leadership a tremendous thing for the airport and the traffic light public as well as the city and county of san francisco and you know, i think about the 1990s and the transformers that occurred in the 90s and john lead a $3 billion dollars renovation a master plan expansion for the rim and a new international train system and bart to sfo new cargo facilities we also have a new rental car center you think the transformers of the 90s and impactful to the customer dmrerns a positive way and the revenues of this airport i think about after 9/11 and john and his leadership through the progress of the leadership following 9/11 and his determination to continue to deliver the exceptional deliveries and the terminal two an amazing project that set so many new standards for the airport standards for passerby commerce or experience and excellence in sustainability, in fact, did first terminal in the year to get lead gold certification and setting the standards standard for future projects at the airport you know and then i think about the most recent 4 years under john's watchful eye the tremendous amount of work with the growth we've experienced a new air traffic controller tower for this are airport a new icon for the city and county of san francisco and have a renovated terminal 3 delivering an exceptional passerby experience and i think about the future of this airport and this terminal one program and again an opportunity for that transformation and all of the preparation that it has taken under john's leadership to get us here this is an exist day and i'll excited to carry forward the vision that john establishes for the airport and you know we're standing in the intern broadly facilities b some facts it is a temporary facilities that allows set west to continue to operate we're offering 9 gates out of this facility and essentially building a 24 gate operation around this operation is a challenging and requires just most of our project team it will create a new lobby and consolidated checkpoint and improve the passerby experiences and the shopping and dining serving both broadly areas b and c to that leading edge of terminal experience worldwide a worldwide facility so interesting i think a key part of broadly b project the capacity to deal with international as well as domestic operations and so that's a tremendous benefit to give us the flexibility to continue to allow for the focusing efficient use of facilities and maximizing new flight and new aircraft types of that is part of our success over the recent past and also provide for post security cocaine activity between 4 of the broadly areas of the airport and in the near future we'll build between t-2 and 1940 t-3 that allows us assess through the broadly areas a tremendous thing for the passersby i think about the terminal program the benefit that provides for the communities and to our small businesses we're focused on local business participation a goal of 25 percent small local business participation and $300 million of the benefits through the contract wear estimating that will go to local and small businesses in the community and been so successful with the project approach and continue to use a pales in comparison approach with our teams we are in the midst feel having and have conceded $2 billion of work without a single claim and continues to deliver some such exceptional projects and lastly to turn back to sustainability if we will achieve lead gold certification and will make it zero ready so as we develop the renewables program given that leverage of a net zero facility with that, i want to thank the terminal one team and thank you all for being here. >> (clapping.) >> thank you now, please welcome the head of san mateo council shelly csa letter. >> (clapping.) >> shelly labor coincidental represents one and 10 units and 75 thousand workers here in the san mateo and bay area it is really an exciting time at the sfo with the groundbreaking of term one great opportunities that that will provide thousands of new jobs with local labor getting fair wages to construct and create and populate this state of the art the positive result of this a no small measure due to the cooperation between director john martin and our labor community as your last major construction project you can be so proud it will be done right with our construction and building trades represents by james of the building trades council and many members here today and john martin has provided credible leadership so the workers in key one will be compensated fairly as they take care of the traveling public that a professional experience is held from pilots to janitors and sfo folks take pride in the work the fact it john martha's understands and appreciates the fact we work hard on behalf of this airport with one of the reasons we'll honor him july 29th and grateful for the partnerships are this airport and really developed that aspirin with that community that is different and unique to any other airport in the united states united states of america and for that we're proud of you john and for the team lead by the folks that will continue to have the mature respective you've developed over the years on behalf of the labor community thank you and all of you at the airport that are doing this work and in partnership with us who are here serve all of you thank you . >> (clapping.) >> thank you shelly and new please welcome the san francisco mile-an-hour ed lee. >> (clapping.) >> well, everybody thank you for being here this morning at our sfo i'm in deep appreciation for what is going on at our air traffic controller for a number of reasons you know 201550 million people came through the airport a records setting number if