. >> reporter: we are learning more information from lni. they say that the home behind me was not under demolition but getting repairs by private contractors after lni issued several citations again the home since 2008. several contractors were at the home when the collapse occurred. we are told that rescuers got the call at 10:30 this morning here on the 100 block of southford. you see the dramatic rescue of a person trapped in the basement of the home after the first floor collapsed. we learned from lni, that was not a worker but a person illegally on the property and crews were not aware he was in the home. the home was not under demolition at the time. the crews were there to assess and see what changes they need to make to the property. fire crews tell us that the operation they had underway was with a special operations division and multiple firehouses, they said they had to put airbags in to lift the floor off the man to make sure they could pull him out. firefighters came from the rear and the front to pull the man out of the home a

in the records we surveyed, each school passed lni's inspection. the deputy commissioner wouldn't answer questions on camera. instead lni communications director karen gus who has never inspected a school spoke for him. how does a school get a passing grade when they're not doing enough fire drills? >> fire drills are one of the requirements that the schools are expected to meet. however, there is a long list of requirements. >> reporter: gus told us lni may be the city watchdog for building safety, but it's not the city agencagency's swrojob the state-run schools do fire drills. >> we are not able to instruct the school district what to do at that level. >> reporter: you can't tell them to do ten fire drills. >> we can tell them -- of course, we can tell them the statutory requirement is ten. you need to make sure there's ten. >> reporter: she said l initiation leaders will bring it up the next time they meet with school officials. >> this issue will be very high on the agenda when we meet with the department. i don't want to have to sit here with

. >> reporter: jim, lni ordered the homeowner to make repairs because of code violation dating back to 2008 and that work was underway today when at least one floor collapsed. two work men had to be rescued along with a third man buried beneath the debris who fell into the basement. >> rescue workers were called to southford after at least one floor collapsed in a row home on the block. >> i started to see the cop cars and service cars and emergency vehicles. >> two work men were helped from the home and they told firefighters that a third man was trapped in the basement. >> our understanding is at this point that that man was not part of the contractors crew and they had been in the building looking for scrap and that kind of thing. >> especially trained firefighters used airbags to lift the debris away from the man. after an hour they were able to free him from the rubble. >> he was removed and is alert and conscious and transferred to the hospital for evaluation. >> his truck piled high with scrap remained parked out fronts after the rescue and we could see the debris filled basemen
