i'm here today to represent the labors local union. the foundation and the local are behind the support between the bay institute and the continually of san francisco. the reason that the foundation has chosen me to represent them today, i'm currently a resident of the east side of san francisco and know to is importance. i've been a student out at the eco and understand the importance of hands on experience that's provided to all of san francisco public schools and the duties of city college at the eco center. i also co-chair the horticulture program and see our policeman getting hands on exercise and they took classes through city college. as we all know the eco center is important it's not just a building would lots of potential growth and nourished by people who are passionate about that. i support myself also the bay institute and the city college being out at the eco center >> (calling names). >> hill hello, i'm david with the horizontal institute. we've been long term resident with the conditional. we've been teaching our classes

the plain manufacturer's local and international unions clashing over a new contract proposal with just hours to go until the votes are in. what is being called an unprecedented decision, boeing says it will move the entire production of its 777x model if unions don't agree with its terms. go right to fox news's dan springer, live in washington with mo. more. dan, do you have some feeling one way or the other how this is going to go? >> well, i can tell you turnout is strong, melissa. what i'm hearing it will be a very close vote, certainly a lot closer than it was back in mid-november when a similar offer from boeing was rejected by the membership, by a whopping 2 to 1 margin. >> democracy works. we voted. it's over. >> since that vote, we have seen the union fighting itself frankly. the international leaders want ad second vote on slightly different offer but local district said no. >> if we bring an offer, every time boeing comes with a list of demands, what good is it to have a contract in place? it lends legitimacy that anytime they come with demands we have to bring it to a vote.

when we talk about local build out, there are folks that are concerned that there aren't real local jobs and union jobs and so understanding exactly where the locations possibly are as it relates to local build out and understanding the long-term impact so the initial possibilities and increase in job opportunities that could exist and the various layers of experts in those particular jobs what does it mean long-term with regards to job with regards to the local build out and what are we looking at in terms of how the funds are generated through bonds and having a more comprehensive plan that connects the dots that leads us to the direction we want to get to not necessarily over night of course but a 10 year plan realistic plan that's a competitive plan also a clear communications plan because i truly believe one of the challenges during the bart strike for example, the message of what was happening with the bart strike was determined by the bart officials they went out there with their message and had their communication plan and sadly the workers were not on top of what they needed to do in term
