livingston who is between jefferson and sherman.han jefferson, and on the far side, benjamin franklin. the committee chose jefferson to write the declaration. the committee met, probably talked about the format and what it was to look like, made clear to jefferson that he was not to introduce a lot of new ideas but he was to explain independence in terms that the americans understood. jefferson wrote the document very quickly. probably within three to five days, probably working here and there around the congressional sessions, maybe skipping a couple congressional sessions. and unlike most of my students, and he beat the deadline. [laughter] he got the declaration and on june the 28th, a couple of days ahead of time. so remember when we started, i said that john adams wrote to archibald on july 1, and he said today is set up for the greatest debate of all. and that was the date that congress had set aside for this. so the debate began on june the first. dickinson was the first to speak. i forgot to show you. this is a jefferson, an

livingston from new york, who also spoke against independence. you might think this would be the political death knell for these men that think again. dickens and went on to serve in the constitutional convention and as a u.s. senator. wilson served in the constitutional convention and as a u.s. senator and george washington appointed him to the supreme court. and a rock ledge became a governor of south carolina and livingston, the chief judicial judge of new york who ministered the oath of office to washington when he was inaugurated as president. they were answered by radicals and at the end of the debate, congress decided not to do anything immediately other than a point with the congressman called the committee of five and that committee was to draft a declaration of independence, and the committee was instructed to submit the declaration on or by july 1st so they get three weeks. the committee met and as best we can tell the record is sketchy and contradictory but as best as we can tell, the committee turned to thomas jefferson, the tallest

we're hearing reports in livingston, parish, which is north of new orleans, east of baton rouge, a small town called springfield, where we've heard reports already. we've been told there's water creeping into some homes. a small community there. so we will see a lot of that. not just along the gulf coast towns, but also as this storm moves inland, there'll be great concern. this is a massive rainmaker, from the coast of louisiana and into the panhandle of western florida as well, so this is a storm that can bring a lot, a lot of rain. and it is a slow-moving storm, t.j. that means this will be dumping a lot of rain in the same place. so that will be the concern. and that it will depend on the conditions where particular people live and what's prone to flooding and that sort of thing. that's what we'll watch closely. here in new orleans, in the french quarter now, t.j., we're within one of those bands, waiting for the next bands of this storm to come ashore here, and it's actually stopped raining. so it's quite nice and people walking around and taking everything in stride here. we've see

the heaviest rainfall is rota rotating north of lake pontchartrain in walker in livingston parish.e have flash flooding up there. south of here they have mandatory evacuations in jefferson parish because of rising water from all the rain. symptom areas like over in assumption parish, they've had over seven inches of rain measured. some of the rainfall estimates are upwards of 7 to 8 inches. meanwhile the storm, tropical storm lee, the center is just off the coast drifting north-northwest at 7 miles per hour. it will make landfall later on today, but it's a slow process to get through louisiana. the good news on the back end is this moisture is heading up towards alabama, mississippi, northern parts into tennessee and even georgia. these areas are in desperate need of rain, much like here, although as they say too much of a good thing too quickly is not great because we've had the flooding issues. as far as new orleans, doing okay. we're not getting the rainfall rates it would take to cause an issue with the water backing up in a city already underwater or i should say below sea lev

louisiana now, where entire communities are surrounded by water, flooding is a major problem in livingston parish. tropical depression lee, leaving behind a real mess there, and even though that storm has been downgraded, forecasters say it continues to be a big problem. look at all that water. and we have a new tornado warning for some folks as well. our meteoromostna in the fox nes extreme weather center with more on that. >> reporter: jon, that's right. we have a brand new tornado warning for north kaeurbgsz knot of raleigh, including the county of warren. that's in effect until 30 past the hour. so you know the drill, guys. north carolina, a state that's unfortunately way too familiar with tornadoes, if you live in warren county, seek shelter immediately. there could potentially be a tornado on the ground now or very short hrefplt there's a risk for severe weather. you mentioned lee did touch down as a tropical storm across southern parts of louisiana and now that storm system is headed towards the northeast, for more heavy rain in this region, expect to see flooding, we also mentioned
