the improvement in san francisco economy has impacted the local workforce. the high level of construction activity taking place in the city of san francisco has effected our ability to draw on those workers as well and that is reflected within thcharts. one thing of note for bay view hunters point, the drop there should improve. the reason for that is that the hunters view project began and the hours put in for that particular project consists primarily of piling work where local operating engineer hours are minimal but we should see an improvement in local workforce in the bay view hunters point area. as i mentioned, workforce remains a challenge. the high level of construction actirfbties placed a tremendous demand on local construction labor. as a example the board of supervisors back in june 2015 approved the expansion of the mandstory local hiring ordinance where local hiring requirements are required on prifent projects on public land. i believe that became efeblthive at the end of august but never the less, we feel it is a challenge in termoffs gettin

is when people are arrested by state or local police for any kind of violation. when the police department sends their fingerprints to the fbi for criminal background check, the fingerprint data is shared with dls. if dhs determines that that person may be an unauthorized immigrant or deportable for any reason they contact the local i.c.e. office and i.c.e. can request the police department hold the person after they're done and the criminal justice system so that i.c.e. can pick them up and put them in removal proceedings. so this list of 360 or so jurisdictions are those that don't always hold people for i.c.e. and there's a number of reasons that jurisdictions don't want to hold people for i.c.e., but the biggest one is that police departments believe that it undermines public safety. because when immigrants think that police are involved in immigration enforcement then they're afraid to report crimes they're not willing to serve as witnesses in crimes. so most police departments in the country oppose playing that immigration enforcement role. >> and you've wr

i support the notion of local communities, local law enforcement communities having to make decisions about the best way that they can enforce laws in their communities. and the sanctuary cities concept was designed to do that. educate have a federal law coming and say you have to check someone's resident status. you have to do this. you have to do this when that is essential a federal function. you have the same thing with these mandates, that they are mandating from the federal or state level that something be done, and then they are taking away the discretion of local law enforcement in terms of how they should utilize the assets and the people that they have. i think that's a legitimate question. there's another question from the federal level that kind of hit me when i was thinking about this and that is if you look at other congress works. you have two different types of committees in the congress. you have an authorizing committee and then appropriating committee. i was on armed services committee. we would authorize programs. similar in nature, not specifically to what you're