all indications john and i will exceed that number this year and when they came in we get the compliments i have often international viefrlts shaking their heads how is that like an aren't like a hotel lobby and it is really the thought process the planning that is going on, i as i mentioned that john came from a financial world before we became the airport director and led the airport by kind of i think traded the mindset i got the pleasure of really having this new leadership take on but want to say thank you to the commissioners some of whom have been at the air traffic controller as long and john and the leadership of the commission and the staff, the vendors that are out here, of course, the airlines that are really have a lot of investor confidence in the airport we've done it right you look at what terminal one means by the $2.1 million investment that is about to happen a four and a half billion dollars capital improvement plan that compliments the kind of planning our city has always been supportive and nurturing every seats like the airport to make long term planning at the center because when you do that planning then you can satisfy 75 thousand people as part of labor council shelly i want to say shelly i've got to say this i'm looking at did unemployment rate and every time san francisco is goes down san mateo unemployment's goes down further it has got to be that airport shelly and in great part we're glad to do that we don't know and i'm always you've seen my announcement i'm having the plan time after time for any cause case in chief economic downturn that's why we have the incredible infrastructure planning for the city i get to be in charge of a 10 year plan and four and a half billion dollars of an infrastructure 10 year capital improvement plan for all the city departments as we plan those things out and make the proper investment and get the projects on time and on budget and celebrate the leads certification and the green and green house gas reduction that all those designs are part of we not only modernize the infrastructures like the airport by bring in more of our constituents to enjoy the airport and use it properly so i must say that i'm appreciative of everyone involved in the engineers to the design firms the ones on the financial part and the management and, of course, the incredible work that the commission is doing to make sure that everyone is included this airport is for everyone and contributor to the entire northern california economic such a center of industrial and of job creation and helping people out we also are appreciative that in march of this year our airport received what we called the level 3 accreditation reducing the green house gas emissions it is a very, very high award in fact, i think that we're the only airport in california to received that level 3 recognitions and the second airport in the united states to receive it so again another accolade that the new tower the aviation tower maybe a less than a year away from opening is receiving engineering recognition time after time i love when people say i'm he hotel lobby at the aircraft that gives everyone a feeling of being in a comfortable place not only the routine are reflective of the diversities of bay area but the world-class we have a museum at the airport with a lot of people shake their heads you have an museum at the air traffic controller i have my name saying ed lee welcomes you to san francisco i'm proud of that as well and this entire staff as we need to be congratulated an economic engine when we don't know what will happen in the future i want 24 to be the shining example of group candidates and a strong investor confidence and the contractors those times and substances are working in pales in comparison want to thank you all for opening your doors and making sure that people go to work that number one thing that people says get to work we're eager to what go to work appearance retired airport director john martin. >> (clapping.) >> thank you first want to acknowledge a staff person that justice arrived thank you for being here and your support and also mr. mayor a gentleman whispered in my ear this building will be opened in 2019 while your mayor and complete in 6 or seven years 17 dates is that right. >> 17 gates in 2019 so just a little bit of reminiscing i came to san francisco for the very first time a little bit over 95 years and graduated schools for a job interview for sfo on this building for world airways i looked around this broadly airport and thought that is the worst broadly area (laughter) and it looked a bus terminal so in that time i've been here 35 years a lot of improvements are made to this boarding area but ptz to see it replaced in the last 20 years we rebuilt the whole airport a new international terminal, bart to the airport, train system and new parking garages and terminal 2 that set a standard for arntsdz worldwide and being improvements in terminal 3 but to demolish boarding area b it was a great pleasure to lift this sledgehammer and tear that place down that was built in 1962 as a temporary structure so 74 years later getting to taking it down so we had to take a projects in a unique way strong finances steering wheel strong concession sales sfta from the san francisco concessions and that allows us to finance our own facilities we don't need third party's developers or ask the airlines to build facilities we insure the highest quality and maximize flexibility and maximize the gates and have new carriers to welcome virgin american and insuring they have the gates and able to welcome jet blue and southwest and had an extraordinarily high-level of k350e78s one of the highest exception levels in the