the biggest concern we've had is a phillip's 66 facility in linden, one of the biggest facilities on the eastern seaboard. now we've been told that facility now has power but they don't necessarily have the time of restoration, that is a time when we will start reproducing and getting their facility restarted. that is the biggest wild card here but it does seem like that facility does have power. and just knowing that will probably limit any up side there are in gas prices. as you indicate, not a whole lot of increases to talk about. i don't believe we will see $5 or $6 a gallon at all. perhaps just 5 to 15 cents a gallon, if anything. it just really depends how long all this infrastructure remains offline. >> when's your best guess when we'll get gasoline back to normal plnorm normal. what's your best guess as to when you'll be able to get gas again? >> a lot of that is contingent on how many folks are out there with the power companies restoring power. i suspect we'll see some pieces of key infrastructure come back online over the weekend. you certainly aren't going to see every st

kate kelly has an update from a gasoline terminal, a storage area in linden, new jersey just southwest here in manhattan. >> reporter: sue, it's not exactly rush hour here at new star energy's linden, new jersey gas terminal but there is a slow and steady string of trucks coming in and out of the racks behind me filling up for fuel for area gas stations. including a first for this facility, which was a jet fuel truck filling up on behalf of southwest airlines. new star has had to get a little bit creative because in the aftermath of hurricane sandy, they and others like them have had to do the best they can to accommodate their customers after damage and marine terminals that in many cases cannot be used. about a mile down the road nustar's facility has been damaged by the flood, battered by tidal surges, filled with debris and they're still working on that. other terminals in this area are in similar spots. as of today, at least a half-a-dozen of them are fully or even partly running. including facilities run by bp, hess, and phillip's 66. these locations provide a crucial link betwee

kate kelly joins us from linden, new jersey with a gas station for gas stations.love it. >> reporter: michelle, things are getting moving today at the nustar energy gas terminal here. we have seen a slow, steady string of trucks coming in and out today after a quiet couple of days since getting the facility up and going on saturday. at one point there were three trucks filling up at the same time. it's a far cry from last week when this facility was operating with nothing but limited generator power and its facilities were badly damaged. within the last two, three days nustar and others have been able to restore operations to the all-important storage and distribution networks that dot this part of jersey. since they are effectively, as you said, the gas stations that supply gas stations, this is real progress in getting the region back on its feet from the storm. but with marine terminals here and nearby out of commission the terminals are having to get creative. nustar never fuelled a jet truck here for example, but this morning it filled one for southwest airli

business here at nustar's linden, new jersey gas terminal where trucks fill up to get the gas to go to gas stations. business has gone from steady to booming. in the past hour or so, nustar officials say they see 15 or 20 trucks out of this facility today, a big hike from what they saw over the weekend. that should be a good sign for frustrated drivers in this area who are still cueing up for gas for hours. in the past few days, nustar, bp, hess, kinder morgan and phillip's 66 have all been able to get their new jersey terminals at least partly running. that's a big difference from this time last week. ago here at nustar, the truck racks behind me are now fueling up with jet fuel on some trucks and that's a first for them. they did it at a request of an airline which wasn't, i guess, getting fuel in the usual way because these marine terminals are down. they said we'll give it a try and it seemed to work out. that's the kind of thing they're having to do. now word is getting out that nustar is open for business. they have all eight of their truck bays open. we're starting to see the tr

linden in bristol, virginia on our democrats line. the g.o.p. says to address the spending problem, what do you think? caller: i kind of agree more with the president that it should be a balanced approach. yes, we probably do have a spending problem. i agree. but i definitely believe that there is a problem with our revenue and you know, to go back for guys who make billions or millions of dollars every year and just interest alone, who -- a secretary to work every day does that 40 hour a week. so i think it's a balanced approach leaning more towards revenue as a way to solve things. definitely got to cut spending. the other thing i wanted to say is, i'm in the 3%, the 3% of americans -- and i'm also in that smallest percentage who have retired from military service. i find it really shameful if you listen to, i love your show, i listen it to every morning on our way to work, on x.m., and i think it's shameful when you listen to people who complain about the fact that folks who don't have anything, you know receiving, people who lose their jobs

and i think it was in the linden, new jersey refinery, there was an element of flooding in part of the installation which he thought of course was very difficult to operate normally. >> is that something that will have a lingering impact? >> it's likely to. but that shouldn't be the biggest impact. i looked at the figures for stocks immediately before the hurricane struck and stocks were pretty adequate. they were lower than a year ago levels, but they current catastrophically low. so the stock is sitting there in depots around the region. you don't necessarily have to wait for more crude to be refined. obviously that would be very welcome because stocks need to be replenished. >> with the long lasting impact, what that might be? >> i guess we're talking a week, two week. hard to be pre-says here. >> but from a supply chain point of view, do you expect this to change in which the way northeast accesses fuels? >> i'd be surprised because the underlying system is fairly robust. we are dealing with a historically bad storm and i think that applies not just to the oil and gas infrastructur

