liz macdonald is here with a very good story. ems, not public yet, watch out for this as a goes public, an air force veteran in ohio is tracking for six our time blocks but 25 square-mile patch of cities that sees high crime. every car that is stolen, and netflix snatched, every purse that is stolen or car hijacked or business that is robbed the, the surveillance technology you can rewind, sort of like surveillance with tivo. this is being test driven in baltimore and dayton as well. this is a story for the judge because what about privacy issues? stuart: i would guess so. if it works -- liz: their test driving and working on it and it seems to be working right now but they are saying privacy is not any issue because you can't use it to. to people's homes. we will see but this is the trend that will take hold across the country, crime-ridden cities using over 6 hour block surveillance. stuart: let me update the story on ukraine which hurt the markets, the white house net saying it will not provide legal assistance to ukraine. they

so we have liz macdonald on this. >> yes, what is it noxious about this whole thing, and i'm sorry toe rationale. the rational from the state legislators say driving is just like picking up your garbage or getting water. it's not like a utility. what about the poor people they can't afford to live in a city in north carolina and have lived outside of the another have to pay a by the mile to drive in to work? i do think it's really unfair. >> what do you think? >> north carolina doesn't have a negligible gas tax. that is probably fifth or sixth in the country. behind places like new york and connecticut and california. my question is where is the money going. and every time they keep asking for more, how do we know that they will appropriate at? >> we need this infrastructure, whatever they are talking about, any of these other states, show me what you have done collectively in states and across the country. we spend billions on this because as far as i can tell you get better than $100 billion per year to cover this stuff. everything from the state and federal level. did you know that

liz macdonald is with me. that looks to me like a flat out smoking gun against lois lerner. l that shows not just the irs working with doj and the federal election commission to talk about that to not only target tax-exempt groups that may be conservative but prosecute them. that is a big deal. what we are talking about is why lois lerner is pleading the fifth, possibly why eric holder will not appoint a special prosecutor because it shows conflict, also shows that what if the house panel did not do these committee hearings into these targetings? what if they did not do that? the department of justice prosecuted these nonprofits, that is a big deal. the other fallout too is we always talked about the keating 5, conflicts of interest, the keating 5 taking money back and forth, we are calling this the irs 10. there are senators and congressmen who are pressuring the irs to do more to stop politicking and campaign expenditures that they thought were not in line with their own way of thinking to. that is the big deal. what we are talking about is not just al franken but senator s

liz macdonald right here.day with the major average mostly down on the year. do you think this is the column before the selling storm hits us? >> that is hard to say, stuart. i'm not seeing the jitteriness out expect if that were the case. this is probably ahead of earnings. they may prove more resilient than people think. in which case this is probably stable, steady as she goes. stuart: your thoughts on the prediction. >> as a farmer once told me, if you bet on the world ending and you win, what do you win? we will go with the fact that we think some of these things are going to gyrate sideways down here, but ultimately we will see some correction. stocks could go lower from here but at the end of the year we will put 10% on the market. stuart: i think all of us will take that. down year for the market so far. maybe some good companies are on sale right now. what do you say about that? >> i think ultimately i took my stockpicking combine and through some things in there to come up with some things i want to

liz macdonald is on the story. odds that the bankruptcy will be reopened, the bailout reopened to find out what the government knew at the time of the bailout about the safety problems. liz: the victims yesterday in bankruptcy court, fraud committed here, and not just 13 deaths but concealment of the defects by new p.m. not old gm. they are telling the judge get rid of bankruptcy shielded, invoking protection against liability. the u.s. taxpayer paid tens of billions of dollars to bailout gm. stuart: why is it a long shot? somebody uses the word fraud during the bankruptcy proceedings and calls for it to be reopened why is a long shot they will be opened? liz: intent to deceive. literally has statements from gm executive workers saying we committed fraud. we now have evidence the government should have picked up beyond 13, center for auto safety, 303 related to gm and they should have been on top but they didn't. 303 deaths another study said 143 deaths related to air bag failure so the government should have been

liz macdonald here as well. is this recent sell-off in momentum all over again?arities to the early 2,000s. the reason i say that is it this moment people using different terminology than the 99s saying it is a new paradigm shift. it is all about eyeballs. a lot of it is nonsense, always earnings and will always be earnings and these stocks are projected to grow at a certain rate you can't justify most of these at the level they are at today, they are priced for five years in the future of good earnings. i wouldn't be buying them. stuart: dot.com revisited? what do you say? >> in a small way but not like it was in the 2000s. we had some of these firms come and lunch -- evaluation is out of control but not like it was. there was jet fuel behind some of those stocks in the 1990s and darlene 2,000s. evaluations are absurd but we don't have as many. the sell-off will be broad and not quite as broad as it was in the dot.com era. it is small. kind of the same but not really. i am not too concerned. stuart: thanks very much. i want to know about the -- is different this

and liz macdonald is right here. momentum stocks down again today., what do you say? >> i don't think there is capitulation. too early to get in right now. stuart: what are you hearing on the floor right now? nicole: a lot of these stocks down from the recent highs. if you are on some of these stocks, get into a little tricky to time it. heavyweight a few days. but in a few more days may not have the pullback. the answer is yes if you like the particular stock to get it. stuart: what do you think? >> the chatter in the hallways is 40 to 50 more handles to go to the downside this week. it is a technical correction looking for another 40-60. stay away until you see some sort of a bottom or something at the low. stuart: scott, go ahead. some other stocks we are watching clouds stocks writing real high, but not so today, is the party over? >> the party seems to be over according to morgan stanley. 15-50% correction in these stocks, the question morgan stanley is saying, were these valuations up in the crowd, to the fundamental support the valuation? stua