country that means low fairs much lower fairs is more nights in the hotels in san francisco keeping this airport competitive is very important in our philosophy how and finance and control the airport is a key part an 1250er8d team in delivering the projects that i have been a leader on for years delivering projects on schedule within budget not had a construction latitude over 20 years the envy of the public segment nationally and they look at our model how they should follow as well our model is based on partnering we embrace partnering and partnering with a construction industry and contractor, architecture e architect and engineers and construction managers and pales in comparison with the airlines our concession folks and other city departments and labor a key partner and that partnering is one of transparency, setting time and goals and insuring clear open consumption and that's what allows us to deliver exceptional projects not just projects on schedule and within budget but projects exceptional from a point of view we aim to surprise the passersby with a level of amenities and services that we deliver we did that in terminal two and confident the team will that here our i'm a review lose and get better i'm confident when i could be four years from now as as peering i'll have an steroid experience thank you all for being here today and really very satisfying for me as airport director after 35 years seeing this old building torn down and starting a new boarding area and new terminal one thank >> hi everybody, we down here at the /ep is a center which is our pop up space down here in san francisco where we operate a store front to educate the policy from the home owner who has center which is our pop up space down here in san francisco where we operate a store front to educate the policy from the home owner who has never done anything in the house to the most advanced structure engineers we have working around here. we we're going to here from kelly to talk a little bit about san francisco. how are you doing kelly? >> very well, thank you for having us here. >> in front of us, we have a typical soft story building. when i see this, i think this is some of the most beautiful architecture our city has. a lot of people don't know these are problematic buildings. why don't you tell us about some of the risks he we have in these buildings? >> soft stories are vulnerable in past earthquakes and the northridge earthquake to this type of building and character of building. when we talk about the soft story, what we're talking about is generally a ground story that has less wall or other /pwraeugs to resist the lateral forces that might be imposed by the earthquake. so we're looking for something that is particularly weak or soft in this ground story. now, this is a wonderful example of what some of the residential buildings that are soft stories in san francisco look like. and the 1 thing that i would point out here is that the upper force of this building have residential units. they have not only a fair amount of wall around the exterior of the building but they also have very extensive walls in the interior and bathrooms and bedrooms and corridors and everything that has a certificate amount of brazing yea it's significantly less country /srabl in those stories. now very often, we get even a garage or storage or sometimes commercial occupancy in this ground story. that very often not only has a whole lot less perimeter wall but it often has little or no wall on the interior. that wall is the earthquake bracing and so he see very significant bracing in the top floor and very little on the bottom. when the earthquake comes and hits, it tries to push that ground floor over and there's very little that keeps it from moving and degrading and eventually /paoerblly keeping it from a collapse occurring. so we know they're vulnerable because of this ground story collapsing >> is this only a problem we see in sentence france? san francisco? >> no, this is certainly a national problem. more acute in western but more up to california, washington, moving out into other states. this kind of building exist and this kind of building is vulnerable. >> when you're involved with the community safety, this is a different way of thinking about these types of things. we had a community group of over 100 people involved and upper 1 of them. tell us about * how that conversation went. why did we decide as a city or a community to start fixing these types of buildings? >> there were a lot of aspects that were considered well beyond just the engineering answer that these are vulnerable. and that effort brought in a lot of people from different aspects of the community that looked at the importance of these buildings to the housing stock and the possible ramifications of losing this /houbgs in the case of an earthquake. the financial implications, the historic preserve vacation s implication as you mentioned, these are very handsome looking buildings that are importance to the tourist city ask which make san francisco something that people are interested from outside in coming and visiting. >> it's such animation story when you think about the 10 years that the community spent talking about this /seurb but we actually did something about it. now we have an order unanimouses put in place to protect 100,000 residents in san francisco and retrospective in 2020. so on behalf of residents and employees in san francisco, we want to say thank you for the work you've done in pushing this forward and making people more aware of these issues. >> and it was a fantastic community effort. >> so in an earth quake, what happens in these kinds of buildings? >> what happens when an earthquake