that is the surprising with the trade negotiations lighthizer finds himself in the middle of. where do you think we stand with mexico? >> let's start with the good news. the united states is pro trade than either china or mexico. it is in our interest to negotiate with them to reduce their trade barriers but here is the frustrating part. here is the debate, is trump a protectionist or closet free trader trying to get other nations to lower their trade barriers. if you look what the u.s. government is trying to do vis-a-vis between the negotiations with mexico. we're not trying to lower trade barriers. we're trying to force them to increase auto wages. put in a sunset agreement. those things are not free trade. i'm not even disappointed that these negotiations haven't led to anything because i don't think we're pushing the right policies. cheryl: you know it is interesting, susan, because if you look at all the different negotiations he has got going on right now, really the most important one for the auto industry would be mexico, not unraveling those relationships especially

representative lighthizer to extend a letter to congress, informing of the administration's intentiono enter into agreement with mexico definitely. we are looking to see whether canada will be included in that as well. ramy: one of canada's biggest sticking point is dispute panels . tell us about that and what kind of compromise we might see here. has always favored the trilateral or i guess bilateral dispute settlement mechanism that allows for panels to mediate the dumping disputes between canada and the u.s. discountse kind of and subsidy disputes between canada and the u.s., rather than leaving determinations only to u.s. courts -- solely to u.s. courts. this was in the original free trade agreement they had in the 1980's that became part of nafta in the 1990's. this is a priority for canada. the u.s. has a priority of wanting better access to the dairy market. being against these panels, because they see them as the sovereign entity of american courts to make determinations about the american economy and businesses. so some analysts have said they see perhaps a deal lining up or
