and here in lima, they are failing again. >> all that and more, coming up. welcome to democracy now, democracynow.org, the war and peace report. i'm amy goodman. the united nations climate summit in lima, peru wrapped up over the weekend with a deal that forms the basis for a new global agreement on climate change. the lima accord marks the first time all nations have agreed to cut back on carbon emissions, and says all countries have "common but differentiated responsibilities" to deal with global warming. but it is not legally binding and gives each country until next march to announce how much it will reduce. the final agreement will be negotiated at the climate summit in paris next year. in a statement, the environmental group friends of the earth international criticized the lima accord, saying -- "the only thing these talks have achieved is to reduce the chances of a fair and effective agreement to tackle climate change in paris." we'll have more on this story later in the broadcast. tens of thousands marched across the

he is joining us from lima, peru. and daniel, professor of nj at the university -- energy at the university of california at berkeley. great to have you with us. >> pleasure to be here. >> mr schmid. i know there's a bit of a delay, are you more encouraged or discouraged by the process of the talks in lima? > we came into the talks with a major announcement by europe to cut emissions and for countries to put money in. we hoped the momentum would carry forward in lima, and we'd come out with an outcome putting us in a solid path to get the agreement. >> there seems to be a giant threat that we failed to act. why has the progress been so slow. there's a number of reasons. we began in the mid 90s. it's a global problem with a global treaty. the biggest economies need to step forward. while europe has done that, europe has not. we looked at china, they looked at us, we looked at india, there was a lot of people wasted. now that the u.s. and china laid down different but agreed upon targets, there's a new possibility. i'm

but it is a tool we need to allow the dialogue, that we need to happen in lima and to get ready with major statements and commitments. >> with that said, what does a solid solution, plan, look like, looking ahead? as we get into paris, the key bench mark will we do we have commitments from the major emitters putting us on the right path. are they significant or putting in place the measures at home to deliver on those. we don't need grand promises in the international negotiations to deliver strong targets, we need countries to change the law and policies, spurring renewable energy, efficiency, building out transportation, things that countries can do, and we are starting to see them be implemented on the ground. we need to make sure that the countries take the next step and therefore this as we go into paris. we have a huge opportunity we hope the world leaders look at the issue. there is an opportunity to solve this. we need the politiciansers the leaders, companies to come forward and say we'll do this. are there positive symbols ahead? >> i think there are. if you look at places

so what is being negotiated in lima is a draft text. of work to do between that draft text and a final agreement, which is aiming to be reached in december 2015 in paris. what are the chances? the chances are okay, but far from certain. there most likely will be an agreement in paris next year. the question is it a good agreement, a real agreement that is going to change the direction of -- of the world and keep us safe. >> and again, clarify what a real safe agreement would do. >> the governments of the world actually did that reasonably well several years ago when they said that the goal is to stop warming below the 2 degree cell see us increase. the earth has warmed almost 1 degree celsius, and the goal or commitment is to keep it from raising more than 2 degrees celsius. next year the question will be does the agreement that is reached in paris keep us safe in the sense of preventing -- or likely preventing the warming above that very dangerous threshold. in order to stay safe, we have to have a dramatic transformation of the world'

our editor joins us live from the climate summit in lima. now nick, are the delegate any closer to getting a consensus over the text? >> s. >> well, that remains very much in doubt. the talks are definitely under way. it was a very late night. the presidency eventually calling it a day, suspending talks last night or early this morning. around 3:00 everyone went to get what sleep they could. and this is the document that everyone is talking about. it was 50 pages that went down to seven pages in the last version. this one is five pages long, and developing nations do not like it one little bit. they say it has been stripped bare. for example, they say the text needs more. every time they redo the article it gets less and less and less. now they say that it needs to be further amended to reflect the differences between developed and developing countries. they say that there is no time for lengthy new negotiations and this will be seen as a major break through. he's urging for consensus. the problem is there is no consensus. let's speak with s
