in order to the state and local perspectives are needed. we are so excited for this event and the release of the report that puts the spotlight. and the perspectives of our members on the national immigration debate. thank you for being here this morning. i would like to welcome our viewers on crmp span and live streaming this event as well as the main events page. and with that, i will turn it over to chris, who seves as the policy a.m.ist for the immigration project and brains ehind this fantastic report. >> so, i want to thank everybody for coming out today and obviously, want to thank our partners for the work we have been doing over the last year and a half. i'm here to present our report which is the called for clarity in the international immigration debate. this report really sought to find what state and local views have been on immigration issues. so we will dive in what we found and the conversations we had in these round tables. we will talk about what the round tables are and what we learned and end with the conclusion and germ

we have a major effect on local economies. we have a major effect on settings in our community and the interactions of people of various statuses, legal or not legal. that one of my electricians is trying to bring people in from germany because they cannot find workers. it is something that we need to look at from a professional and adult perspective. susan, talk about the policies that ncsl has adopted. we heard that there is official policy could what have you been working on? susan: we have policy on immigration that does not support federal mandates on states. we believe that were states have acted there should not be federal preemption of state authority. we do not believe the federal government should establish ships to states -- cause ships to states. the repository for all things immigration at the moment because there is the comprehensive federal immigration bill. forre subsidizing education, public health, all of the things that new immigrants need when they come to this country that states are financing. we have dir

federal, state and local. the whole government response, they need to treat the whole person. >> you made reference to criminal justice reform. obviously there's been success with number of packages county products as you all know how display a significant role and criminal justice. anyone% of u.s. jails over 10 million every year, many jails continue to struggle with individuals with disorders recidivism. you probably most of these just past the u.s. are the largest provider of mental health in addition to other things to tell us about the white house on this issue and what a big achievements that we've seen so far from the administration's perspective? >> you for pointing that out. i have this conversation with your supervisor. another great bipartisan accomplishment, republicans, democrats and for employment, people from all across the country go to the life is, local leaders working on this for years, certainly people in the criminal justice, the community, those who benefit from this and one of the first