comes along is it moves the ground both horizontally and vertically. it's mostly the horizontal that we're worried about. it starts moving the building back and forth and pushing on it. when you see i'm pushing on it, the upper stiff of the wall stay straight up but the lower floors, they actually collapse just like i did there. >> luckily, we can put this building right back up where it came from so it's a lot easier. now kelly, obviously these aren't real frame walls here but when you talk about buildings, what makes the property for stiff? >> the easiest and most cost-effective type of bracing you can put in is either put in a brand new wall or to potentially go in and strengthen a wall that's already there where you don't need to have an opening is where you maybe have a garage door or access to commercial space, you might go to a steel frame or other types of bracing systems that provides the strength and stiff if necessary but at the same time, allows continued use of that area. but some combination of walls or frames or other tools that are in the tool kit that can bring the building up to the strength that's required in order to remove the vulnerability from the building so that when ground shaking comes, it in fact is a whole lot more resistant and less vulnerable. ideally, this story down here would be made as strong and stiff as the floors above. >> if i'm a property owner, what is the first thing i should do? >> the first thing you should do is find professional that can come in and help you evaluate your building in order to, 1, figure out that indeed it does need to be retro fitted and 2, give you some idea of what that retro fit might look like. and third, evaluation and design to help you determine the retro fit requirement. >> well kelly, i thought that was going to be our speciality >> you create a conceptual idea for setting the opera and you spear ahead and work with the other sdierndz to create an overview vision that's the final product felt opera. ♪ ♪ ♪ ♪ >> i was very inspired to work with him because the way he looked at the key is the way i looked at sports looking at the daily. >> so much our mandate is to try to enter disis particular work there's great dancers and theatre actresses and choirs we've worked with and great video artists is a great place to collect and collaborate. i had a model they have a professionally music yes, ma'am assemble and as a student i benefited from being around this professional on and on soccer ball and as a conductor i'd be able to work with them and it's helped my growth i had a dream of having a professional residential on and on soccer ball to be an imperial >> it operates as a laboratory we germ a national the ideas technically and work with activity artists and designers and video all over the on any given project to further the way we tell stories to improve our ability to tell stories on stage. that's part of the opera lab >> i was to investigate that aspect of renaissance and new work so that's why this piece it is important it was a renaissance composer. >> there were young people that are not interested in seeing traditional opera and like the quality and it's different it has a story telling quality every little detail is integrated and helps to capture the imagination and that's part of the opera how we can use those colors into the brace our water heater hi, everybody i'm patrick director of quarter safety for the city and county of san francisco welcome to another episode of stay safe today, we'll talk about bracing water heaters water heater failure is a leading problem with earthquake fires you have a a single source you'll have in our home. >> how are you. >> so what are we looking here. >> this is a water heater 3 weighs from 200 to nine hundred pound during an earthquake that weight will try to move sideways we need to secure is. >> we'll brace the water heater our model home in south of market we'll use a simple kit interest the hardware stores from $20 it the the clean up itself single thing to do what necessary look like. >> this is what you'll find in our kit a inch and a half wide strap to attach to the wall around the water heater and so you want to compare this in some garages around the city and state which is called plumbers tape innovate as strong and we need to brace the water heater if you find this you'll want to replace it with a streetscaping kit. >> we've put blocking so that way we streetscape the water heater a nice fit it is important and important probation officer mention i'm here this morning to announce yet another milestone in our city's commitment to raise the minimum wage to $15 an hour by and people will work this fourth of july weekend we are celebrating our countries birthday but recognizing in the celebration throughout the weekend people like the people had that are standing with me are working whether the restaurants or hotels or health care workers and others and and we all feel for working people that is hard in our expensive city to survive unless you have a december sent wage that's why a couple of years ago i destined or joibd the board of supervisors full board of supervisors to place before the voters an $15 an hour minimum wage and people that work in all those industries we did it together and we're celebrating because today it goes from $12.25 an hour to $13 and up to 15 and after that cpi takes over i want to remind everybody this city was brought together with our labor unions and your working families made up of all the exit are represents our city and got this done in a strong collaboration with everyone and showed not only the cities around the bay area but the state of california if we got together and thought about