i'm liz kreutz. let's get straight to the weather center where lisa argen is tracking this rain.a: good morning. we had a strong cold front go through while you were sleeping at about 1:00, 2:00 in the morning. we are behind that system, but it dropped anywhere from one third to half an inch of rain with about 100 lightning strikes throughout much of the bay area. in the north bay, there is snow. snow on top of mount tam in the east bay. piedmont, highway 13, and a mix of snow and rain from mount hamilton down to san martin. but as we look at the winter weather advisory, all the locations above 2000 feet from tampa to mount diablo is looking at snow through about 4:00. it is breezy, snowy and slick out there even though you are seeing some sunshine. a level 1 system with snow levels dipping below 2000 feet, a slight chance of a thunderstorm. those humorless clouds show you an unstable atmosphere. 46 downtown and a look from our exploratorium camera where it is in the mid 40's in santa rosa. cooler behind the system, a little breezy, and san jose, partly sunny skies. some scattere

abc 7 news anchor liz kreutz is here with the impacts. liz: president biden insisted today that taxpayers will not be the one bailing out these banks. he laid out his plan while also ensuring americans that the financial system is stable and that people should not be worried about their own deposit. but of course, the sudden collapse of these blanks hat -- banks has raised a lot of westerns and concerns. pres. biden: americans can have confidence the banking system is safe. liz: it is an extraordinary step by the federal government, president biden saying his administration is stepping in. pres. biden: no losses will be borne by the taxpayers. liz: how exactly will that work? we asked finance professor matthew faulkner to break it down. prof. faulkner: this is not a bailout. liz: what the biden administration is doing is said -- instead is imposing an assessment fee that will require every bank to pay a fee. those fees will cover the losses. pres. biden: instead, the money will come from fees the banks pay. prof. faulkner: the u.s. banking

i'm liz kreutz. we have team coverage this morning following this storm. cornell barnard is in marin county and meteorologist lisa argen. lisa, let's start with you. lisa: we are looking at scattered showers. live doppler 7 in the north bay and that has been the last couple of hours. highway 1, bodega bay certainly wet, but further to the north, granville, highway 116, little more water and we do not need it. anywhere from one third to a couple of hundredths. here is where we have the flood warning the next hour or so. else where the flood watch has been discontinued for the bay area but for the delta, looking at excessive rainfall. it will be in the 50's today. scattered showers today will be the less rainy day and look at that feathered friend saying hello. by the afternoon we pick up on a little more rain through the overnight. we will talk totals and a rainy oscar sunday, as well as the atmospheric river moving on in monday night. liz: thank you. people in the north bay are cleaning up, drying out and assessing the damage after getting hit by the storm

liz kreutz has the story. z: this is what it looked like in mendocino county as rescue crews made their way up this road to help three people stranded in the snow. one woman spent three nights trapped in her car. it happened in lakeville -- in laytonville. a woman was attempting to drive to her elderly mother when she got stuck. she had no cell signal and couldn't call for help until more than a day later. >> she was stuck in snowy conditions and had been there since about midnight. liz: because of the treacherous conditions, it wasn't until monday that first responders were able to reach the woman. thankfully, she had food and water in her car. still, she was very cold and showed signs of dehydration. >> she was nearing the end of that sustainability, had we not been able to get up to her yesterday with all those coordinated efforts. liz: of the woman had driven up with her daughter and her daughter's boyfriend. the young couple decided to seek shelter in an empty home a few miles away. they were also rescued

live in novato, liz kreutz, abc 7 news. ama: thank you. to the south, santa cruz county has been the hammered by our recent storms, and today was no different, with the rain and intense winds hitting the region. abc 7 news zach fuentes joins us live with more. zach? zach: when we compare thanks to earlier this year, today's storm was pretty mild in comparison to those, but the rain and winds were intense at times. it was painful to stay outside in some areas of santa cruz county, but that did not stop a lot of people from coming outdoors. santa cruz county has been one of the areas hit over and over again by storms since the start of year. . impacted not just to the -- the areas impacted not just limited to the coastal areas. >> my mom has evacuated. zach: even roadways giving out, and at some of those areas, partial road closures are still in effect. and others, like this portion of main street that washed out weeks ago, temporary fixes are the only thanksgiving the residents access to the rest of the community. all of these new impacts o

i'm liz kreutz with lisa argen. lisa: we have cranked up the storm impact scale to a level two as strong thunderstorms moved across the peninsula into the east bay. we have had reports of mudslide on highway one near moss beach. redwood city across the bay. as we go toward the east, heavy rain from pleasanton to dublin and we will continue to see this track to the west and the north bay has been more quiet. there advisory from the peninsula, half moon bay through pacifica. certainly some problems we have not gotten into the very heavy rain that is expected in the next 30 hours or so. this is all just preliminary. we will be watching this and tracking this for you liz:. -- for you. liz: eight people have died after two small fishing boats capsized off the shore of black's beach. rescue crews from multiple agencies responded shortly after 11:30 last night. the victims were found in the water near the overturned boats and had to be dragged to shore by lifeguards. border control is helping to investigate this incident.

liz kreutz is looking at some of the changes coming to san francisco. it is complicated. >> we have heard from a group of people who are confused what exactly the end of the health emergency means specifically for certain pandemic-related policies. to be honest, it is confusing. we asked the city about what this means for food benefits and say pay. here is what we learned. it's hard to forget march of 2020 -- >> we direct a statewide order for people to stay at home. >> three years later, the statewide state of emergency for covid-19 has officially come to an end and along with that the public health emergencies and several bay area counties including san francisco. >> we are about to deliver a letter to mayor london breed. >> the cofounder of marked by covid, a group advocating on behalf of people impacted by the pandemic. numbers of the group into city hall to demand more answers on what the end to emergency declarations means for certain protections. >> infections, food ban time off, all of these protections remain in place. >> will they? according t

i'm liz kreutz. new video this morning shows flooding in monterey county. been forced to get out of their homes as floods, overtake city streets, buildings and neighborhoods. this happened after a levee broke along the pa harrow river early saturday morning. right now, more than 8500 people are waiting for the floods to subside so they can get back home as soon as possible. the monterey county sheriff's office says it has made nearly 90 rescues over the past day in the north bay neighbors are cleaning up from the last storm and are now getting ready for more flooding. their rain hit moran on saturday and roads were very slick in mill valley crane helped clean up a 50 ft oak tree that crashed into a home tree removal. experts say they've been slammed with calls in sonoma county streams are running high with another 3 to 7. inches of rain expected fire officials are warning people to prepare for possible outages and again to never drive through flooded areas. and lisa arjun. good morning to you. let's go check out what we can expect in the coming days. alrigh

anchor liz kreutz has the story.o county as rescue crews made their way up this windy rural road to help three people stranded in the snow one woman spent three nights trapped in her car. they were very lucky. it happened in the town of laytonville right here on spyrock road in the northern part of the county authorities. say a woman was attempting to drive to her elderly mother when she got stuck. she had no cell signal and could not call for help until more than a day. later. wasn't until monday that first responders were able to reach the woman authorities say thankfully she had some food and water in her car still she was very cold and showed signs of dehydration. efforts the woman had driven up with her daughter and her daughter's boyfriend when they got stuck the young couple decided to walk to and seek shelter in an empty home. they had seen a few miles away. they were also rescued on monday authorities say the incident is one of many scary situations happening in mend. no county from the recent snowstorms lik
