we are looking for teaming opportunities between local sbe's and established companies to bring the local contractors, the necessary competitive bidding knowledge and management expertise. in addition to robert soeb she and butler enterprises and cheryl and terry and patrick, i assure you that lawn ar management are engaged in the community and trying to learn from our lessons of 50-51 and implement procedures from the knowledge we gain from what their issues are and implement procedures going forward. we are open to all reasonable suggestions even as we try to meet our objectives and stay on scale. one point i would like to finally make is that while we are disappointed so far at the results on 50-51, we are committed to improve them. the fact is that we are very pleased with the local work force participation which as reported is over 41 percent. we feel that the real opportunity even though they maybe out of area contractors engaged, the real message is that local residents are benefitting by this work. they are getting a regular pay slip and taking home money that can help their famil

there were issues with local contracting and local hire with no real resolution in sight. to me it's very pleasing to see there were lessons on both sides. i think it was donny from lan ar that the oce in hunters point that have not been around for a long time are well established businesses. their cards are full but how do you get everyone else on board. i hope you have learned from the side. i really look and say i need to grow my business to find wags to buildup the cap office to help in the future. this is a 20-year project so it won't be the end. the one question i do have and we haven't touched is on work force hires. my time on the hunters point, we asked for data around work force hiring. it wasn't that it didn't exist, it's just that the data didn't make any sense. it was hard to tell whether it was 1 person working for 10 days or ten people work are for 10 days or 20 people working halftime. it was very hard to see what impact and as far as what the local hiring was reaching the community. my question is, i know as i left the hunters point cac, there was a new sy

a preference for the city's local hire policy. after careful consideration of this issue staff is proposing to apply the city's local hire policy on all construction work. this is the approach they would have used if the local hire policy had been in place at that time, but the city only adopted the policy in december 2010 and the agency didn't do any contracts for intrastructure work after that. this is the first one where they'll be applying this policy to one of its projects. the alternative, which we also considered would be to have the transportation authority require the selected contractor to enter into a construction work force agreement similar to what we typically require of our private developers when we do a disposition and development agreement. the differences between the two policies are described in your staff memorandum and i'll go through them again if i could get this on the overhead too. this table was in your staff memo and as you can see, it shows the differences between our construction work force agreements

as a result of cyber bullying and that is why i did a remarkable partnership in south florida with local law enforcement who had gone into schools talking about bullying, including cyber bullying and giving people concrete examples of things of situations they saw, it was remarkable. and that is why we will continue to do that work. so i hope today as we move forward you will understand that we are in this together with you at the department of justice. this is an all hands on deck enterprise. there is so much to do. i hope at the end of this day we will indeed all follow the lead of that student, walk out and say what are one or two things i'm going to do differently and better? how are we going to improve this situation? i hope if you take one and only one thing from melinda and my and ruslyn's remarks today, if you have an idea, please bring them to us. we want to learn from you. we are in this together and i want to say thank you because the most important thing we have is a recognition that you understand that this is indeed a national issue for us to deal with. i'm looking forward
