so what is the local action plan? the local action plan purpose was established by the jjc partners. it is to establish the funding strategies and recommendation for community violence prevention and intervention efforts targeting young adults between the ages of 10 and 25. all this funding is supposed to steer towards that direction. we want to make sure that it is clear, that it is dictated in a concise way so that it is clear what the funding is for. then we can better shape some of the outcomes we would like to see. the framework we used for our local action plan this time around, because we do produce had a local action plan every year. this reiteration of it, we used a theory of change for our bond prevention and intervention efforts. we are working with the mission analytics group, an independent evaluation firm, to create an overall framework that connects all of our violence prevention and intervention in a portfolio. we are also looking at including an hour from mark a circle of care model which have traditi

we just need to make sure that the spirit of local hire ordinance and local letter of the law are apply where they can be. the america's cup is one area where do want to make sure we can put all that promise. that promise came and we had the america's cup agreement come before us that the board of supervisors and budget finance committee. there was a direct discussion on the number of jobs that would be provided, an economic benefit that would come to san francisco. the economic benefit was about to be $1.4 billion. the number of jobs that were assessed, to be traded, about 800 jobs over all. whenever we have big development prod to come before the board of supervisors, there is a lot of talk about local jobs. it is one of the big selling points we have. i think it is important that we do our work on the board of supervisors to make sure we are maximizing that promise. we want to make sure that local residents will be able to get a job in the industries we create, in this case, the america's cup, construction projects, and other non-construction related projects. our hiring ordinance ha

we represent the green party and the local grassroots organization. i would like to clarify what the advocates are asking for. what we're asking for is not a change of any of the current terms of the contract. that is not what this is about. the scope of work document that you have looked at which is about 19 pages, that is a product of ourselves, the advocates for local power, and the staff of the puc working together to come up with the tasks under the current contract that would be played out under this contract extension. this does not change any terms at all, all it does it specify that the puc staff is planning for this contract to do under the current contract. this is just a description of the work tasks. maybe there are some things with the legal thing, if that is a problem, we would just call this a set of tasks words. at any rate, to get to the substance of what was brought up in the previous item, so what this two page is from advocates asking you to attach that scope of work to your resolution, not as an amendment but just as indicating t

this problem is growing locally. that is a front line hospital also. the same thing happens there as well. i think this problem is growing locally, and i think there is an industry that is trying to have more destruction with this bullet. so we are seeing it more in the operating room. supervisor mirkarimi: you mention it, quite right, the costs are internalized to the city. these people who are being affected who were already reliant on that level of assistance. when they become incapacitated or disabled, that produces a surge in the cost of the responsibility of the city. how to keep up with that, we have not had that conversation yet in city hall. >> sanfrancisco general hospital is unique in that it is the only trauma center in the county. we treat 90% of all penetrating industries. around 80% of our population is either uninsured or underinsured. if you take the hospital costs associated with penetrating injuries and the disabilities that results after, more severe with hollow point bullets, you need rehabilitation, ancillary services to maintain

you cover your local community. do you feel at all, as a non- profit, a bit -- dare i say -- not threatened, but some kind of competition has come in from the big boys? you were having a nice conversation earlier. i listen in. do you see yahoo! going local, for example, as a plus, or do you see them as competition? how did you see that? >> first, full disclosure, yahoo! is a content partner for oakland local. they distribute our content on their website. there is some back and forth. some people are wondering what the corporate industries are going to do in a hyperlocal space. i do think there is space for everyone to work together. one of the questions i'm interested in hearing about is whether the corporate entities are interested in working with local entities. we have been working with oakland for the last year-and-a- half, and i have a background in oakland activism, and it has still been difficult for us to get headway as an organization. that kind of community involvement takes a 24/7 kind of commitment. that

we need to make sure that we are strong on local hiring. it is good that we have clarified what the law is with relation to programs. it does not mean that a lot is not written completely in stone. there is flexibility there. i would hope to see general manager continue their stellar work to increase local hiring in this department and in the city as a whole. i would hope that the trades would also step up to the plate on that since local hiring organizers have been very careful to be strongly pointed out that we want local hiring. we want those local jobs to feed into the union's and make those unions stronger. lead in the trades to step up and help this process. getting back to the previous item we are talking about, advocates are pushing for a local bill out of clean energy that will deliver 1000 jobs a year. it is an opportunity for grass- roots organizers and the environmental justice community to come together with the trades and together to work to build a lot more jobs in san francisco. the overall point here is that they have been
