is that those two elements only need a majority, only 51 votes. we are expected to see that pass later this afternoon. let's take a listen to some of the debate we heard on the senate floor. >> the american people want this law repealed. republicans want it repealed. i wouldn't be surprised if a number of our democratic colleagues secretly want it repealed as well. >> it's important to know these tea party [ technical difficulties ] -- still voted to move this forward, like the senator from wyoming. that doesn't mean he supports the final version. >> is this shutdown all but a done deal now? >> reporter: well ther

. ♪ >> hello, i'm libby casey.erica searches for energy independence, natural gas is a big piece in a complicated puzzle. hydraulic fracturing, or frac-ing has opened up a vast natural gas resource, but the it is controversial. it releases methane. but a study examined more than 500 wells at 190 sites. the researcher found that while frac-ing released significant amounts of methane, but was successful at capturing 99% of the gas. by 2040 half of the nation's gas will come from frac-ing, it is estimated. using chemicals, sand, and lots of water under high pressure, drilling crack open the shale, inside. >> sometimes there are disputes of about natural gas, but we should strengthen our position as the top natural gas producer, because in the medium term it can provide power and help reduce our carbon emissions. >> some fear extracting shale gas from the ground can leak water. >> the bottom line is natural gas is creating jobs. it's lowering many family's heat and power bills, and it's the transition fuel that can pow

let's get details to libby casey in washington, d.c.utside of america very few people know or think how can a government completely shut down, and is this inevitable? >> well, it is sort of a quirky feature of our system of government. it didn't use to be this way but now it is the case unless congress can come to agreement, it will shut down. let's talk about airports. there will still be air traffic controllers. there still would be tsa or security screeners, but non-essential staff might be told to stay home. so there could be slow down. this does have real-life ramifications. now is it inevitable. we're watching the close. it's midnight in the east coast when we hit this deadline. the republicans are insisting on changes and delays to the healthcare law. the ball is in the court of senate democrats. they say no, not happening. we're not willing to sacrifice the federal healthcare law to keep the government going. they're not tied together. they are two separate issues. the question is if house republicans, some very conservative, wi

libby, how close are republicans to a vote on their latest plan? >> actually i'll answer that. we were talking to libby just a few minutes ago, and she said perhaps the house republicans will have their latest plan up for a vote later tonight. and this came out of a meeting that the republicans had earlier today where they decided not to accept the senate bill but he'll try again to tie it to government funding and kick it back to the senate. >> that's right. we saw with the republicans today where they came up their game plan. there a couple of clean parts. instead of doing this clean bill as it's called, not tie it up with anything like defunding the healthcare law. the republicans have a different idea. number one, they want to push off implementation of the healthcare law for a year. they want to repeal the sales tax on medical devices. and then they would a separate bill all together, members of the military will get their paycheck even if the federal government shuts down. this is really a republican plan, and we heard outrage from the house. >> maybe the gentlemen can en

and libby joins us from washington. john boehner said that the government doesn't want to shut down, but today he didn't sound like he was trying to negotiate, did he? >> reporter: no, he did not, and unless a deal is reached, the government will shut down services next week. but the speaker has to appease members of his party, conservatives who were inspired by never cruz's speech on the senate floor. so he can't look like he's backing down. >> the american people don't want the president's healthcare bill and they don't want the government to shut down. republicans are listening. we passed a bill last week to do just what the american people have asked. it's time for the senate to listen and pass the bill that we sent over there. on the debt limit, we're going to introduce a pan that ties important spending cut and growth reforms to a debt decrease. the president says i'm not going to negotiate. but it doesn't work that way. we're not going to ignore washington's spending front and accept the new normal of no new jobs

. >> hello i'm libby casey. to say the least the affordable care act passed by congress and upheld by the supreme court is a complicated game-changing law. in the past few months companies like papa john's denny's and ups says the law known as obamacare is forcing them to eliminate families, spouses and cut full time to part time. richard trumka head of the afl-cio recently told david shuster on talk al jazeera is having unintended consequences on workers. >> the affordable care act does need some modifications. what's happening now is you have employers that the law says if your employers work 30 hours a week or more you got to give them health care. they're restructuring to give 29 and a half hours so they don't have to provide them health care. they're also doing some taxing the nonprofit plans to pay for fosh for-profit plans. so the idea is sound. the country shurlt needs something done with health care. the millions of people who don't have health care should have health care as a matter of right and the a

libby joins us live from capitol hill. libby, what was john kerry's message today? >> we're hearing a lot of what we heard yesterday, the continuing message that secretary kerry as well as president obama are trying to convince members of congress, to be aware not just how to vote and move forward, but even the discussion because the international stage is watching, and secretary kerry had a warn forgive members. >> we back down, the world backs down, we have sent an unmistakable message. iran, i guarantee you is hoping we look the other way. and surely they will interpret america's unwillingness to act against weapons of mass destruction as an unwillingness to act against weapons of mass destruction. they're all listening for our silence. the authorization that president obama seeks is distinctly and clearly in our national interest. >> now, tony members are saying they're not just listening to people in north korea, they're listening to americans back home, and some members like rand paul of kentucky is very critical of this, and said americans are not wanting to
