liza, good morning, thursday april 9. mallicoat. >> i'm juliette goodrich, in for michelle griego. >>> pg&e is too large and has too much money to be held accountable, that's the question that's expected to be the message today as the state puc prepares to vote on a penalty for the deadly san bruno pipeline explosion. kpix 5's anne makovec is live at puc headquarters with more on the commission president's concerns. anne. >>> reporter: the president is afraid that pg&e may simply be too big to operate safely. and it is a behemoth in the world of utilities. the largest in the state. this as the puc is going to impose a record-breaking fine up to $1.6 billion because of this, 4.5 years ago a pipeline explosion in san bruno, killing 8 people, injuring 66 and destroying dozens of homes. the ntsb cited repeated safety failures by pg&e as well as less regulation by the puc in this blast. there are two possible fines on the table, 1.4 and $1.6 billion. one of the caveats that pg&e is questioning is not all the money is earmarked

here's liza with traffic. >> good morning, everybody. we're going to kick off "kcbs traffic" with our first accident of the thursday commute. this problem is along westbound 80 approaching pinole valley road. heads up for this accident possibly blocking one lane of traffic. chp is working to clear it up. we're going to move on to the bay bridge toll plaza where it's looking good. it is wide open at the toll plaza. it's early yet so the metering lights are still off. traffic continues light across the span heading into the city. and if you plan on making the commute to the golden gate bridge, south 101 still looking okay approaching san francisco. we don't have any roadwork or traffic delays for all of marin county. now, we do have roadwork on the san mateo bridge. it's in the westbound direction all the way across the span for about the next 15 minutes or so multiple lanes are shut down for west 92 but you can see from these live pictures traffic is moving along just fine. so despite the accident that we have in the east bay it's looking

liza battalones has traffic. >> it's a mess, treacherous. i was on 280 between the peninsula and san francisco, hydroplaned three times. i was just going 50 miles per hour. so certainly this would be a commute where you're going to want to leave home early. lots of accidents out there beginning with the sunol grade. northbound 680 approaching north mission. it is counter-commute but still blocking three lanes of traffic. this accident involving a big rig which jackknifed blocking three lanes of traffic. you can see traffic very slow approaching the scene. and because of the rain coming down in many areas we are looking at deep standing water with flooding reported in san francisco on the north 101 transition ramp to ease bown 280. two lanes of traffic are flooded. windy across the bay bridge, san mateo bridge and the dumbarton bridge. but the good news, there are no major traffic delays or accidents for the bridges. just give yourself some extra time, slow down. you're going to feel those winds especially if you drive a high-profile vehicle.

[applause] thank you very much liza. i should say that this nice title of the book was not my idea. it was li z-a's idea. she is a good woman. and thank you all for coming. and thanks to the board chair of the brennan center who donate. bought. and donated the books out there. which are available and are being given away. i want to start with a confession about my work on the church committee. i did not pay very much attention to the secrecy when i was worker to the church committee. i paid attention to secrets. my drive and my push was to expose as much as we could to make people angry. and concerned. because i believed that we could not get reform. up less people were upset and bothered so i did not think very much about seek see. i started to do that later. and i did a whole lot in five years of working on this book. the book is about secrecy. but you can't talk about the secrecy but also talk about the journalism and openness. and nupdz particularly. they are the key. have been the key throughout history to the openness. a few themes about the book. my usual talk about the book

let's head to liza to find out what's going on. >> good morning. it would be a good morning to just leave early if you can give yourself lots of time. we have a ton. accidents out there with the biggest one on the sunol grade where we have a traffic alert in place northbound 680 at north mission. apparently a big rig carrying a lot of nursery products right here jackknifed across all lanes. now, the chp is running a traffic break and you can see right now they are temporarily holding all traffic. you can see no traffic is getting through there as they attempt to right this big rig and load it on to a big rig tow truck. all lanes northbound 680 temporarily shut down to clear up this accident. take 880 as the alternate. right now the northbound 680 commute is backed up from auto mall parkway. it's slow from northbound 280 driving through the los altos areas. that's where a car is now on its roof. it's a rollover accident approaching el monte. at least one lane is shut down there. we are seeing lots of solo spinouts there as cars are hydroplaning with
