they went from local control, local oversight, local policy, state civil rights protections to wiping them under the agreement completely and in its place are a series of provisions in the 2007 mou that says only federal policy is applied. there is a clause in there that says the sfpd officers working the jttf cannot even speak to their own supervisors without the permission of the fbi, much less our civilian oversight system. the informant policies -- and there is a huge problem around that nationally. informal policies are the fbi's. those protections have been stripped. san francisco stood up for this in the past. we need to stand up for it again. well the brought this issue to the police department and the police department should speak for itself but characterized it in principle, agreed with us, issued an order and left this mou in place. when this legislation was introduced, the public affairs office issued a statement that said because we have issued our own internal order, the it mou the longer applies. that was the language used in the statement. no longer applies. to be sur

there must be a criminal predicate under our local policies. this is not a situation where san francisco police department is somehow now the fbi and acting the way the fbi acts. we have our own a local policies and police officers are expected to comply with them. it is interesting that the san francisco police department is not being demonized here. people seem to be admitting, and it has been stated it repeatedly today, that the department is acting in good faith. the question is not about whether we should have to comply with local policies. we do that. i'm 100% support of of having those local standards that reflect san francisco value. including the requirement of a criminal predicate. the question for me is whether this needs to be legislated. do we need to put this in our code? i don't think it does. when you look at the general orders of the police department, they touch on some incredibly important things. we have an entire detailed order about the use of force, the use of firearms, arrest procedures, domestic violence, investigation

the legislation i have produced is similar to what is currently done for local businesses. a business would have to be legally recognized as a benefit corporation but that of california. under our local business enterprise rules, the city provides references under a program run by the human-rights commission up to 18% bid preference. this would be modeled after that existing program. the initial proposal i put out stated there would be at 8% bid preference for a corporation and additional 2% preference for benefit corporations which could lead to a total preference of 12%. we have significantly amended the legislation since then. we had a meeting with the small business commission that did and of supporting this legislation with changes we have incorporated. we have had numerous meetings with the human-rights commission with their staff at commission as well as the subcommittee at we have incorporated many of the recommendations. we have met with stakeholders, department heads, the coalition for economic equity at lots of feedback and meetings and because of that, we have s
