linda. >> reporter: they are, allen. you see behind me that the police bomb squads are out here in force. they are now searching with their k-9 units throughout this 126-acre park on the possibility that there may be hidden pipe bombs in the wooded areas behind here. there are multiple police agencies out here including contra costa county county sheriff, alameda county sheriff's, bart and walnut creek police all with specialties in bomb search and rescue. they are looking for anything suspicious. this all began two days ago when two-foot long pvc pipes with a detonator and fuse were discovered. bomb squats safely detonated those two pipes then. earlier today, a third suspicious pipe was discovered on a pathway by a man who was walking through the park. now, police were called in immediately and closed down this park. >> the area was sealed off and the walnut creek bomb squad was called out to assess the device that was found. the walnut creek police department used their robot, moved the device and subsequently rendered

linda bean of east brunswick, new jersey. linda was appearing before the oversight and investigation subcommittee to say how her son came to take his own life in september of 2008. lippeda made it clear why she traveled to washington to, i would say share her family's painful story. quote, i owe a duty to my son and our debt to the men with whom cole man served. he was a two-tour veteran of operation iraq freedom. like so many of our troops, he developed post-traumatic stress disorder. in between and after those tours, he sought treatment for his ptsd. ballings sergeant bean was a member of the individual ready reserve, the i.r.r., a pool of soldiers not assigned to any unite but asigned for mobilization, he could not get treatment for his condition because the department of defense and veterans refused to take ownership of sergeant bean and the thousands like him. a few weeks after coleman took his life, the v.a. called to confirm his appointment. as linda closed her testimony before the house veterans committee, she relayed

we are here because of people like linda scruggs. [applause] lend up learned she was hiv- positive about two decades ago when she went in for prenatal care. she decided to turn her life around. she left alive of substance abuse behind. she became an advocate for women and empower them to break free from what she calls the bondage of secrecy. she inspired her son who was born healthy to become an aids activist himself. we are here because of linda, craig, and then and the over 1 million americans living with hiv aids and the nearly 600,000 americans who have lost their lives to the disease. it is on their behalf and behalf of all americans that we begin a national dialogue about combating aids at the beginning of this administration. in recent months, we have helped 14 community discussions and spoken with over 4200 people and received over 1000 recommendations on the white house website. we're devising and approached not from the top down but from the bottom up. today, we are releasing our national hiv aids strategy. look at how a tighter budget for the oakland police is spurring more citizen accident but first to linda yee with the latest on the investigation into today's shooting. >> reporter: people that live on the street say they did see the suspect running down the street taunting officers as they were chasing him down. just after 8:00 a.m. this morning shots rang out. people told their children to hit the deck for cover. in the meantime, oakland police are explaining why b.a.r.t was also involved. >> reporter: oakland police were quick to point out b.a.r.t officers were called in because the suspect armed with knives was seen walking towards the b.a.r.t station. >> both bart and oakland police officers fired shot? >> we believe so yes. >> the suspect was walking on east 12th street. >> early report from a witness was he was yelling shoot me when the b.a.r.t officers first made contact with him. >> reporter: the man took off and b.a.r.t officers chased him and then oakland police stepped in. we tried to tase him. it is not effective and he continues to flee. >> reporter: the suspect kept runnin

linda richardson reported one of the dogs to animal control two months ago because it was tied up in the front yard and barking aggressively. she says animal control told her there was nothing they can do. >> i called animal control services one day because my two 6-year-old granddaughters were riding their bikes here. the dogs were tied with ropes. >> the boy was attacked and investigators say his grandmother and uncle were inside of the home. the owner of the dogs is the boy's step grandfather, not home at that time. >> the dogs were humanely euthanized. >> in addition to the pit bulls, animal control removed an illegal ferret today. police discovered two shotguns in a truck parked in front of the house but don't believe they're connected to illegal activities. >> it's sad that it had to involve a killing of a little tiny 2-year-old child. you know? an innocent child for this, for this to happen. >> the boy's step grandfather is identified as a 52-year-old and facing two felony charges this evening, one for child endangerment. another for possessing a mischievous animal that causes

linda yee shows us the neighborhood is in shock this evening. >>> reporter: police say a grandmother, a 19-year-old uncle and two small children were home when the dogs attacked. >> the child at one point walked into the garage of of the residence and was attacked by three pit bulls inside the garage. >> reporter: the 2-year-old boy was killed. the owner of the dogs, his step- grandfather, was arrested. police identify him as 52-year- old steven hayashi. he is charged with two felonies, child endangerment and possession of a mischievous animal resulting in death or great bodily harm. a total of five pit bulls were taken by county animal services and the euthanized this afternoon. >> the owner elected to surrendered the dogs and did not wish to reclaim them. due to the dogs' aggressive behavior, they were euthanized. they will be tested for rabies. >> unbelievable. unbelievable. >> reporter: neighbors say the family moved in about a year ago. no one knew them, nor was anyone aware of the pit bulls until one of them barked agressively at a deliveryman a few months ago. >> my granddaught

linda yee shows us the photos that police think can lead to arrests. >> reporter: they are very clear close-ups and police say they are doing this because they will no longer tolerate criminals coming here to trash their city. take a look at this example. storefronts like this all along broadway still bear the scars of that very violent night. >>> reporter: the photos show people ransacking businesses in downtown oakland. police say they are clearly identifiable pictures of people smashing windows and stealing from stores on broadway. and that's why they released the images. >> we need the public to come forward to give us their names so we can follow up and arrest them to show and send a message out that this is not a playground for criminals to come in and loot and steal items in the city of oakland. >> reporter: police say people who witnessed the looting took the pictures and sent them in because they are upset with outsiders causing the problems. some of the photographic evidence was taken from media coverage broadcast the night of the rioting. there is an issue about snitching.

so viciously two months ago that linda called animal control. she was told then that there was nothing which could be done. all five dogs, though, were put down today. >> it's sad that it had to involve the killing of a little tiny 2-year-old child or innocent little child for this to happen. >> reporter: police and animal control investigators have been at the house all day. at one point police removed two guns from the family's pickup truck. at another point, an animal control officer arrived at the scene with picks and shovels. they had a tip that there was another dog buried on the property, but that did not turn out it to be the case. there were other children living in this house. their fate tonight rests with children and family services. garvin thomas, nbc bay area news. >> and this does rekindle the argument about pit bulldogs. thank you. and there is a history of this kind of tragedy in the bay area. earlier this month, dogs attacked three people in san francisco's golden gate park, one of whom was a 71-year-old woman. their injuries w
