linh bui is live at the scene. she's speaking with lawmakers about the scare. >> reporter: it is still a very active scene near the capitol building. roads are still blocked near that building as police do their investigation. we can see at least a dozen police officers scouring through this scene looking for evidence. they're directing traffic around the area. we can say the mood is calmer than it was when the shots were first fired around 2:15. we talked to congressman dutch ruppersberger. he describes what that was like. take a listen. >> i was coming out of the capitol. i was going over to my office. i did not hear shots. 2 minutes after i left the capitol parking lot is when the incident occurred. i came back to my office and people are saying it's a lock down, get into your office. the capitol police have trained our staff and let us all know that when there are situations like that that occur you're supposed to lock your doors, turn your lights out and listen for communication. that's exactly what occurred.
