what can you expect to see, what are you expecting to see and hoping to see on the state and local level? >> let me give you an idea how big a turnaround this is. between 2009 and 2012, it was -- mental health budgets at the state level were basically decimated, really gutted. more than $4 billion in cuts over that time period between 2009 and 2012. so this is playing a little bit of catch-up but also represents a huge turnaround. you are absolutely right because again, you can talk about parity all you want, you can talk about initiatives to reduce stigma, but unless people can get service they need, the mental health professionals are available, none of that really makes a difference to people who are suffering right now, and at the state level and local level is where you're going to see

and again, the other very important aspect of this is to make sure that at the local level at the state level and at the federal level there is somebody there checking to make sure that the police are following the rules. at the state and local level that may mean something like an inspector-general. >> well, mike, you are the president of the national fusion center association. do you think there's currently enough oversight and accountability or do you think there's room for reforming? >> i always agree with michael that there's always room to improve operations in the way we do things. but at the heart of things these are state and local law enforcement organizations to support those efforts. the all crimes perspective of looking at those priority threats in communities that's what fusion centers do. terrorism is one of those threats but we support many of those activities. now as far as the oversight, i agree that as we progress, that you know, beyond just the dhs assessments that we get every year, that it should be more of a unified approach and we're currently working on a nation

this idea that we should empower the local and state agencies or the state school district at the local level. if we left it up to just the local schools we wouldn't have a federal system that helps with low-income families for whom the school meal whether its breakfast, lunch or boas both, e best nutrition a child could get that day. congress is proposing unbelievably deep cuts to the food stamps, now known as snap, half of whom represent children. half of the recipients of snap are children. it will be cut, the question is to what extent. the school meals now become more important. what does the federal government have in insuring that this subsidize program, and we definitely need to have meals subsidized for these kids. there is plenty of flexibility for local schools to ingain in things like the salad bars. >> how challenging is it for schools to innovate when they don't have a lot of money. >> we do receive federal funding for free and reduced price meals. in st. paul we have kids that are eligible, but that has not stopped us from engaging with our kids and our community. you'll find t
