>> not great, whit. not great. we're not doing their highlights today for a reason. >> good sport about it, though, i appreciate that. >>> we start this half hour with the vaccine mandate battle involving one of the country's largest police forces, the feud heating up between the mayor of chicago and the city's police union and the union claims there could be few officers left to patrol the streets. nbc's zachary keisch is in chicago with the latest. >> reporter: good morning to you as well. it's a contentious issue. the clock has literally run out in chicago. officers had until midnight to be in compliance. on the line, public safety as well as public health. the union says roughly half of their 12,000 members could be impacted. this morning a court battle and public dispute playing out in the windy city. chicago's police union dismissed the vaccine mandates. about half of chicago's force, the second largest in the country are impacted because they've opted not to get shots. >> what we've seen from the fraternal order of police in particular the leadership is a lot of misinformation, a lot of half truths and frankly flat-out lies in order to induce an insurrection. >> reporter: overnight a judge issued a temporary restraining order against the police union president, john catanzaro. the order stops him from making public statements telling members not to report their vaccination status. the mayor requested the restraining order after he publicly urged officers to defy orders. >> any sergeant, lieutenant, cptain or above who gives you an order to go in that portal is not valid. you are able to refuse that order. >> reporter: police who say they are not vaccinated can opt into testing or apply for an exemption. the city announcing those who do not abide by the rules will be 34r5is placed on a no-pay status. the police union has filed a motion to dismiss the mayor's complaint. >> if this mayor doesn't stvi t police and start focusing on public safety, you are going to have a rash number of retirements in the very immediate future here. >> assuming departments are going to lose a percentage of their workforce if these orders are found to be valid, they will have to find a way to manage through it. >> reporter: the mandate clock is running out in other major cities across the country. a group of raleigh, north carolina city employees, including police officers are threatening to sue the city over their vaccine mandate saying it discriminates. a similar mandate in seattle is causing staffing shortages, union leaders saying the decision should be part of labor negotiations. and in san francisco, 120 officers jobs are in jeopardy for failing to meet those vaccine deadlines. >> it's going to affect every district station in the city. >> reporter: the mayor says it will be at least until monday before they are able to gauge who's in compliance. it's worth noting that covid has killed more police officers over the last year than any other cause of death. 62%. linsey? >> staggering number there, zachary, thank you. >>> joining us is abc news contributor and former nypd chief of detectives, mr. robert boyce. welcome, chief, always good to talk to you. zachary mentioned chicago's mayor sued the police union president over his stance on the vaccine mandates, and he's mentioned it in a veiled threat, a sizeable part of his force is eligible to retire at this point. what kind of impact is all this having on the state of policing in chicago right now? >> well, it's exactly what chicago doesn't need right now. they're in the throes of a terrific, horrific i should say crime, violent crime spike and that's what we're seeing now. the people of chicago don't deserve this and neither do its police officers. this pitched battle between him and the mayor, the saber rattling back and forth needs to stop. and what i see right now across the nation, everywhere. but there is no need for noncompliance in going to a portal. i don't see the problem there. she's already backed off and said you can have testing so i think there's some room to play here. but not to show up, i believe the police officers will show up to work. we'll revise hit it on monday and hopefully go forward in a more coordinated fashion. >> as you say, this is happening everywhere, other cities are going through similar issues with vaccinated city workers. the sheriff of los angeles said he will not force his employees to get vaccinated as required by mandate. how do you think this is all going to play out? lisa abramowicz. jonathan: earnings season just around the corner. from new york city, for our audience worldwide, good morning. this is "bloomberg surveillance ," live on tv and radio. alongside tom keene and lisa abramowicz, i'm jonathan ferro. your equity market positive 0.1% on the s&p. earnings coming tomorrow. tom: i am going to say it is a modest pullback over the last number of days. i did the chart for francine earlier this morning. we are basically at a july 21 level, and we have to reset. it begins tomorrow. jonathan: the market worried about higher interest rates and supply chain issues. a haven so far over the last couple of months. the banks have been rallying hard going into numbers tomorrow morning and through the rest of this week. tom: the banks talk about recovery and use of cash. that will be a huge part of the discussion, not only the banks, but everybody else. what i see more and more is there simply two camps looking at the same narratives and saying we are going to get over this fear. others saying they have a persistency that is unmeasurable. jonathan: up 10% on the kbw banks index since september 22. that is quite a run. lisa: how much is it predicated on a steeper yield curve, and what happens if we do not get further steepening? this is one of the ideas, that we could see some pressure if we don't see loan growth, if we see consumer pessimism and the yield curve does not steepen. jonathan: that's the issue. what is behind the right move? can you get -- the rate move? they are the questions a lot of people have got increasingly comfortable with. lisa: meanwhile, you have higher fixed costs. junior salaries have been going up so much. this is eating into the bottom line, and people are expecting the baseline costs to go up significantly. jonathan: it is a point of tension. lisa abramowicz is back. if you missed the previous hour, don't worry about it. yields down a couple basis points. in the fx market, euro-dollar unchanged. crude still north of $80. got to get used to that. $80.90 on wti. tom: i am not used to that yet. jonathan: can you get used to that, lisa? lisa: i haven't been driving as much, but i

[laughter] >> two east fake kayakers decided to have some fun after the storm flooded the streets. you can hear her just cracking up in the background. at one point, car drives five, creating some waves the kayaks. start paddling. that is when michelle yells out if i had a jet ski, i would join you. and they weren't the only ones with this idea. a couple of kayakers were also spotted in the north bay. this video shows two people in a kayak waving to one coming traffic right there. got to make the most of the tough situation. this flash flooding was really intense for some folks. mike: it was january 2017 the last time we saw something that widespread. this storm will probably go down in the north bay is probably a five on the impact scale, which would be the first one ever. we will take a look at that as we get away from the storm. we will talk more about the winter storm warning. these are fat flakes falling up in tahoe. that is just the other end of the storm. excuse me a second, the computer has been giving me fits all morning. i will see if i can get it to work in a different way. there we go. you can see we can actually see the western span of the bay bridge. we can almost see all the way over to the east bay, which means the intensity of the rain is starting to taper, at least temporarily. for sure, the worst of this is over. with that chance of scattered showers and thunderstorms, some localized flooding and wind damage is still possible. that chance of that will linger through at least wednesday morning. here's a look at that record-setting low. it was the lowest pressure ever in the eastern pacific and the record-setting rain it brought us is continuing. let's assume on down and show you the transition. moving right over san francisco and the bay bridge now. are going to jump ahead. we already showed you future radar for today, so i want to show you starting admit that tonight. as we head through the morning commute and up until noon, showers are going to redevelop across part of the north bay and flight southward during the afternoon and into the evening hours. very light, very scattered, but they are still there. all the way through the morning commute, especially in the north bay. wednesday, lots of rain going to drop. up to 15 100s of an inch of rain as possible and very few areas will receive some. today, you can see around 60-64 degrees. tonight, significantly cooler as we fall back into the mid 40's to mid-50's. date. how about that, sunshine and slightly warmer temperatures. thursday, friday, saturday and sunday, partly cloudy with 60's and 70's dark out now we want to get you updated on some other headlines. this can be the week when federal regulators give the green light to vaccinate children ages 5-11 for 19. if authorizations happen this week, dr. anthony fauci says kids in the age group will start to be vaccinated by early november. 