people's lives what glosses the challenges every day we can get this done for them i think we're happy here to see the wages go up are rehappy yeah, we'll have more to celebrate in addition to, of course, the bitter of our nation and things we enjoy we picked this date it is a significant move and i also want to say that we know that our workforce all those people's here they are still an affordability gap so this is going to help people he you go that suggest that a lot of people are working two jobs to support their families we want to celebrate those moms we're all ushth together to help them but for also myself and mayor libby schaaf of oakland that recognizes our workforce is more regional than ever do more than benefit the residents that work in our city and so we joined. >> today and cities that are committed along with cities like new york and seattle and los angeles and portland and the others also raised their minimum wage we want to the state of california to do the same thing because what could happen i think all the labor advocates know and people that we raised our minimum wage just and ourselves in the city of san francisco or just in oakland we would probably be golden state talent that belongs to where everybody lives and not as affordable to them as it is to those we're helping so mayor libby schaaf and along with the united health care workers started a process and emigrate hundreds of thousands of snatches set the minimum wage higher of $15 an hour tour the state of california in uniting all the cities with the labor unions and workforces and people good minded across the region we got the governors attendance and the state of california attendance such that a few months ago governor jerry brown signed the legislation to raise the states entire minimum wage for everyone for $15 an hour over a period of time those movements wouldn't happen unless we place the needs of working-class families that work hard to build that consensus i'm here to join in the celebration and here to say that i'm going to be working this weekend as well as in addition the celebrating but also acknowledge the people that always serve us at the hotels and restaurants and people that are working the janitorial and building maintenance and all working class in the city we're there to be of help this will be consistent raising the minimum wage to attack affordability challenges is part of solution paid parental leave is part of the solution making sure that we work so that no one is a theft of their wages that's why your head of the department the labor enforcement is joining us with the advocates of people that earn those wages i'm saying they earn every single penny they deserve to make sure they get it in their hands that's why we announce these and make sure that everybody is prepared adequately ahead of time to make sure those wages are paid and wage theft we have to make sure that our workforce that speaks many languages don't get capture and been take advantage of this is how we really in city year ago we have a benefit and make sure that everybody obtains that benefit i want to say at that moment i'm proud of the working folks in san francisco but the intensify region and proud of state of california and your legislation for working with the governor to a raise the minimum wage that adds to the celebration of the fourth of july and makes that more meaningful and then we hope that the entire nation does this as well question hear a lot of stories from a lot of places across the country that the liveability is under challenged or we're taking care of business in the city and state and let's go on the national level and support of the prosperous country to make sure they get a december sent wage wsip [applause] and to add insult to injury, this garbage video isn't even original. "this scene is inspired by vincent des a derio, gotta appreciate the risk and vision." risk and vision? sure, risky because kanye's ass is probably getting sued. but vision? he just copied someone else's work. hey hbo, i've got a completely original idea for you, it's called throne of games. >> yesterday. he left. he came in on sunday. he stayed for a day. he left. >> reporter: here's the thing. robert was a long haul truck driver which explains his absence but not where he was, especially when nikki was murdered. >> we had to find robert, and w >> reporter: that takes a while, right? >> yes, sir. >> reporter: meanwhile, detectives spread out through the neighborhood, knocking on doors. had anyone seen anything unusual? a couple of neighbors said they saw a red car in nikki's driveway that afternoon, a car they had never seen before. and a black car on the street, too. they asked the girls who could have been there? >> does your mom have any other friends or anybody else that come over that you know of. >> she talks to a lot of men. >> she talks to some men. but the only one i've been hearing her talk lately is joe. >> reporter: joe? who was joe? >> we were also told by the twins that nikki had a second boyfriend, joe carter. >> reporter: two boyfriends? >> two boyfriends. >> reporter: now that got the investigators' attention. time to dig a little deeper into the life of nikki whitehead. >>> coming up -- two boyfriends, two >> they were clearly having an argument, yelling screaming over the phone. he was an immediate person of interest. >>> detectives in conyers, georgia, were getting a crash course in the short life of nikki whitehead, found stabbed to death in the home she shared with her live-in boyfriend, robert, and her twin teenage daughters, jas and tas, who, at least, had each other for support. >> the girls put their arms around each other and, it's going to be okay. we're