liz jackson is the person that has been one of the instrumental people that has been supporting some of the day-to-day work there at the center. >> thank you. good afternoon, commissioners, board of supervisors. i'm the executive director of program development with the ymca in san francisco and branch manager with urban development services ymca. first of all, let me thank you for your continued interest and support of the truancy assessment and referral center. we have been working since january to come up with a comprehensive strategy and plan and have actually begun to launch a pilot that my colleague, the director of the tarc center, will give you more details about. we have worked collaborative with the school district, the police department, the youth program urban services, ymca, juvenile probation, and the d a's office to develop a pilot that was launched late april through the end of the school year, and we targeted this pilot with two communities that contributed most to the chronic and habitual truant to population, and that was in bayview and the western addition, so wit

i had a couple of questions, and this was also for liz. you had talked about some of the top issues that have come up the cause students to be truant, whether it is insomnia, being victims of violence, bullying, worrying about safety. can we start collecting that kind of data? >> i think that was in their capacity and they are going to document it. commissioner kim: are these actually the top concerns or issues, obstacles that our students are facing the cause truancy? >> specifically, some of the top ones are the transitioning from eighth to ninth grade. that has been a big one. also being so far behind in their work they do not feel prepared or motivated enough to go back to catch up. those are among the top ones that are coming up for the kids we're working with, and we are actively collecting that information, and as we continue to report out, we will be reporting that information because we feel it is very important to be able to identify what specifically those barriers are so we can restructure how we do our work with and our progra

you have to initiate a street parks program and talk to liz and she will help you about what's possible. what springs to mind is shotwell avenue in the mission. jane started a nonprofit called plant sf. they it quality of life issues on their street. they have a 24 foot sidewalk great for parking your cars. that's what people did on shotwell in the evenings for the purposes of prostitution. people would park perpendicular. the neighborhood became a parking lot for prostitution and there was dumping and drug use and it was driving people crazy. she figured out we will make lemonade. the kicker was in the floods of 2002 in the mission and she woke up in backed up sewage. twin peeks down the hill backed to the mission. see realized that we are relying too much on the city's storm water system. if you open up -- there is no reason to have the concrete and shoving the water in the storm water system i

i was lynching to liz mc gill saying they are building social capacity and having parties and some laughed but that's how you build community. it's coming together. if there is no other way because we are more than bricks and mortars we are people and social. you want to encourage this new leadership. this is one of the things that after the storm when i held the first general meeting in broadmoore in january of 2006. we had over 600 people show up in prekatrina i had 75. we embrace our new residents stepping up to the plate to get involved. we appointed new folks that had not been around before but it aided us in our ability to help ourselves. so i encourage you to always want to and try to expand that circle of inclusion to make sure that you are representative of the diversity that exists within your neighborhoods. this will help us jump start recovery. i don't want us to think that oh , this happened to new orleans and this is not a part of our reality today. but as i mentioned earlier, we are vulnerable, we all are. and hurricane season for new orleans and louisiana come once a year.

. >> my last question, and this is related to some of the stories you and liz were talking about, what has been successful? what are some of the success stories that we can model the in terms of having them catch up in credits, transitioning back into school? what have been some of the models that are actually working? i'm just curious as to what you have found has worked. >> i will be honest -- when it comes to working with truant students, it is very individualized. no one stood in is the same, and what works for one, so there is a need for people working with trichet students to be creative and have the resources to address the issues, and a lot of things that have worked for us is the parental involvement. that has been a big piece. we worked a lot with the parents to engage them in the process. with this case management services, that has been a big piece. being consistent, that long-term support. all of those things that we already know to do, those are very key. we're working very close with the schools and developing relationships with those teachers and those administrators. t