>> all the distribution centers in linden, carter, perth amboy, sea warren, everything serviced by the elizabeth and newark seaports are affected. so there is virtually no distribution coming out of the north jersey area. melissa: all those places don't have power is what you're saying? >> it is a combination of no power and also the facilities have been affected by the surge itself. melissa: so they need power to be turned back on. have you talked to the power authorities in the area? or, do they know they're the cause of all these long gas lines? also i understand that some have water damage as well. how do you fix that and how long does that take? >> well i have spoken to one of the power companies and that is public service electric and gas and not as it relates to the distribution, the power at the distribution centers. however public service electric and gas last night contacted me. we are getting them lists of our members that have gasoline in the ground but are unable to pump it because they don't have power. they have promised to prioritize getting power to those locations. i

two places, in fema has done this for us. 4,000 being held at racetrack and 4,000 being housed in lindenthey go to sleep and get fed three meals. that has been made by the department of human services and fema in conjunction. i owe jen a great gratitude. they have a place to sleep and eat but 11,000 people are on the ground here in new jersey to restore your power. now, on fuel. we're working to create order and better access for fuel. first thing i have to tell you, we don't have a fuel shortage. what happened was when power went out to the refineries and power went out to the pipelines, they couldn't move the gas. the gas is there. now all the power is on to the refineries and all the power is for the pipelines so we are moving fuel. in addition the president ordered that 22 million gallons of gasoline be moved here both here and new york, split between the two of us and this morning, in burgen county, es ex county there are national guard tankers moving to gas stations that have power but no fuel all across those countries. i'll give you updates later today on specific gas stations so

>> well the terminals in new york harbor, beautiful places like bayonne and linden, were hit hardest.ldn't pick up fuel. then in south jersey you can get gasoline from delaware, to philadelphia, from places in south jersey on the delaware river. those terminals opened sooner. we're getting a little more restoration on the power side in some of the nonbarrier island communities. tracy: yeah. it is slow, let me tell you, painfully slow. i know the refinery in port reading, new jersey, has partial power. that is helpful for us in north jersey and new york but the lines, i have a friend got up on 3:00 in the morning on saturday. the gas station didn't open until six. he was 30 cars back at that home moment. you're telling me this same saturday you will not have the problem? >> absolutely. just as governor christie said. we have a unique population in new jersey very demanding and not necessarily very patient. to a certain extent there has been a little bit of a panic. there is plenty of gasoline in storage. it just needs to be access thanks to electricity. if anything i think we'll suffer

you were in linden hours. you met with a fellow named robert who had a growing rash. talk to us about that. >> lindh denthurst, and all the canals in the great south bay of long island, it is a toxic waste land. you have thousands of gallons of petroleum have seeped into the soil, into homes. you could smell it. you could see it. i walked around. everything was just full of oil. this is a perfect example of small children and people, you know, a lot of people are doing their own cleaning because there is really not a lot of professional crews that are coming around. as a matter of fact, a lot of the cleaning that i saw there in the great bay had come from missionaries from tennessee, from baptist missionaries came down and said listen, we're here to help. they threw a lot of garbage. a lot of folks are coming into contact with not only oil, a lot of the sewer water is full oferia. so they're breaking down into rashes. cuts are getting infected. this is really, this is a, this is a health crisis, and let me tell you. i was there yesterday all day. i didn't see, and i k

communities from statey island to far rockaway to linden hurst were devastated and 17 days ago we feltto do. there is no doubt. we must provide shelter and support in the short term. we must repair thousands of homes and small businesses. we must reknit the fabric of tattered communities. we must rethink and redesign for the long term because extreme weather as we have learned is the new normal. but we are new yorkers, mr. president. we are tough. and we are resilient. and we will overcome and we will be the better for it. also, mr. president, we take comfort in

linden, new jersey, is one of the main distribution points for all the gasoline in the area. they were affected by storm surge there. that is part of the reason, right, we're having so much trouble getting gas where it needs to go? >> right. a lot of the ports and refineries shut down ahead of hurricane sandy. after the storm they realized they have flood damage or they had power outages at refineries as well. roughly a third of refineries in new jersey don't have power. so they can't get the fuel into the trucks to get the fuel to the gas stations that are still open. the governor has lifted restrictions so they can bring in fuel from out-of-state to some of these gas stations. the power may not be on for all of them until a week or more. so, the scenes that we're seeing here with these long lines will continue. martha: a lot of people want to know where the federal trucks are with gas can be their own pumping stations that we see the military use in many cases. they would like to see some federal help going to these areas. we'll get update on that and see if that kicks in.
