lieian melendez say why some say it's time to raise fees. ♪ >> reporter: cal football plays stanfordhis weekend. the last thing on the mind of students is a possible tuition hike, but discussions have begun on next year's budget for the entire uc system prompting talks about maybe increasing tuition, something this student came to oppose. >> getting asked the state to fund high education and the reality is state support has declined in recent years. in 2000. the state funded the cost of funding an in state student and last year it was 41% and following the recession governor jerry brown and uc president janet napolitano agreed there would be no tuition hikes. in the meantime, brown asked that uc reduced spending, accept more out-of-state students and consider implementing more online courses and look into three-year degrees. all with the intention of cutting down costs. after years of telling the ucs to live within your mean, governor brown is now saying it would be reasonable to ask for a tuition hike next year. >> if needed there could be a very minimal tuition increase that would

abc 1 news reporter lieian melendez is live now from the site of the protest. >> reporter: hey, dan, the standing rock tribe asked people around the country to join them in this day of action. there's been a number of demonstrations like this one around the bay area which started in san francisco this morning. today's demonstration on market street was meant as a sign of support for the standing rock sioux tribe which continues to oppose the construction of the north dakota access pipeline. yesterday the army corps of engineers temporarily halted the project. >> i wanted to just be one drop in the ocean of people the way this movement is going to be required to stop this pipeline. >> reporter: north dakota access pipeline would ran from north dakota toil know, transferring crude oil. it's 80% complete except for a section that would run under the missouri river. that site is near the standing rock indian reservation. >> which is the water source not just for the tribes, though that should be enough, but it's for millions of people all along that watershed. >> reporter: maria cole liv

abc 7 news reporter lieian melendez is live in the newsroom to help explain this change of heart. lyanne. >> reporter: airbnb simply ran out of ways to force people to register, and they are still fighting. for example, with regard to a proposed 60 day-cap on most airbnb rentals the company said residents will be harmed by this newest proposal. kipa has long been an airbnb host. when the medical bills started piling up, she turned to the home-sharing site. >> other people are paying for dental work, taking care of elderly parents. i mean, everybody's got a story. >> reporter: she is registered with the city as an airbnb host and many more are not. after years of holding out, airbnb now says it will cooperate with the city and its mandatory registration system by giving out names and addresses of their hosts. why the sudden shift? last june the board of supervisors passed an ordinance that said airbnb could only collect booking fees off the units that are legally registered. airbnb went to court to try to stop city but last week a federal judge hinted it would not side with airbnb.