going to find out who did this. they were clearly relying on each other to get through this. >> reporter: but they were able to convey some real information. >> any idea who she was talking to? >> it was joe. >> it was joe? >> reporter: their mother had a second boyfriend, a man named joe carter, a local barber whose shop was right next to nikki's salon. love triangle? now the thought was a potential recipe for murder. they talked to robert who was on the road in his long haul truck. how does he react to any of this? >> he was devastated. >> reporter: easy enough to check on roberts. gps records put him a full day's drive away when nikki was murdered. when they met him, as we did, they could plainly see his grief was real. >> because that was my better half, and she's gone, you know. it's a hard thing. >> reporter: this was how detectives discovered the unusual nature of robert and nikki's relationship. robert told them he knew about the other boyfriend, wasn't a secret. he didn't mind. he said he wanted nikki to be happy when he was away on the road. >> he's a truck driver and when he was home he expected for her her and him to be a couple. and when he was away, he realized that she was going to have other relationships. how did he feel about that? he was upset about something, said the twins. night before the murder, they said, joe and nikki had a nasty, loud argument on the phone. >> all she told joe was that he couldn't come over there last night. >> reporter: was there some suggestion that there might have been, you know, jealousy or bad blood involved? >> well, and that's what we immediately thought. and so, obviously, he was a immediate person of interest. >> reporter: so he was. and remember, a neighbor spotted a black car near nikki's house the day she was killed. joe's car perhaps? >> you know what joe drives? >> no. i know the black car in that driveway. and it's a black car. >> reporter: rockdale county district attorney richard reed. >> we need to look at joe carter. especially since nikki and joe had been in an argument. they were breaking up. >> reporter: that's a dangerous time in a relationship. >> it can be a dangerous time in >> reporter: it wasn't hard to track joe down. he was at the barber shop where he worked. >> it was around closing time. we was ready to pack up and get out of there, and they approached me and my friends. then they basically said that she passed away. i mean, she's dead. i was shocked. i was just in shock. >> reporter: how did he react when you came to see him? >> he immediately started weeping. >> reporter: he didn't know about the -- or claimed not to know? >> he claimed not to know. >> reporter: but reactions don't always tell the real story. >> they was basically asking about our relationship. when the last time i seen her. i started to realize i was a suspect. >> reporter: detective moon did what any good detective would do. he looked for the sort of marks nikki might have left on her assailant's body. >> looked at his hands, his arms. he took off his shirt. >> reporter: but joe was clean. not a suspicious scratch on him. and detectives learned that black car outside nikki's house didn't belong to him. st t questioning and hooked him up to a polygraph and asked him point blank if he killed nikki. >> and the polygrapher determined that he was not deceptive in answering questions. >> i wanted them to find the killer, and i wanted them to know that it wasn't me. >> reporter: so that's it for joe? >> it appeared that joe was not involved in the death of nikki whitehead. >> reporter: so two boyfriends and two dead ends. you know, in addition to robert head and joe carter, there could have been a stranger. could have been another -- did you look into that possibility? >> we did. >> reporter: yes. and they still wanted to know who owned another car, a red one, that was also seen in nikki's driveway the day of the killing. it didn't take long to find out. it belonged not to a murderer at all, but a friend. >> nikki had missed a hair appointment with this friend and the friend had come by, knocked on the door and not been able to make contact with nikki and left. >> reporter: imagine had she opened that door. such a grisly scene. so full of rage and passion. so who killed nikki? someone close? then, as they struggled to figure it out, investigators encountered in their own police file something rather stunning. >>> coming up -- >> i just woke up and my daughter's gone. >> your daughter was abducted? linda described where a legitimate interest in quality rubs up against an important need to increase considerably, substantially diversity of the work force. one last thing i will say -- linda mentioned this. i got a file full of educator equity plan that i was sort of looking at as i thought about coming here, and it is also true that the schools, poor schools with the highest concentrations of high-need students -- our -- as you go from state to state, the schools with the least well-prepared teachers, the folks with the least amount of experience and support and increasingly the least diverse. so it's a challenge that we really do need to confront. so your experience as national teacher of the year for 2016 -- congratulations. talk about your experience and what you have seen in the profession, because i think there are a lot of issues for state leaders saying where does principal leadership or teacher leadership come into play and has it made a difference? how does mentoring help in these capacities to try to make it so that we have tving joining out of the prep program, can we keep them in positions for five 10 years or as i mentioned with my father for 43 years. >> good morning. thank you for having me. for