we have a large number of local businesses. i think we already have tens subcontractors from the bayview who are going to be working on this project. one of them already started and cleared the space here. we want to give a shout to oliver transbay. another great firm benefiting from your tax dollars. derek has been making sure that we do the out reach so that we do not miss an opportunity for companies to participate. and then we are working with our partners within the government. one of the mayor's former departments, romulus, has been working with us. we have odierno rodriguez, ken, and others making sure that we maximize opportunities. one of their big partners when they're working in this neighborhood is abu. we are working closely with them. i want to give a shout out to them. we want to see more local residents getting work. but we believe the current form of legislation will hurt the local economy, local businesses, and ultimately those who live and work in san francisco. in particular, it is clear that after a few conversations with local employers that the number of jobs lost will be significantly larger than what was reported today in the economic report. the fact is that this measure would hit local businesses and their employees harder than any single tax increase proposed or adopted in san francisco in the past 20 years and would come at a worse time for employers in decades. in 2006, then supervisor ammiano said this was a way to increase employee access to health care services. he was right, and that is what the hcso has done. can it be improved? absolutely, but this is not the way to do it. san francisco does not operate in a vacuum. we have to compete with other businesses in the region and with the whole world. passing this legislation will continue to push costs higher and leave more san franciscans unemployed. health care policy is extremely important. yet, and even more complicated issue -- sweepi

and of the percentage of proposals from that contractor and whether they are ubde or local business enterprises. supervisor cohen: let's hear which you have got. >> 10% to 15% of that contract for ubde is a women-owned firm based in oakland. ktl lennoz is a disadvantage to this -- disadvantaged business enterprise in the area. a graphic design and marketing firm is also dbde as well and women owned. transportation ltd. is another partnership that is ubde, ddde, and women around. on the switch point planning for nelson niagara, it meets the lbe and women requirements. red hill group and trans-metro are small business enterprises that fit sbde requirements. delling associates fulfills dbe and lbde requirements. supervisor cohen: these are people that qualified or people that have received the contract? >> received. and as far as how this will work in terms of awarding actual work, none of these are guaranteed anywhere. it is a matter of work being assigned on a task-order basis. they will need to maintain and week that 8% hiring goal of work being assigned to them with each task order. supervisor

people out of work the local hiring and jobs and creation of new jobs, whether it is in a high-tech economy with twitter and other types of work force issues moving forward and businessesthat local residents have a good shot at jobs. the john avalos local hiring measure was important in making sure we get residents, but even in my district, there are pockets of poverty and many people out of work. supporting those unemployed and underemployed people, supporting struggling small businesses in a difficult economy, and i support the small businesses versus more chain stores that seem to be coming into the store fronts, but i try to be sympathetic to local businesses because they make up the diversity of our local neighborhoods. those are some of the challenges that face our businesses. >> are there other issues specific to your district? how do you balance the needs of the issues in your district against the needs of the city as a whole? >> i know that our district has a higher proportion of seniors than some other district, and there is a brand new senior complex and wraparound community services complex called the institution on aging bridge housing complex, but it is g

i am a local business owner. business is tough. we are trying to bring traffic in. we tried to bring in as much information as possible. we give them as much information as we can about the device, the plan, everything that has to do with the cell phone. one thing that i do not recommend that we do, we are not doctors or scientists. my employees are getting paid $9 an hour. they are not experts in the environmental protection. they do not know about radiation. positive, negative, anything like that. if we post posters -- let's say that a consumer has a question about it that we cannot answer properly. we hold that liability. something goes wrong? they blame it on radio frequencies? we are held liable. i honestly think that the notices in the phone, the notices in the boxes, it is information enough. it is like asking 7-11, who sells cigarettes, for every single person that buys a pack of cigarettes, telling them it will kill them. but there is no proof that the radio frequency causes cancer. there are probably studies. they could be biased. or not. but you have ever

. >> the issue of the state budgets have affected many local businesses. is there any way that the city could help more nonprofits? >> that is why i am proposing a set sales tax. the state did make some severe cuts. we do not know when those cuts will start that impacting the nonprofits. as you know, through our city budget, if you ask many of the nonprofits, they're pretty happy. we restored a lot of the original cuts. their services reflect the values that i hold, board of supervisors hold. now the state is making cuts, some in the same places that we've restored. we cannot promise to back fill all of those cuts. we can promise to go through the same process and asked what are the critical services that we must save, and work on them as hard as we can. that is why i need an additional cushion with a half cent sales tax. that will give us the of the need to restore cuts that the city is making. it is unfortunate the state cannot resolve their problems and they push it off onto the counties. i know the governor is trying hard, but it gets frustrating that

about the merchant district and some of the things that will be important for the development of local businesses in san francisco. >> the two key ones in district 7 are west portal and ocean avenue. ocean avenue straddles the border between districts 7 and 11. both of them are like two spines of small business. i go back to payroll tax. it inhibits small business growth. we do need to do something about that. streamlining the permit process and reaching out to our small businesses and doing all that we can to demystify the red tape that city hall often places on this. >> are there any out which activities in your district better working well? >> i was with the west portal merchants yesterday morning. i think it is my job to be as responsive to the businesses in the district as it is to be to the constituents. i am the face of city hall. i need to be accessible, open, and responsive. i can help clear up a lot of the red tape for them. >> is there anything particularly special about serving in the district where you grew up that informs some of the things you take on us supervisor? >> it is very s
