joining me now and our panel, our very own liz macdonald. we have james freeman from the "wall street journal" and fox news's brian kilmeade. why do you think of this market here? why are we rallying? >> earnings, better than expected. give u.s. businesses credit for continuing to eke out profits even when people don't expect it. melissa: you think it is merger mania? >> that and earnings. what is interesting, melissa, stocks dropping like a stick, ones that ipod last fall. we're talking zulily, chegg are still under pressure. melissa: brian do you make sense of this this or what stock market does about economy and what people talk about their wages and something else. >> where will i put my money to be safe? real estate, i get a bigger house. what happened to a lot of real estate prices? i don't know that is where you will put your money in the long term. so many people told me, not guys james runs with. that is whole different crowd. >> where do you go. >> give it to mutual fund. go buy a stock because i'm not really sure what else to do.

liz macdonald is with me. >> this is a growing problem.dramatically. what happened was this supermarket owner basically was depositing cash. the supermarket transacting in cash. this is scary. he deposits some money and didn't get audited. the irs saw these repeated deposits and figured he may be involved in money-laundering, criminal activities like drug dealers do so usually when you are a small business owner you know the rule is if it is above 10,000 your cash deposit you got to file the report. suddenly the irs will endure bank accounts, as they were not even -- they didn't even know about this until the bank account was empty. stuart: they didn't ask him. they didn't say what are you up to? this looks suspicious. they didn't say that, didn't approach him. nothing. liz: we have the federal government that spends $3 trillion with limited resources now being predatory, not understanding the irs how small businesses conduct their operations. gas station owners, you name it. you have an irs that doesn't know what it is doing going after s

liz macdonald. how big a deal is this?ically is happening is companies are figuring out that, you know what, these governments are not going to stop raising taxes. we need to protect the bottom line. neil: but if you go to a cheaper country, they're saying, well, where's our stuff. >> what is striking about this, the united kingdom became a tax haven. companies are relocating. hmm this whole debate in washington d.c., bring that corporate cash overseas, 3 trillion back, into the united states and create jobs. neil: ashley. >> i completely agree, and he took the words read of my mouth. it is one of those things where it is almost as though the obama administration has vilified business leaders, and you saw that with mitt romney where he became a demon like figure. all of this other stuff. so when you are vilifying -- neil: he has no problem with gm outsourcing jobs. the very same thing. >> exactly. the issue is this money, it makes sense for companies to do that, but at the same time it should be invested back home and coul

liz macdonald has a breakdown. alking unnecessary x-rays, back surgery recommendations, this is an interesting study in the journal, internal medicine magazine, harvard, doctors waited on this study in 2009, but the fallout is unnecessary procedures, a medicare patient and not get certain procedures because there is a crackdown on them. stuart: would the doctor make more money, hate to offer in those terms if they offer unnecessary procedures, the doctor gets more money. is that the nature of the corruption? >> fast food health care, and doctors get a lump-sum, they get to use their lump-sum accordingly, the cost conscious about it. how they get the lump-sum for medicare and follow the cedar sinai model, a pops a screen of 120 procedures that may be deemed unnecessary. go in as a medicare patient, your doctor punches of this procedure it could be deemed costly and unnecessary and you won't get it. those that is what is going on. stuart: thank you. we brought you the story on "varney and company" of companies working

liz macdonald is with the sand and why you producer mark brennan.people give money on kickstart? just a donation. in the case of donating money so those people can become billionaires. dungee feel great about yourself? >> it is amazing the attorney general is getting involved at this little to change capital structure. they got mad, but kick starter guys. they donated money. somebody with the product didn't deliver. now they wanted peace of the action. after the fact, read the fine print. >> i have to say investor beware. i have done a kick starter campaign, got the product. melissa: what was the product? >> i donated to someone who was raising money for a lot contra film and i got that dvd and a film and most of these produce real thing is you get in the mail from these artists. mostly artists and creative people but you have to know there is no guarantee should the government be getting it? i don't think so. it is a business issue. if a kick starter project is going out of business. >> the biggest incentive of anyone to make this work. watch out w

let's bring in our very own liz macdonald, tom sullivan. we have simon constable of "the wall street journal." light volume, what do you make of this market? >> it is creaky. it is -- melissa: making noises you can hear as you go buy or what's the deal? >> what is striking how the 10-year note dropped so dramatically. >> nothing says recovery like the 10-year note rallying and yields going down, down, down. >> argument now which one are you going to believe, the stock market equities or fixed income? which trader? i like the bond traders myself. melissa: who do you like? >> i'm with tom and simon. when you see the 10-year not really budging that to you is telling you that the economy is still trudging along, flat-lining here and in europe. so that's the issue i think. melissa: okay. loose lips of the fed may have accounted for more than 200 million in illegal profits during the ben bernanke era. a new study suggesting that tapering decisions were being leaked early giving some trade arrest huge competitive edge. what do you think about this

liz macdonald next to me in new york. eric holder says no firm is too big to jail.do you think? >> it ought to be. it is, in front of them, this is just more speech for the masses. no question in my mind this is where the size. he is clearly on the porch because he can't run with him. stuart: he's going back to the financial panic of 2008. what do you say about it? >> this is five years after the fact. he is saying some described it is too big to jail. he himself was testifying last year for the senate saying yeah, it is a problem to bring prosecutions against companies too big. he is contradicting himself. if you prosecute a company or a bank, they would lose their license. stuart: what is hurting this market? when we opened up the business today the dow dropped 120 points. now what was that? something to do with ukraine or was it a look back at the jobs report from friday or a look forward to maybe an absence of growth in the u.s. this year? what move the market down earlier today? >> it was more ukraine than anything else. there is a rumor mill running rampant. u
