kpix 5's lisa chan live in the newsroom on the ordinance that could either clear up confusion or cause it. lisa? >> well, anne, this special meeting during the berkeley city council summer recess was just announced yesterday. they will be voting on a new ordinance to raise the city's minimum wage. now, under this new ordinance it would go up to 13.75 in october of next year. and up to $15 by 2018. this new ordinance is intended to keep voters from getting confused about two measures on the ballot. measure bb wouldn't raise the minimum wage to $15 until 2019. measure cc is more aggressive and would raise it to $15 by next year. the ballot measure versus divided the city council, labor leaders and small business owners. one said he can't afford employees at all. >> in order to have employees, you have to have workers' compensation insurance, you have to have all kinds of other things that add to the price of whatever you pay the employee. >> which is why some say there needs to be a state law. in march governor jerry brown announced a deal to bring the statewide minimum wage to $15 by 20

lisa chan is following the case joining us live from the newsroom. lisa. >> reporter: gurbaksh chahal will be sentenced in san francisco today. he was once called one of america's most eligible bachelor's. by the time he was 25, he sold two advertising companies he founded for more than $300 million. but he got fired from his ceo job at the tech company radio one for assaulting his girlfriend in 2013. he pleaded guilty to two misdemeanor assault charges and paid a fine. he originally faced 47 felony assault charges for the incident because there is video of him hitting and kicking his girlfriend 117 times and trying to smother they are with a pillow. the video was inadmissible because it was illegally obtained by police. >> because we were left with no witness and no video. that's disappointing on many levels because this is the kind of case where you know, you have significant levels of domestic violence. >> then in 2014, chahal is accused of assaulting another woman which violated his three- year probation. this time, the judge will allow the video

lisa chan is near the scene.>> reporter: a lieutenant told us the victims are brothers, officers have blocked off part of eighth street while they investigate the double homicide. investigators were called to the scene at 8:45 last night. there were reports of numerous shots being fired, police say when they arrived they discovered two male victims each suffering from at least one gunshot wound, one of the victims died at the scene the other was taken to a hospital where he died later. >> the victims are related, tragically they are brothers. they have family that lives in the neighborhood. more details beyond why they were here, i'm not sure. >> reporter: police don't know what led up to the shooting or what the motive was, they believe the suspect drove up in a car and fired numerous shots, so far no suspects have been identified or taken into custody. someone did leave a candle near the scene this morning, this double homicide marks the 32nd and 33rd homicides of the year. anyone with information is asked to contact police. live from san jose lisa chan, kpix 5. >>> police are inves

kpix 5 reporter lisa chan shows us how much it could go up. >> reporter: today the becker city council are vote on a new ordinance that would raise the city's minimum wage to $15 an hour in two years. it would also increase to $13.75 by next year. this is intended to keep voters from getting confused about two dueling measures on the november ballot. measure bb wouldn't raise a minimum wage to $15 until 2019. measure cc would raise it to $15 by next year. so this ordinance the berkeley city council will vote on a compromise between the two measures. the issue divided the city council as well as labor leaders and businesses. berkeley's minimum wage is currently below emeryville and oakland at $11. in october, it goes to $12.53. oakland is currently at $12.55 and that will increase january 1. emeryville is at $13 an hour for businesses with 55 or fewer employees and $14.82 for businesses with more. if the berkeley city council passes the ordinance today, they want voters to reject both measures on the ballot in november. in the newsroom, lisa chan, kpix 5. >>> the federal reserve inching
