liz dahlem joins us from the scene where a memorial is growing. >> reporter: good morning. this memorial behind me, people dropping off candles, leading messages and prayers for the officer, officer randall holder and his family. a couple hundred feet away from here, nypd investigators are still searching for the murder weapon. dive teams spent hours scourings the east river near 120th street for the weapon used to murder officer holder. investigators believe the suspected killer, tyrone howard, through the gun into the river before his arrest. yesterday howard was in court for a previous drug charges and faced the judge to allow him to go to a drug diversion program instead of jail. back in may the 30-year-old pleaded guilty to selling crack cocaine but judge patricia one has decided to put off howard's prison sentence if he spent 18 months in a rehab clinic and six months in outpatient treatment. in late august howard stopped showing up for the program and judge one has issued a warrant for his arrest on september 17th and as you know just a few weeks later this incident

liz dahlem is here with their story. >> reporter: good evening to the both of you. it's been a long journey for the family. they fled syria four years ago. the four paid smugglers to take them to jordan. they lived in multiple refugee camps. no electricity. no running water. they left it all behind once the u.s. government approved their refugee status, boarded a flight to newark with nothing, uncertain of what was in front of them. >> i was thinking, like, what am i doing right now? what am i getting my family into? you know, they've been -- suffered through all this. am i going to make them suffer more, 18 hours of flying and my i put it in my mind and i made up my mind, that's it. i'm here and i'm going to get acclimated and start my life new. >> reporter: he is speaking through an interpreter. the family is living in a three-bedroom in jersey city. they have received a lot of help from the organization church world service. we're going to have their full story and more about what it's like for a refugee to get into the country. that's all tomorrow night at 5:00.

liz dahlem has more on the investigation from the scene. >> good morning, greg and rosanna. police are trying to figure out the details as to exactly what led up to this mother of three's death, and we are on 16th street between seventh and eighth avenue, and this is the entrance to the building here, 223 west 16th street. there is a police officer in front of the property guarding that entranceway where this dermatologist's body was found in the vestibule of that building. she was pronounced dead at lennox health medical center, and according to the post, she had been out partying with friends, was first bar hopping on the lower east side and ended up in this area sometime later in the evening. surveillance video reportedly shows two men carrying her down the stairs of the building to the lobby. was questioned but released without charge. her husband was also interviewed by the police, and investigators do not believe he was involved at all. back out here live, we're told that an autopsy is pending, and we're also told that this woman was just 38 years old, again, a mother

let's go to our reporter on the scene, liz dahlem. what is happening? >> reporter: the times square task force met yesterday and have decided that the top less ladies and those costumed characters are not going anywhere anytime soon but one significant change, there will be more police officers patrolling this area. commissioner bratton says that number will go from 46 officers to 107, more isn't double, this plan but also split into different activities. the idea was to ban those topless women and characters from asking people to take characters for tips the times square is considered a street and because of first amendment issues commercial activities and performers cannot be banned from this area. commissioner bratton originally suggested tearing up the plazas altogether but the mayor created a task force to come up with other solutions and it seems the times square alliance is pretty happy with what they have come up with, they sent us a statement saying, quote, we are pleased the administration has endorsed and supported key elements of the communi