me, as a classroom teacher, i have to look at it as a classroom teacher. so everything with me starts with my students. first of all, early exposure, as a high school teacher it pains me year after year i ask my students what profession and every year the number who consider teaching as a profession diminishes. i ask myself what can i do about that, how can i improve those numbers. i think as teachers, we have to be very purposeful in our interactions with students. every interaction -- there's so much negative and inaccurate media surrounding this profession. they need to go in understanding teachers enjoy what they do, it is a value, a noble profession. when my teachers were interviewed for the teacher of the year process, they talked about the interactions that they had with me as their teacher. so i would encourage the education community, you know, watch what you say. watch how you perceive this profession. the life of the teacher of the year is very different from the life of the classroom teacher. i'm sitting here. for the last decade i fought to be heard. that's not what teachers experience, so that's not what students see. we have established vibrant yes clubs to give them opportunities to be encaged with teachers to see the other side -- engage with teachers to see the other side. i have learned not to wait for things to happen, but to network within my community to find resources, mentorships, partnerships. as far as preparation program, i think one of the biggest things that i found, i visit hbc's to try to talk to teachers. some of the issues with reciprocity state to state, i really can't wrap myself around why the requirements in connecticut, there's a literally test, are very different from the requirements in new york. you can't travel from state to state as a teacher. i'm the national teacher of the year, but if i want to move to, i don't know, wisconsin, alabama, i can't. i can't teach in alabama. i'm not really sure what that means or why that is, but we're in a room with people from all over the country. i think that's a conversation that we need to have. and those programs really need to look at -- i came out of college content-ready. i could write a lesson, i could manage a class, i had buzz words. but lucky for me, i teach in the community where i was born, so i knew how to engage the community. i don't think preparation programs do enough to teach young teachers -- teaching is not just about what happens in the classroom. there's not enough emphasis into putting teachers into communities, teaching them to work with parents outside of the classroom. finally, i can't leave the stage without talking about recruiting minorities. i think so much of our problem lies in the fact that -- i work in the fourth largest urban district in connecticut. it is a majority minority district. i went through my whole career as a student with all-female white teachers. if you're saying you have to see it to be it, i didn't know what this meant. none of my teachers looked like me, worked from my community. when you have students who are minorities who have had so many negative experiences in the classroom, why would you want to go back and teach in that type of environment or work or make that life's work. so we have to think about cultural competency and letting students see that they have value as well and can add something to this profession. >> i think we ought to just pause and soak in what she [laughter] [applause] >> we have a lot state leaders in the audience with us. one of the difficulties is some of the fundings issues. your k-12 budget is almost 50% of what the state budget. compensation comes into play. we get questions at the education commission on how do we change compensation. but teacher compensation makes up a large percentage. alabama has a 4% increase for teachers. south dakota had one of the largest increases in the history of their state for teachers. how does compensation come into play and is that one of the factors that can help to change some of the pipeline issues? >> definitely teacher compensation comes into play. jeremy, you mentioned it's a large part of the school budget. a decision would be made by local school officials and state school officials to keep the investment at the level where it connects directly with the students as much as possible. one of the things that you can learn by looking at the numbers about private schools and public schools is that somehow private schools have been able to keep administrative costs much more contained. there are a lot of reasons for that. they don't have a bus. it should be a conscious goal to keep administrative costs within reason so more can be directed in schools. i think in linda's recommendations there are other ideas also about working conditions, collaboration ability for professional rewards, being able to work with your colleagues and those things that are part of what are making people say they don't want to move into this profession. ken, before you pick up, there was a report from the state of new york put out two years ago that says actually if you look at the academic achievement of people coming in to prepare to be teachers in new york, it has increased in the last four or five years compared with the period before that, which was a very interesting. a number of people didn't understand why that was happening. the authors of that study said it was because of policy initiatives in the state of new york to encourage people to go into teaching and to try to reward that field. so it's not all that. >> well, and i just think there are a number of things states can do. this is another area for innovation, arguably. but states shape markets. and, while i too
