libby casey is in washington again. tell us what we have seen so far this morning and what we will be expecting later today. >> stephanie, the body of justice scalia is now in the great hall of the supreme court. it's resting on the same pedestal that held the body of president abraham lincoln. in just a little while, the public will be allowed to come through and pay their respects, seeing bolt the casket as well as a portrait of justice scalia. we just so you one of his sons, he has nine children, one son who is a priest just shared prayers, including the lord's prayer. we saw the supreme court justice, those sitting as well as retired justice there paying respects as well as family members of justice scalia. the funeral takes place tomorrow. that will be private. president obama does not plan to attend tomorrow's funeral, but vice president biden will be there representing the administration. the penalty and the first lady do plan to come to the court today to pay their respects along with americans. there's already

al jazeera's libby casey is live in manchester, new hampshire, so libby, what are the latest poll numbers tell us? >> yes, it really tells us that things are in flux, richelle. we see donald trump and bernie sappedders with leads. the second tier of republicans is very important. and this is a make it or break it moment for a lot of the so-called establishment candidates. namely jeb bush, chris christie, and john kasich. all governors. they really piled on to marco rubio at the most recent republican debate. they've done some of the campaign trail as well. chris christie the most vocal saying that the young senator from florida is not experienced enough to hold the presidency. whether or not christie really benefits from that or whether it just means a bump for the other candidates generally remains to be seen. now marco rubio is doing well here in the polls. he has not had as much of a presence in new hampshire over months and months like the governors have. the governors have invested a lot of time and effort here. it's important that it pays off, and they say somewhere in that second t

libby casey is live in manchester, and libby, what do these latest poll numbers tell us? >> well, clearly the front runners have a comfortable lead here, but everything is in influx. that's the take away. if you look at the republican side of the second tear candidates we're seeing numbers all over the map. senator rubio trying, as you mentioned to not let saturday night's performance of the debate dent him. his performance played into a narrative that the governors in this race have been trying to push. chris christie, jeb bush and john kasich, the governors, against the senators. we've got marco rubio and ted cruz, and the governors have been trying to dent rubio because he has been emerging as a real contender here in the establishment candidate field. the governors say they have more experience. they say that marco rubio is not tested enough, and chris christie came out the strongest against him, but whether or not that translates in the poll numbers so far it has not given chris christie a bump. it may help other people like john kasich, who has been doing fairly wel

. >> libby casey live washington. thank you very much.ndy roesgen has been covering the crisis in flint, and tell uses there are positive developments for residents. >> reporter: there is possible good news for flint residents who have been paying their bill for months and getting dirty water. the governor is offering in the state legislature next week, $30 million for debt relief to help homeowners who have not been paying their bills because of the dirty water, but to reimburse those who have paid their water bills for months, and yet have been getting dirty water. so that's possible good news for them. and the fbi is investigating possible federal violations in this water crisis. the epa point person has arrived here in flint to oversee the ground operations. she squarely laid the blame of the former emergency manager here in flint who signed off on the water switch, and she said their big goal right now is just tackling those homes that live in the highest-risk areas for lead contamination. mainly in the northern neighborhoods of flin
