lisa robinson joins us with reaction from the family of the boys attacked years ago. >> dominate was a fifth grader at the time. his father says he feels good about the court decision. it is something he was pushing for. >> i am absolutely elated, because it puts the responsibility on the owner. >> he is talking about a ruling made last week by the court of appeals. the decision clears the way for the lawsuit against the owner of pitbull that attacked his son dominic to move forward. in filing a claim, a person does not have to prove the dog had a history of being dangerous. >> my goal was to do something that will allow everyone the best of both sides. for us, it would allow folks to have recourse. >> he says dominic was 10 years old at the time of the attack. he had gone into towson alley to help a friend who was being attacked by the pitbull, which ended up coming after all three of them. two of them escape, but the dog got hold of dominic. >> it conjured his femoral artery. -- punctured his femoral artery. >> doctors at johns hopkins were able to save his life after a five-hour s

i'm lisa robinson. it is 7:25. police at the university of baltimore investigating a series of cell phone thefts on and around campus. four incidents reported since the beginning of the year. thieves approach students asking to use their cell phone to make an emergency call. once the student hands the phone over, the criminal take off with it. cell phone thefts are on the rise across the country. >> thief rs usually after the phone for the quick sale. >> in some cases thieves are using the phones to -- for identity theft. >> police want to know who recently torched a speed camera. this is what the camera looks like now after being set on fire overnight. police say it will be investigated as a first-degree malicious burning. no word on the suspect at this point. >> officials say residential customers will receive a $100 credit on their may b.g.e. bill as part of the exelon merger deal approved in march. the credit will be automatically applied to the bill at the end of next month, and if your bill is less than $100

i'm lisa robinson. it is 7:25. here is a look at some of our top stories. carroll county investigators are trying to determine what started a fire inside a barn in westminster. it broke out just before 10:00 last night. we are told it took about 100 firefighters and a little over two hours to get that fire under control. officials say the barn was used by the westminster rescue mission. it was destroyed along with two other structures. >> the roof on the barn collapsed early on. the fire department went into a defensive mode basically monitoring the out-buildings and, you know, keeping the fire contained into the barn. >> it is a sad sight to see. everyone in the town is getting together just to see it because it is so uncommon in carroll county. >> officials say no one was inside the barn at the time of the fire. >> a maryland man that plotted to bomb a maryland recruiting center will spend 25 years in prison. a judge sentenced antonio martinez in u.s. district court in baltimore yesterday. he plead guilty to arming a car bomb in front of a recruiting cent
