lisa argen and quite frankly she is never wrong. volunteers will pick up trash and junk on california beaches today. it is the 27th coastal cleanup day. this is the largest volunteer event drawing help of 80,000 beach lovers and 800 different locations. beaches and several counties and event draws so many people that organizers are asking to bring your own reusable trash collecting tools to try to cut down on the volume of trash itself. and how conscious they are they don't want to create more trash the whole point is to get it off the beaches. >> lisa argen you are never wrong. would you agree with that? >> yes. and an ease forecast, this is what we want a forecast fog free conditions and how warm is it going to get? isn't this a gorgeous shot. marine layer and very shallow out there. >> we're looking at few areas of fog. from roof camera out there. >> we did have the clear skies numbers dropped into the 40s but with the cloud cover napa has stayed wel relatively warm in the mid 50s but a lot of sunshine over by the delta east bay

lisa argen is in and will give you more info coming up. >> sonoma county could adopt some of the strongest smoking restrictions in the county. board of supervisors will vote on restrictions on lightning up in apartments and condos on county owned parks, campgrounds and beaches and other outdoor areas where people gather. smokers would need to stay 25 feet away from public areas. the ban would be on par for limits set for other cities. >>> some of the most important women in government and are gathering in san francisco today. the governor will give the welcoming address at women and economy summit at saint francis hotel. 3,000 are expected to attend the four-day conference. hillary clinton will deliver her keynote address. the meeting is how to increase the economic participation and provide groundwork for world leaders at the asia pacific cooperation meeting in honolulu in november. >>> starting today, pedestrians can still walk on the golden gate bridge but they won't be able to cross or walk across the span completely. bridge crews have closed part of the east side walk for seismic work

lisa argen will explain why. and it's not david copperfield, it's weather.nutes. dozens of san francisco homeowners are getting stuck with huge repair bills for damage they didn't cause. the city is installing new wireless water meters and sometimes that work causes older, brittle pipes to burst. mears michael finney with the follow-up on the plight of this very angry homeowners. >> diane thought nothing of it when a city contractor showed up to replace her water meter until the knock on her door. >> there was a crack in the pipe. so now there's a leak. >> diane found out the waterline to her house broke during the meter installation. she had no water and since the pipe was on her property, she had to pay for the repairs, $3,000 worth. >> i said i didn't have a leak before. and now i do. so i think you should fix it. and he said, no. >> diane filed a claim with the city, which handed the case off to its contractor, vsi meter services. the contractor directed her back to the city. >> they were kind of playing hot potato. let's see if those guys will take it.

let's get a final check of our accuweather forecast now with lisa argen.e in the bay area this morning? >> yeah, the seventh consecutive month, carolyn, we are talking temperatures below normal. cloud cover due to a system to our south. that will provide partly cloudy skies. we also have the low clouds and fog. possibility of a thunderstorm, santa clara valley, the diablo range and temperatures held down. mainly in the 60s and 70s around the bay. we are talking just a few low 80s, danville and livermore. 50s romaine along the coast. this is around the san joaquin valley. we have a little bit of moisture and with the heating of the sun and this area of low pressure i've been talking about, could see some thunderstorms drift up toward southern monterey, santa clara out there. so be mindful of that. then it should be a nice afternoon. partly cloudy for the most part. >> we want to get to that story we were telling you about, what is a hero for the san francisco opera. it's a man who saved thousands of lives in the world trade center but he did not survive. bu
