board. first i would like to thank you for inviting me to come down again and put myself forward for a position on the local homeless coordinating board. i come to this with -- my interest in coming to this board stems out of the last six and a half years working along the tenderloin and working with the homeless and low income individuals. i started this work in 2008 and leaving my job in biotech and going to law school and having a role in community development. i quickly began volunteered at the shelter and referrals through a student group. throughout school it snow balled there and i went into the homeless advocacy project and legal aid and worked with the -- what was then the good neighborhood coalition on the efforts to get a cbmc hospital project. upon graduation in 2011 i was extremely lucky to be offered the role much the executive director of the assistance advocacy project and an organization in the tenderloin around for 30 years providing services for low income folks in the neighborhood. we're unique as a legal services organization we have very -- we're unique in we're a drop in clinic and do

i have sat through many local school board meetings where the superintendent explained to the board the state test results and their meaning, and then simply describes their local assessment which they see as more directly tied to instructional improvement. these assessments and to a candidly systems overlap in some cases are redundant. we greatly systems together. the result is the assessment overall with a more coherent system that still provides benchmark information that states and physics need without sacrificing much deeper, more actionable information at the classroom level. because of our work advancing a competency-based learning model we understand the importance of creating freedom to innovate. we have been working on the system for three solid years starting with intensive professional developer to raise the assessment literacy of our teachers be we're not ready to take it it statewide but we hope to in the future. new hampshire, the live free or die state, we believe that it is essential that local education leaders help build the new system through their innovative efforts

boards have become disconnected from their communities. i will therefore support legislation to provide for the appointment of members of local school boards. now, we must also recognize that nevada school districts may be too large or too small. today they range in size from 74 students in esmeralda county to over 318,000 students in clark county. i will introduce legislation that allows local governments to create smaller school districts in our urban counties and consolidate school districts in our rural counties. [applause] i will also support legislation to enact true, collective bargaining reform in our school system. [applause] in 2011, i asked the legislature for a more balanced approach to contract negotiations. most bills never received a hearing. i again stand ready to work with you to ensure that employee compensation is fair but also recognizes the need for reform. [applause] we cannot expect that governance and financing models alone will address the underlying issues that prevent many students from learning. achieving meaningful public school reform also means addressing the environment in which our children learn. our first

we created the iowa public information board to give the public a resource when seeking information from local and state government. i'm pleased to report that the iowa public information board has responded to 643 cases in the past fiscal year. more and more of the inquiries are not complaints but rather questions from policy makers about how they could be more transparent. the iowa public information board is making every layer of government more open. this year i'm recommending that iowa establish a government accountability portal. a one-stop shop for citizens seeking information. the portal housed within the public information board will field requests and respond within one business day as state employees we are here to serve the taxpayers. iowa can do more to improve government transparency. for many years the people of iowa who fund state government have been kept in the dark on personnel decisions because of a loophole in iowa's open records law. i was pleased last year when the house of representatives passed on a bipartisan basis legislation that would shine light on these personnel
