lindsay, welcome back to "bottom line."ou pointed out that jobless claims have clawed back 80% of last week's drop. why have claims been so volatile? >> they are naturally volatile. >> to this degree? >> yes. earlier in the year, we saw this kind of decline and then going back the following week. it is much easier to look at the four-week moving average which itself trended down since the start of the year. >> if the labor market is showing strength, why are american consumers still under so much pressure? thee cannot extrapolate fact that the overall market is doing better because the is -- because those were currently employed are concerned about losing their jobs. because the vast majority of employment has been centered around part-time and low-wage hiring, we are not seeing the upward momentum in wages and that is where we see the downward pressure and consumer'' willingness and ability to go to the marketplace and spend on goods and services. >> we have had various economists talking about the fundamentals. the fundam

lindsay, what are you expecting? look at the quarterly gain for the s&p 500, the nasdaq as well as the dow, some would say the market perhaps is a little bit expensive now. >> well, i think the market is holding their breath, certainly for that very important employment report coming out on friday. in the u.s., we did see a disappointing report back in august coming in under 150,000 for the month. so the market is really waiting to see if that was an anomaly, if we see that revised away or if we see the september number reverse back to that. but it really is all about jobs here in the u.s. where we continue to see a loss of momentum. we have seen that declining trend since that plus 300,000 number back in april. this will set the tone for that final quarter of the year and it set a very positive or negative trend for the equity markets, again, depending on what that headline job number tells us. >> so 80s a strong jobs report. will the federation rates in about six months? >> well, i think it is. it's too soon to say

follow-up question from lindsay hoffman to mr. coons. >> on the issue of children crossing the border, some of them are finding refuge in delaware. what should be done in this situation and what does it tell us? >> it tell us we -- tells us we have broken situations in the law and in the border. fortunately the last couple of months and number of young children coming from a central american countries where there is drug and violence has dropped because we have strengthened the border patrol and invested in speeding up the immigration review. we are sifting those with legitimate claims from those who return and partly because we have invested their parents that they are not guaranteed to stay here. they don't have a free pass toward citizenship. what do we need to do? we need to respect and enforce the law as it exists on the books which requires husband get at asylum claims chance at the financier and those that don't have legitimate claims get returned to their countries of origin. this is a difficult situation, but one i am pro

. >> lindsay, that's maybe the thorn in this whole thing is that average hourly earnings, you're still not seeing progress now when you might imagine we would at this point in the cycle. yes? >> that's right. another impressive headline number, seventh month above that mark and in the eighth month. not all rosy. the hourly earning number flat and up 2% over 12 months. very much in line with the same average pay as a growth since 2010. very indicative of the idea we have not seen the quality of jobs created translate into wage pressures as of late. we also saw continued decline of participation rate down to the lowest rate in 35 years so on net done very little to solve the ongoing argument of committee members. some continuing to point to that headline number evidence enough to raise rates sooner. juxtaposed to the committee members asking for patience in terms of rate increases as we continue to see that lingering weakness in the underlying details. >> so, what do you think all of this on aggregate means for policy going forward? >> i think that chairman -- thank you for having me on.