28 million american children are in this age group and they could get a pediatric version of the pfizer vaccine given in two shots two weeks apart. >> as soon as we have both the fda authorization in the cdc recommendations, there will be vaccine out there so children can start rolling up their sleeves. >> the cdc is also sharing this alarming statistic in a push to get the remaining 64 million eligible americans vaccinated. there are more than six times county schools are closed today because of the storm. you can see them on your screen right now. we also have them at the bottom of your screen. >> number seven, if you're in san francisco today, be careful. the storm caused trees to fall all across the city and there is expected to be cleaned up this morning. >> there was a vigil for the cinematographer shot and killed on a movie set. crewmembers are also talking about that tragedy. >> this morning's gna first look, new details on the tragic shooting of halyna hutchins. the first eyewitness descriptions of the moment alec baldwin of today. while we have downgraded the storm to a one, there are still going to be some issues to deal with. through the altamont pass, pass, can see the scattered heavy cells from oakland and piedmont and alameda all the way down to hayward across the san mateo bridge. right around sfo. we've got to keep an eye on that and hope that nothing let's go. down in the south bay, light to moderate steady rain falling. notice in the north bay, the shield is much smaller and not as intense, but that is the potential for some scattered showers the remainder of the morning after the steady rain. it's taken look at future radar. this is the next six hours. you can see how quickly the showers move off. around 8:00 or 9:00, they are exiting the south bay. the left side of your screen, those are the scattered showers toward the lunch hour. don't be surprised between those two that we see a little bit of sunshine. that would be nice to help dry things out a little bit before the next showers role in. we had so much rain, the fourth wettest day ever in san francisco. what else are you seeing up there? lisaedible, i am still digesting all of it. we do have some rainfall totals to show you and give you perspective. on going to get my clicker. we had over 16.5 inches of rain up in the north bay. things are certainly settling down there in the north bay. conditions, as you said, are still going to be a little bit dicey. i can tell you with four inches in oakland and over 5.5 inches around ben loman, we are certainly looking at a day when things are certainly going to be remembered. here is my mouse. let me just show you this. three inches over in palo alto. about eight in santa rosa. lake tahoe, we are talking about a heavy, wet snow with changeover from snowing around the airport terrain. we are talking the worst weather of the next several hours with two or three inches per hour. we also have a high surf warning, up to 30 feet. a lot going on along the coast. wind up to 40 miles per hour in the upper elevations. around mount hood, 35 miles per hour. it is chilly, we are behind the system

it's like there is no way out of this. >> reporter: i met with a group of high school seniors juggling the pressures of environment while also pursuing a college education. >> this should not be -- this should not be normal for us. >> i don't walk to school or walk back. my mom makes me drive. >> the environment is a hostile environment. it's a war zone. >> reporter: since 2015, more than 10,000 people have been shot in philadelphia. 3 out of 4 of those were black males, and in just the last year, black males made up more than 80% of the homicide victims in the city. >> i've lost a lot of great friends. i've lost family members. >> reporter: experts pointing to a rise in gun sales and the stresses and pressures associated with lockdown. dunn is now calling on city leaders, telling me he has not seen a legitimate plan for change. >> what do they not have in common is the color of their skin, and students should not have to fight to change systems. it's not their responsibility to fix it. >> reporter: since july, more than 350 participants have joined therapy over revenge, a program designed to teach teenagers and families the skills for grounded decision-making and coping mechanisms for loss. >> they're at a point where they're afraid to go to school or they're afraid to even leave the house and if they are not afraid or pretending like they're not afraid, they're going out and they're armed and ready for war. >> reporter: the students showing incredible resilience and desire to relish in the good, but they say they have been hardened. >> for us it was to not show weakness. being able to tell someone how you're feeling is kind of like should i trust you? >> you have to think about, what can i do to make sure that i'm not in that situation, or what can i do to make sure that my future and my life are set so i can get out of this city. >> reporter: i was really moved by the strength of those youngsters and their connection to the principal. they're working so hard that college is a part of their future, and that was always not a reality. the root causes are difficult to identify but there is a common thread. all these communities are a part of red lining, a kind of social engineering led by the government to not only segregate, but cut off those communities from credit, the kind you need to buy a home or build a business, the life blood of any neighborhood. whit?
